For the first time in its 154 year his- tory, the Capitol building in Washington, D.C., is to have a Prayer room. The Sen- ate and House of Representatives voted unanimously for the proposal on a joint resolution sponsored by Senator A. S. Mon- roney, Democrat of Oklahoma, and Repre- sentative Brooks Hays, Democrat of Arkan- sas. It will be situated below the Capitol dome just off the main rotunda and will be about equally distant from the floor of the House and the Senate. Since it was a con- current resolution, the measure does not re- quire the President's signature, but it is certain that it will have the full approval of Mr. Eisenhower, who has shown in many ways that he recognizes the need of strong spiritual influences in the life of the nation.

The resolution authorizing the prayer chamber makes very clear that the room will not be available for formal religious services. This appears to be a wise pro- vision, since there are plenty of churches available in the Washington area for all such services. The need, which the new room has been set aside to fill, is for a quiet place, removed from the noise and bustle of political activities, to which these Congressmen, who may desire to do so, may retire from time to time for private prayer and meditation, and in which they will be able to seek spiritual strength and renewal for the proper carrying out of their Con- stitutional responsibilities. At a time when much is being said and written about the prevalence of materialistic aims and in- fluences, this action of the United States Congress cannot fail to have a salutary in- fluence far beyond the Capitol building. It could be emulated with profit by other par- liamentary and law-making institutions, in- cluding our own.

Homes For Veterans

The most important legislation dealt with by the House of Commons' committee on veterans' affairs and approved by Par- liament at the session just ended, says The Legionary, was undoubtedly the amendment to the Veterans' Land Act which provides substantial assistance to World War II veterans willing and able to build their own homes. Based on extensive recom-

Part II of the Veterans' Land Act, as the amendment is termed, should prove a great stimulant to younger, able-bodied ex-serv- icemen who for a year or so are prepared to devote most of their spare-time and holi- days towards realizing their dream of pos- sessing a home of their own. As more than 6,000 houses have already been com- pleted and another 3,000 are presently un- der construction by veterans under V.L.A.'s old ”Build Your Own Home" plan, it does not seem unreasonable to hope that, with the added incentive provided by the new scheme, at least 25,000 more will be built.

Another important amendment to the l'cterans' Land Act recommended by the veterans' affairs committee and approved by Parliament will be known as Part III and will be of substantial benefit to many of the 30,000 farmer-veterans who have settled under the V.L.A. It provides for an additional expenditure of 54,500 by a V.L.A. veteran on a full-time farm. This amount may be used for the purchase of additional land, to aid in effecting a second establish- ment on a more suitable farm, or toirriake permanent improvements to a farm to which the Director already holds title. One- thlrd of this additional expenditure must be made up by the veteran, but cash will not be required where sufficient excess pay- ment was made at the time of purchase, or where improvements have been effected which. together, add sufficient value to the property to cover the veteran's share. The 83,000 additional loan may be amorthed at 596 over the remaining period of the veter- an's contract. On the purchase of s new farm, the amount available for expenditure will be 310,500, of which the veteran pays 81,980 cash "and twenty-five annual pay- ments of 8407.07. - . .

Second centenaFilf Bowdler

Thomas Bowdler was born July 10, 1754 and his name is still a part of our language in the verb to bowdlerize. That estimable gentleman published his "Family Shake- speare in ten volumes; in which nothing is added to the original text; but those words and expressions are lomitted which cannot with propriety be read aloud in a family."

It has been the subject of debate ever since, whether Dr. Bowdier's efforts had desirable results. There are those who claim that he provided a means of introducing the great works of Shakespeare at an early age without giving cause for offence. On the other hand his critics take the view that it would be far better for children of tender years to know nothing of the bard's work rather than receive such an introduction. Certainly the method provides an easy way of carrying out parental responsibility. It would seem to be a pity, however, if all that is accomplished is to inculcate a per- manet distate for the work of the great playwright. Food for youthful minds can be found without giving them travesties of the work of genius.
