0'.'1'rAWA. (GP) -. The Federal Government went into the red by 183,002,000 in September's budget- ary operations as spending rose for defence, payments to province: and interest on the national debt.

Second monthly deficit in the first six months of the 1953-54 lis- cal year, it pared the half-your treasury surplus to :200,1ili,000 from s290,96'7,000 a year ago, the Finance Department reported Fri- day.

September's deficit was almost double the 841,701,000 deficit last year and more than eight times the 310,000,000 adverse balance last June.

Officials predicted, however, that the government will end the year with a small over-all surplus, not far from the target of 311,000,000 set by Finance Minister Abbott last spring.

September-'s' revenues edged ahead to s324.'l12.000 from 316,969,000 last year, boosting the half-year total to 32.038.817.000 from 32,000,- 101,000. .

WASHINGTON, (AP) -Presl- dent Eisenhower and Agriculture Secretary Benson grappled with a problem at an hours-long confer- ence Friday as Benson tried vain- ly to stop a caravan of cattlemen from descending on the capital.

Confronted by- mounting crop surpluses and reports of unrest among farmers throughout the country, Eisenhower and Benson presumably canvassed all angles of the farm policy they have promised to lay before Congress in January.

OTTAWA, (CP) - A seamenls strike threatening to paralyze Canada's ocean merchant fleet

ended Friday.

Seamen who walked out Sept. 29 settled for a basic 56-a-mohtth wage increase and a shortened work week. The settlement was a compromise on the part of both the sailors and the ship operators. An offshoot of the surprise settiement- the disputnnts had been regarded as still at odds up to Friday-was that it will speed a. cabinet decision on whether federal subsidies should be provid- ed to keep the deep-sea fleet op- erniing.

Shipowners have been pressing the government for months to help them, and a "delegation laid the case before the ministers ihere Oct. 15. The cabinet has reached no decision. It was learned that ihe ministers planned no action before the strike was settled. However, informanis said Fri- day that this stand had not been communicated to the parties in the strike, who were represented as having worked out their own compromise.

Few Ships Affected

The strike of the Seafarers In- ternational Union AFL-TLC, call- ed smnng 1,000 men on the :13 ships flying the Canadian flag on the high seas, actually tied up perhaps one-third of that number in Canadian ports. Others at sea during the 25 days of the strike have not been affected.

The settlement terms represent an easing from, the original de- mands nf the union, which went- ed a 050-a-month boost for un- licensed non-officer personnel anti a 40-hour week at sea instead of

2. A 48-hour work week at sea. 3. A 40-hour week at sea and a 516-a-month pay increase for deck and engine room personnel who do only day work. These are specialists such as carpenters who have been working a 42-hour week.

4. There will be no discrimina-

tion against strikers in hiring when the ships start operating again.

The settlement terms are basic- ally niong lines proposed to the disputants in mediation proceed- ings by Federal Labor Depart- ment offlcials. The mediation was carried out by Bernard Wilson. senior conciliation officer in the department here, and Raoul Tre- panier, Montreal official.

OTTAWA, (CF) - R. Douglas Stuart, United States ambassador. said Friday that existinx Ameri- can restrictions on Canadian im- ports are "of minor significance"; when viewed against the full pic- ture of trade between the two countries.

Addressing the Canadian Club of Ottawa, the ambassador spoke of a development "that has caused some concern here." He referred in Washington's imposition of im- port quotas on certain Canadian products.
