OTTAWA. Nov.,23 —(CP)—Some Canadian Cabinet Mlnistere. busy with professional preparations, are finding their work somewhat com- pllcated by the Government's new ‘moderate austerity program" aim- ed at restricting imports and; con. serving American dollars.

Mainly affected by the progrann are Finance Minister Abbott and Reconstruction Minister Howe. Ever since last Monday night tlliey have been swamped by telegrams from business men and industrial- ists asking for personal interviews or at least clarification of the im- port restriction program.

As the Government ts seeking the co-operation of industry in its pro- gram to rectify the adverse bal- ance oi trade with the United States. it is expected that as many interviews as possible will be grant- ed on the ministerial level.

HALIFAX, Nov. 23 —~(CP)—'I‘wo Halifax hospitals have increased tilieii- rates 50 cents a day. another has upped its charges by $1 a. day and a fourth is considering in- creased rates, o. Provincial Health Department offklial said during tihe week-end.

Officials of the city's four main hospitals agreed that even with the increased rates it was becoming more and more difficult, to "break even" on costs.

(CP) — Four hydro project work- men. three of them from Mon- treal, were swept to their deaths but another was rescued when a cable way on lwliich they were working at the Rapids Des Joachim hydro project 22 miles west of here, collapsed late Saturday and plunged them into the Ottawa River. . ‘ Listed by police as drowned were John Gornick, 4-1, of Kirk- land Lake. Ont., Emile Niemenen, b8. Ivan Alenan, 55, and Emile Nurml, 50, all of Montreal.

The lone survivor was Mattio Lulkko, 56. qf Kirkland Lake, fore- man, who was swept. into the river with the others but was carried to the Quebec shore by the cur- rent and was pulled to safet/y. The accident occurred an hour before the men were to go off duty. The five were laying plank- ing on cables stretched across the river about 10 feet above the swirl- ing current ‘when part of the rock- bed used for an anchor for the cables on the Quebec side, gave way and plunged the men into the river.

WASHINGTON, Nov. 23—(A.P)— Rising wages 1n the United States are in the news again, along with rising prices.

Two important wage increases were announced last week after peaceful negotiations and no strikes:

1. Men's clothing industry, l2 l 2 cents an hour, 150,000 ivorkors.

2. Railroad conductors and train- inen, l5 1-2 cents an hour, 200,000 workers.

The railroad settlement was part ot the "second round" of increases that ran through most of Ameri- can industry this year.

But the clothing industry raise was clearly a third post-war round. ‘The same workers got 15 cents in the fall of 1945, 12 1-2 cents in the fall of 1946 and now l 1-2 cents more.

Will this be the forerunner of a "third round" in other big indus- tries in the first half of 19487
