Those Extras Again.
Wuy does not the Patriot give a ,detail-
ed statement of the items in the bill for $640.45 paid Cox for extras on Morell Bridge ? It would, no doubt, be interest-
ing reading for the public. Our contemporary atterapts to justify the
} ee payment of extras, and says that as long as good value is ubtained for the money the public have no right to complain.” It
may be thought by the Commissioner of Public Works and the Patriot that good value is obtained for the money when by its lavish expenditure for extras, or by the giving of fat contracts, more votes can be secured for their friends at the coming election. But the public have a right to complain at the reckless expenditure on the Morell and other bridges. They have also aright to complain of the large amount paid for extra work and materials, and for ferrying, all of which should have been included in the original contracts. If these amounts were not so included the Patriot should explain why they were not.
The people have not forgotien the howl that was raised by the Patriot and its friends when, under the late Government, a few dollars were paid in necessary un- foreseen expenditure, alihough the amount was never to be comp»red to the large sums paid by the present Government, and very seldo:n were any exfras found neces- sary so careful were the officials to include everything required in the specifications. But all this is now changed. Large sums amounting to $500 or $600 for extras are now of common occurrence, and what the Patriot and the present Government were once loud in condemning they now attempt to justify.
What explanation can the Patriot give or how will it justify the payment of $82.00 extra on the contract on the Grand River bridge in King’s County? According to the statement presented to the House of Assembly during last session the original contract on this bridge was let for $82.00. But the Commissioner of Public Works has seen fit to authorize the payment of $82.00 more for extra work. Wasit some friend of the present Government who had this contract } Was it one whom the Commis- sioner of Public Works wished to favor or reward for past or future services to the party of purity ? Will the Patriot give the public a detailed statement of the extras / Will it explain why it was necessary to pay for extras on this small contract of $82.00, another $82.00 bringing the cost ap to $188.00, including $24.00 for inspection 7 Wasa good value obtained for this oxira expenditure /
While the Patriot is in the mood for civing information which the Commissioner of Public Works should have furnished during the session of the Legislature, per- haps it will explain why it was found necessary to pay $425 extra on the con- tract for building Alexandra wharf, ia Lot 49. This was stated in a boastful manner by the Commissioner of Public Works in the House to be a new wharf, therefore the Patriot's flimsy excuse for extras on bridges will not apply in this case. Here is a new work, the contract for which was let for $835, on which no less than $425 was paid for extra work! To whom was this sop of $425 given? What wasitfor? Why wae it not included in the specification? And what kind of value was obtained for the meney !
The Commissioner of Public Works is expected to give satisfactory answers to the foregoing questions. The public will not be satisfied with anything less.
—The Peters-McLean-Sinclair combina- tion summarily dismissed James R. Swan from the position of manager of the Stock Farm, after about twenty-six years of faithful service on the farm. He and his wife and family were practically turned out
at a time when they fancied them- selves secure, and were obliged to seek elsewhere for work and for a roof
to cover them. Swan was unwell at the time of his discharge—being suffering from an affection cf the heart—-but was able to be about and attend to his work as usual. Those who know anything about heart troubles—those who are not utterly heart
less—will readily understand in what way the shock caused by his sammary dismissal would work vpon his complaint,—jast in what way constant worry and brooding over what would become of his wife and family in the event of his being unable to obtain work elsewhere would be likely tu hasten death rather than prolong life. It is no wonder that in view of the Govern- ment’s conduct in this matter the Patriot sought to make it appear that Swan was employed as manager of the Stock Farm at the time of his death. The Patriot inti- mates that it stated he was manager out of kindness for the dead, that it did not wish to let the public know that Swan had been dismissed. But was this kind- ness for the dead or for the Government Whose servile apologist it is? Was it for political purposes that it kept back the fact of Swan’s dismissal until Tue ExaMINer called attention to its mis- representations and omissions! Because Tue Examiner compelled the Patriot to correct its misstatements it accuses us of endeavoring to make political capital out of the unfortunate affair. Could anything be more absurd. The Patriot says that Swan was not dismissed for pulitical reasons, but for other causes which it gives. Poor Swan is dead now, and cannot speak for himself. But if he was not dismissed for political reasons perhaps the Patriot will explain what political party his successor supports, and what are Ais especial qualifications for the position. The Hon. Peter Sinclair will probably be able to assist the Patriot in making the explanation.
The Recipocity Conference.

That very earliest and industrious Lib- eral leader, Hon. L. H. Davies, has, un- fortunately for Limself, acquired the repu- tation of not beiig exact in his statements of matters of faci. He is, indeed, of that not uncommon class of politicians who when they get on their feet to make a speech allow their zeal to overmaster the regard for truth which on other occasions they scrupulously observe. It is not sur- prising, therefore, to those who know Mr.
Davies’ weaknes to read that when in Boston the other day h» declared to a interviewer, spe ‘king on behalf of the Cau adian Liberal party, that :

The preciseness with which Mr. D vies professes to suramarize the proposition vt the American Government to the Canadian delegates at tie Washington conference last year is quit. characteristic of him; but it happens to jack the essential element There was no wuch proposition submitted to the Canadia: delegates as Mr. Davies seems to imagne. Had an offer of reci procity in natural products and in such manufactured joods as might be agreed upon after consultation been made, the Canadian delegates would gladly have ac- cepted it, because the very object of the visit of Hon. Mr. Bowell and Hon. Mr. Foster to Wash ngton was to endeavor to obtain what M~*. Davies inaccurately avers was placed witiiin their reach. The pro- ceedings at ths conference in question, which took placs at Washington in Febru- ary, 1892, end the cause of the failure to reach an under: tanding, ought by this time to be well knowa. The American reports are embraced in a n.essage sent to the Senate by President Harrison on June 20th of last year, in which he says that “‘the result of the conference as to the practicability of arranging 4 reciprocity treaty with the Dominion of Uanada was antieipated by Mr. Blaine, and by every other thought- ful American who had considered the subject.” This is an admission that from tho first the Aniericans had no expectation of arranging a treaty, not because Canada was unwilling t'» conclude a convention, but because the ins stance of the United States upon preferential treatment in the markets of the Dominio», as a sine qua non of an arrangement, was regarded as imcompat- ible with the reiations of Canada to Great Britain. Presilent Harrison goes on in his message to make this clear. A reci- procity treaty |.mited to natural products, he observed, wi3 out of the question, and he went on to say that a treaty to be acceptable to the United States must necessarily have embraced an important list of manufactured articles, and have secured to the United States a free or favored introduction of these articles into Canada as against the world. Then he was candid enough te add : “it was not believed that the Canadian Ministry was ready to propose or assent to such an arrangement.”
Turning to Blaine’s official report of the proceedings at the ccnference, we read :—
‘The Canadian commissioners enquired if the Government of the United States would expect to have preferential treatment extend- ed to the list of manufactured goods of the United States on their introduction into Can- ada by virtue of a reciprocity treaty, or whether it woulc regard the Canadian Gov- ernment as to iberty to extend the same favors to the maiiufactured goods of our coun- tries.
“The reply given then was that it waa the desire of the gov :rnment of the United States
| to make a recipr:.city convention which would
be exclusive in js application to the United States and Cana:.a, and that other countries, which are not parties to it, should not enjoy gratuitously the avors which the two neigh boring countries might reciprocally concede to each other.”
This virtually ended the trade negoti- ations. The C.snadian commissioners de- clined to treat on the basis laid down by the United States, namely, proferential treatment in the Dominion markets against Great Britain, aad so the subject dropped. Now, it is pertinent to enquire whether Mr. Davies voiced t! e views of the Liberal party when, speaking in their name, he said, ‘*we are willing to accept the offer that Mr. Blaine made to President Harrison.” Are the Liberals prepared to accept a treaty with the United States from the operations of which Great 3ritain will be excluded ? They will have +n opportunity to put them- selves equarely on record on the subject at the coming convention in Ottawa, and will make their position understandable by an explicit declaretion. The policy of the Republican party of the United States is obvious, namely, to accept no treaty which does aot involve a common tariff, and favor- ed treatment in the Canadian market. That policy the Domision Governmeat has re solutely set its face against, believing with truth that it vould inevitably imply im mediate commercial and ultimate political annexation.

Several pretty girls are on strike at Char- les City, Ia. Tiey were employed as com- positors on the .idvocate, a local paper. A short time ago tue proprietor noticed that some of the girls set very little type on sev- eral mornings of the week, and on investiga- tion found that «he girls had been entertain- ing company un‘il a late hour on the pre- vious evening. The result was a perempt- ory order that every girl in his employ should go to ded at 9 30 o'clock every evening. The girls refused to obey, and every one cf them walked out. Tho pub- lisher is now rujoing on a short force, and is vainly seeking to compromise with the strikers on 10 o'clock p. m. as the hovr for retiring.

The Behring Sea Court.
SIR CHARLES RUSSELL CONTINUES HIS ARGU- MENT AND MAKES MANY STRONG POINTS, In the Behring Sea arbitration on Thurs- day, Sir Charles Russel read « telegram from M, J. Griffin, Parliamentary Librarian st Ottawa, conveying the information touching the royal prerogative in regard to swans, asked for by the president.
He then discussed Phelps’ written argu- ment respecting property rights to the seal- ing industry on the islands. He defined them as exclusive to the extent of three niles Theright was common on high eas where sealing’ by other nations was perfectly lawful.
The United States counsel had suggested he possibility of maJice in the prosecution if pelagic sealing. Russell said that such vas not even alleged.
Sir John Thompson shut off this discus- «on by enquiring uoder which branch of the nbmission to the tribunal was the question f malice relevant.
Resuming the discussion of extra terri- rorial protection of shore industries, Sir Charles Russell asserted that if the claim was valid it was equally applicable to salmon, codfish and guano industries.
He asked if the owners of the guano leposits ever attempted to imprison sports- men who shot birds whieh made these deposits. He desired to be informed whe- ther salmon canners ever protested against others taking salmon outside the ordinary limit as prejudicial to their industry.
Russell and Phelps had a lively discus- sion as to the effect of the judgment in the Sayward case.
Sir John Thompson gave an interpreta- tion acceptable to both parties.
Sir Charles Russell explained regarding ‘“‘hovering” statutes that acquiescence of all nations interested was necessary to their enforcement. ‘These statutes could not be enforced by international law.
In answer to United States counsel, Sir Charles Russel showed that the property in copyright was not analogus to the present claim. Copyright claims depend on treaty agreement, and not on an international law. He examined Phelps’ precedents of seizure outside of territorial waters, including the case of the Caroline in 1538, which Russell showed was essentially an act of self de- fence by the Canadians.

An Embezzler Arrested. MOoONNREAL, May 27.
L. L. Beleveau, one of Montreal's best known citizens, was arrested by the Canadian Secret Service yesterday, charged with embez- zlement. The aceused hs been for a number of years administrator 0‘ the estates of the late Dr. Beaudry, and 2x-Mayor Beaudry, both of which are estimated at $1,000,000. Beleveu went into bucket shop deals and con fesses to having thus lost $12,000, belonging to the estates in question. The prisoner on being brought before the Police Magistrate pleaded guilty and was remanded for sentence.

The bishops of the Province have decided ibat all nuns before entering the Sacred Heart, the Ladies of the Congregation, and all other teaching orders, shall first pass the examination prescribed by the Council of Public Instruction. Members of the Christian Brothers and other similar organizations are to be treated in the same way.
Canada’s Exports and Imports.
Orrawa, May 27. The exports for the ten months of 1893 amount to $93,500,000, an increase of $4,160, - 000. The imports are $98,312,000, an increase of $750,000. The duty collected increased $1,500,000.

Orrawa, May 25,—Sir Edward Birbeck, one of the members of the royal commis- sion on electric communication with light- houses, has come to Canada for the purpose of investigating the light system. He will spend two or three weeks visiting the prin- cipal light stations in the gulf, for which purpose the Government steamer La Can- adienue has been placed at his disposal.
Vancouver, May 25.—President Van Horne and party arrived here to-day, and wili visit Crow's Nest Pass upon their re- turn. Upon the president’s return to the east the running time between Quebec and Vancouver will be reduced twenty-four hours.
Orrawa, May 25.—British Columbia sealers have been notified of the agreement reached between Great Britain and Russia for a neutral zone of thirty miles round Copper and Commander islands, in the North Pacific, and aten mile limit of the Russian Asiatic coasts. Sealers have asked that warships be sent to Russian waters to protect them from undue annoyance.
Sr. Jomn, May 25.—The grit convention held to-night was not an enthusiastic affair. The attendance was 115. The fifteen dele- gates allowed by the rule were chosen, and speeches were made by Gillmor, M. P., Colonel Domville, Weldon, Ellis, and Attorney-General Blair, the latter remark- ing that the party made a mistake last time in adopting the policy of unrestricted reci- procity: The meeting thought it necessary therefore to express confidence in the British Empire.
Quebec, May 25.—Hon. Messrs. Bowell, Foster and Angers put in a busy day re- ceiving deputations from the different branches of trade, as in other cities. The ministers were dined at the Union club, and left for Ottawa this evening. They stated that the trip to the lower provinces had been most satisfactory.
MontreaL, May 25.—The Star Cable says: London, May 25—In view of the Australian crisis, Hon. John S. Hall has been advised not to attempt to float the Quebec loan, and he will probably continue on the lines of temporary plans. It is quite untrue to say that the extent of the debt of the province of Quebec is causing alarm. The efforts of the Taillon ministry to regain the prestige lost by Mercier is restoring confidence in the province in London, Money could only be raised at the present tims by any country at a great sacrifice.
