It asserted the present law has been used as acover for carrying on lotteries naving for their otject financial gain and the acqni-ition of money solely by means of the selling aod drawing of tickets and other modes of chance. The petition proceeds to point out tLat such lotteries, carried on by in~ corporated compa: ies in the city of Mon- treal, are in no way an advantage, but ra‘ her a detriment, tothe cause of art and painting.
