Mr. Arthur Peters asked the commis- siover of Public Works if he had received a petition from the-inhabitants of Mount Hope, Forest Hill and Farmington for the opening of a road from Mount Hope to Forest Hill, being a continuation of Ca- hil’s Road, afd what action the Govern- ment propose taking thereon.

Hon: Mr. McLeat replied that the peti-

fion had been submitted to the Lieutenant- Gevernor-in Council and would be dealt with or submitted to the House if in the discretion of the Lieutenant-Governor-in- Council it was deemed advisable or necess- ary to do so. Mr. H.C. Macdonald asked the Com- missioner of Public Works what action the Government intend to take on the Report of the Commissioners appointed to ap- praise and decide upon the com pensation to be paid for the Public Right of Way asked for from the Georgetown Road to Crown Point.

Hon. Mr. McLean said a commission had been appointed to report on the advis- alility of constructing this road and their recommendation would no doubt be acted upon.

Mr Rogers (Alberton) asked the Leader of the Government whether any and what iecision has been come to by the Govern- ment on the subject of the Memorial of Richard Cornish of Lot 5 praying for compensation for land taken for a new road from Haywood’s Mills to Duvar Road opened some years agd.

Hon. Mr. Peters said no action had been taken and he did not think there would be any.

Mr. Rogers (Alberton) asked the Leader of the Government whether a memorial has been received by the~ Government preying for a reduction in the account in the Land Office against W.C. McCallum of Lot one, in consequence of a large portion of his farm being worthless, and if eo, whether itis the iatention of the Government to make such reduction, and the amount thereof.

Hon, Mr. McMillan said he -had~ not received the memorial enquired about.

Hon. Mr. Peters said this matter would be dealt with whether a petitton was received or not.

Mr. A. J. Macdonald. asked the Com- missioner of Publie-Works to table a statement showing in detail the amount paid or agreed to be paid for material furnished and work performed ou Webster’s Mill Dam at Marie, including bridge and roadway during the year 1893, and up to date, the amount let by private sale, the amount let by public tender or contract, copy of all tenders received, and ihe name of the tender accepted. If by private sale, the name or names of the contractor or contractors, the amount paid to each, whether by ‘day’s work or other- wise; also,if any petition has been re- ceived from certain parties praying that a road be opened from Webster’s Mill to Milltown Road, and if so, that said peti- tion be laid on the tabie of the House.

Hon. Mr. McLean said it was not customary to present these petitions to the House, that they would be dealt with by the Lieutenant-Governor-in-Council and presented to the House if in their discre- tion it was thought proper.

On motion of Hon. Mr. Peters, the act appointing Stipendiary Magistrates for the ecunties was read a third time and paseed.

Hon. Mr. Peters moved that the Huonse go into committee of the whole for the second reading of the bill amending “The

Public Schools, 1877.” The bill enacts as follows: l. The thirteenth section of “The

Public Schools Act, 1877,” passed in the fortieth year of Her present Majesty's reign, chapter one, is hereby amended as follows :

“Hereafter no teacher shall be entitled to receive from the Provincial Treasury a supplemental grant exceeding the sum of twenty-five dollara per annum; and the said thirteenth section shall be read as_ if the words ‘twenty-five’ were nsed of the words ‘one hundred and Provided always that nothing herein con- tained shal] prevent any teacher from re- ceiving from the Provincial Treasury the amountof supplement to which he or sin would have been entitled up to the third Tuesday in June next if this Act had not been passed.”

And provided further that any teacher who under “The Public Schools Act, 1877,” would have become entitled toa bonus on or before the first day of July 1895, shall also be entitled to receive his or her bonus as if this statute had not been passed, except that in the case of a teacher not heretofore in receipt of a bonus and hereafter becoming entitled thereto, the amount of such bonus shal] not exceed fifteen dollars inany one year.

After the changes proposed by the bill were discussed at some length by Hon. Messrs. Peters, Richards, McLean, Sinclair, and Messrs. Gordon, . Shaw, A. J. Macdonald and McLaughlive the House went into committee with Mr. Wise in the chair. The bill was read and passed in committe, and it was moved that it be read a third time to-morrow.

Mr. Gordon moved an amendment that the bill be read a third time this day ‘three months.

Mr. Shaw seconded the motion.

The amendment on being put was de- clared lost the Opposition supporting it.and the Government opposing it.

“Tt is interesting to know what has be- come of some of the young men who have been trained under Canadian auspices, and at the expense of the Dominion, in the military science. Now and then we hear of one who has acquired especial promin- ence, a8, for example, Lieutenant Stairs, of Nova Scotia, This officer. passed into the Royal Engineers, and temporarily with- drew from that service to accompany Stan- ley across Africa. - Stairs Was a fine speci- men of Canadian manhood, and jt was with sorrow that the world learned of his death last year, while’ leading an ex- pedition in the Dark Continent. Liew- tenant William Robinson, of New Brune- wick, like Stairs, laid down his life in that distant and. desolate region, and in the same year, He was killed in action at Tambi. Lieut. H. B, McKay, of Montreal, had preceded Robisson to his long home. Mackay received a@ position in the War Office, and was journeying in 1891 from the west coast of Africa, where he held an important military post, to India, when he died and was buried at sea... But there are other Canadians abroad, Kiggston gradu- ates, of whom little inform&@on js gleaned from the ordinary news: sdtifees. Indeed, all the British posséasions are reminded of Canada by the presence there of officera who claim the Dominion as their home. Africa, for instance, still has in Sierra Leone, on the west coast, Lieutenant H. Sloggett, of Prince Edward Island, who succeeded Lieutenant Robinson, and now commands the Royal Engineers in that colony. On the same coast is Lieutenant J. F. Laing, of Ontario, engaged in rail- way construction and in the build- ing of detensive works. The east coast has had for some time Lieutenant P. G. Twining, who has been the assistant engineer of the Mombasa railway, a road under the direction of the African Com- pany, with which Sir Francis de Winton, formerly A. D. C. to the Marquis of Lorne in Canada, is connected. Lieut. Twining, it is understood, is returning to Canada to taken the position of lecturer on fortifica- tion at Kingston. Turning to Inia, a batch of Canadian military graduates is to be found. In Scinde, Lieut. W. F, Til

ley is conducting the engineering works requisite to the irrigation of that district. Engaged in a similar duty is Lieut. A. C. Joly, a son of Mr. Joly de Lothbiniere, formerly Premier of Quebec. Lievt. Her- bert T. Nanton, cf Toronto, is in the same work. This officer took part in the Bur- mah expedition, and was detailed to assist in the management of water-works in the large cantonments. A second Lieut. Joly, also a son of the ex-Premier, is assistant engineer on the north-east frontier of India, or in the Pamir. Another French-Canadian who is doing. im- portant work in the Indian service is Lieut. P.H. Casgrain, a son of the former member for L’Islet, and a brother of the Attorney-General of Quebec. He is now the engineer in charge of Bar- rackpore, an important garrison town.

Engaged in submarine mining at Calcutta- is Lieut. N. G. Hugel, son of Baron Hugel, of Port Hope. Mr. Hugel was at one time executive engineer at Lucknew. With him in his present work is Lieut. Bremner also a King-ton graduate. Lieut. George M. Dutf, of Kingston, is engineer in charge of the defences at Rangoon, while Lieut, G. S. Cartwright, son of Rev. Mr. Cart wright, of Kingston, and a nephew of Sir Richard, is executive engineer at Jubbul- pore. Lieut. W. J. McElhinney, ef Brock- ville, is executive engineer of Indian Rail ways ir the Punjaub, and Lieut. Adams is personal assistant to the general manager

W. B. Leslie, submarine mining in Ceylon; D. H. Ridout, command- ing the engineers at Singapore; T. C. Skinner, on the Royal Engineers staff at Malta; J. W.Sears, adjutant of a volunteer battalion at Birmingham; W. Straubenzie, instructor in surveying at Sandhurst; G. M. Kirkpatrick, a son of the Lienten- ant-Governor of Ontario, A. D.C. to the general officer commanding the Thames diatriet; C. R. Hodgins and W, Smith, in line regiments; H. E. Wiser, A. D.C. tothe viceroy of India; and E. P.C. Gironard, of Montreal, traffic super- intendent of the Woolwich Arsenal rail- way.

These names do not include the King- ston men, who hold military qualification certificates; they are the names of grad- uates whom Canada has trained and sent out to enter the Imperial service, It is a source of gratification to know that Can- ada’s sons should, owing to their sturdi- ness and energy; hold responsible posi- tions in the army or in departments con- nected with it.

Business Progressing—The Governor- } General's Expenditures.

The House of Commons in committee on the tariff took up the item of booke, which passed after some discussion, The next item on which the Opposition stuck was the duty on wall paper. This was ob- jected to on the familiar grounds of there being too much protection and specific duties. But the item paseed. The next question over which the grits raised a quarrel was the duty on patent medicine and other medicinal preparations. The item passed and items following down to oil, when committee rose.

After thia week the Government will take Thursday’s, leaving only two days of week for private nembers.

Sir Join Thompson announced that the Government would this session intro- duce a measure dealing with the Fran- chise Act.

It is said now that Major Markham, of St. John, is the favorite for commander of the Bisley team this year.

Mr. Mulock introduced his bill for fixing the salary of the Governor-General. In explanation, Mr. Mulock said that he found by an official return that our Governor-Generals had been costing Can- ada about $60,000 a year more than the sun named in the British North America Act. He thought both parties were «like responsible tor this waste of public money, the Mackenzie Government being quite as bad as anyother. The object of the bill was to fix the limit to the expenditure, the act to go into operation on the appointment of a new Governor-General.

Situation in Newfoundland.

The Goderidge Government exploded a bomb in the Whiteaway camp yesterday by apringing a bye-e'ection for Bay de Vide, where Woods and May were unseat- ed, for 22nd May, the day before the House opens. This course waa taken at the suggestion of the British Government, in the hope that the new ministry will se- cure an expression of popular approval in their favor, and also secure two more sup- porters, which would give them 14, enough to make a quorum, elect a Speaker and pass the seven bills should the Whiteaway- ites, if a greater number are unseated, re- frain from sttending the assembly and so cause a deadlock.
