That is the convalescent end of the hospital, It is now completed. We have still to build, if we can ever afford it, this hospital for mental treatment oi cur insane patients. You might say, why didn't we build the hospital part frst. But we had the housing of patients to consider; we first had to prepare a place for them to live in, and later, if we can af- ford to 8o ahead with a smaller hospital that will take care oi the treatment, I think we should do it. But we decided we could not do it at the present time, on the scale as laid down by the Mental Hy- giene Council of Canada.‘

Liberal Blunderlng

Mr. Sharp next dealt with the Opposition claim that the Govern- ment had "blundercd" in not wait- ing for a more opportune time to issue bonds to finance the Prov- ince. He referred to the enormous overdraft of over a million dollars at the Bank of Montreal which the late Liberal administration had rolled up “We were informed on good authority," he said. “that ln June of 193i they could have re- funded that million dollars at about 4% per cent interest, where- as they were paying 5 per cent with interest compounded every three months. Why didn't they do it? There W5] their opportunity t0 sell bonds at 4% per cent. But it was an election year. They had to go to the country in July of that year, and it would not have been very good policy, politically, to educate the people to the point where they had knowledge that the Liberal Government had sunk this Province in debt to the tune of a million dollars. (Applause).

Mr. Lea: "We found some over- draft there too."

Hon. Mr. Sharp: "Had they gone ahead and advertised that fact- well, you know what happened when they did go to the country; but there probably would not have been a mrporalts guard of them re- turned had they glven that infor- mation before the election. (Ap- plause).

Mr. Lea: "You barely got in,- ncthlng to blow about."

Hon. Mr, Sharp: “One-half of l per cent interest they could have saved on that overdraft by refund- ing. In addition to that they had to pay for the compounding of the interest every three nlonths- The result was that when we came in- to power we found that overdraft facing us. We were also faced, shortly afterwards, with a disast- rous fire. We had to make further financial arrangements to take care oi the situation, and when we went to the Bank of Montreal they told us we would first have to take care of our overdraft, before they could help us to carry on. The result was that we~had to g0 on the bond market. The price we obtained was as good as the price received by any province in Canada at that time. But if we are paying 6.12 to- day on that million dollars, the blame lies directly on the admin- istration of my hon. friends." (Ap- plausc).

Rcbukea Criticism of Premier

Province Now Paying

Dominlm Cabinet will be called‘ shortly to inquire into the whole question with a view to subsidy re- adjustment aud other settlement under the Commission's report. This was a definite achievement which indicated that the Provincial Government, in co-opention with the other Maritime governments, has not been idle.

Provincial Highway

The Provincial highway project, linking up the capital city of the Province with the trans-Canada highway system, had been accepted by Opposition speak as if it were going to be a continuation of the McIntyre highway. m. Sharp said this idea was an erroneous one. Premier Bennett intimated in his conversation with the Govern- ment his intention was to build tlleroaduptotho standardofthe trans-Canada highway, which was of rock base, with gravel top. The Provinces contribution would be the road itself, and the Dominion Government's obligation would be to build it up to the standard in other parts of Canada.

Mr. Lea: "Will the Dominion Government maintain it?

Hon. Mr. Sharp: “For five years."

Mr. "Does it include bridges?"

Hon. Mr. Sharp: "It includes ev- flything. We pointed out that with rock not available in this Province in quantities, it would have to be Imported here, and that it would Probably be cheaper u; build g road with native gravel and an asphalt mixture. In other words, what is known in other Hovinces as a black base road. The Prime Minister agreed to this alternative and is sending an engineer here, Jllst as soon as the snow goes, to view the situation. 0n the rccoln- mendstion of this engineer the_ work will be carried forward."

As there would be opportunity of discussing other matters connected with his own department, in the Baden debate. Mr. Sharp said he did not think it necessary to take up further time of the House at present, He had merely endeavored to show that the criticism of the Opposition speakers was not in ac- cordance with the facts, and he believed he had convinced the House in this regard. (Loud sp- plause).

Mr. Lea: “Oh, we are convinced!"

MB. L. B. ALLEN

Following Mr. Sharp in the de- bate, Mr. L. R. Allen, Fifth District oi Prince, associated himself vzith Previous Speakers in extending compliments to the Speaker on his well merited appointment; also the Government on their choice of Hon. Dr. Macmillan as Premier of the Province. He wished also to ex- press satisfaction at the appoint- ment of rm Honour Lieutenant Governor DeBlois, which appoint- ment Mr. Allen said he had pre- dlcted on learning of the death of Lieutenant Governor Dalton. '

Warm tributes to the lato Lieu- tenant Governor, to the late Prem- ier Stewart and the late Mr. Callum Bruce were paid by the speaker.

'1'he Throne Speech, Ntr. Allen continued, reminded him of a string. It was very long but had not very much height nor depth nor width. The authors of it had tried to establish a record but they ran out of material and that was the reason why half 0f the P980 was blank.

Mr. Allen referred to the federal legislation for establishment of a Central Bank. He thought there was altogether too much difference between the amount of interest paid by the banks to their deposit- ors and the interestchargedby the same banks in making a loan. This wag one situation which he hoped would be improved by federal leg- islation.

All the Conservative represent- atives had voted against the ap- pointment of tho Duncan Commis- sion in 1926, Mr. Allen continued; but he was glad to see that there is now unanimous approval of the Commission's findings.

He emphasized the need of press- ing for Maritime rights irrespect- ive of party politics. The Opposi- tion he promised would do all it could to help the pruent Premier in obtaining recognition of the rights of this Province at Ottnwa.

“Here,” he said, "is something for the Maritime ‘Transportation Couunisllon to take up, because the thing is absolutely unfair to this Province. and it ls only by having a Commission appointed. with men of the right calibre in charge, that we can get these mat- ters looked into and adjusted."

“For once" the Government had listened to the Opposition in de- ciding to rebuild the east wing of Palconwood Hospital, My, Allen continued. ‘the payment of $30,000 for plans was however too much for a 8100.000 structure.

Reference was next made to the proposed Pfrmanent highway from Charlottetown to Borden. Mr. Al- len was in doubt as to the direc- tion this road will take.

Hon. Dr. MacDonald: "Around by Sourts." (Laughter).

"Without the Cracks”

Mr. Allen: "I am telling you now. if you don't look after the Fourth District of Prince and the ap- proaches to Summerslde, you are 801118 w Slit into Double. We built a ‘McIntyre highway there-but without the cracks. (Laughter). The cracks may develop later on."

The highway had been built, he explained, from the Summerside approaches to Reads Corner, and the people were not going to be

satisfied until that section has been finished, Mr. Allen referred to Clark's

bridBe. Summerside, as a project which the Conservatives had built and of which they had made "a 800d lob." However, they built it too narrow, with the result that the pavement extends beyond the bridge at each end, and it is noth- ing but a trap. Some day, he pre- dlctfid. the Government will be Obllsed to extend the bridge, or pay some damages.

Makes Discovery

The Throne Speech, Mr, Allen had discovered. contained a gram- matical error, a serious thing be. cause it was the first he had eves’ "mm in my Speech from the Throne. Clause 21 said "the Gov- ernment have“ etc. whereas it should read "the Government has," etc.

Mr. Lea: “Move an amendment!"

Mr. Allen: "Well, now, that might be a good idea, I don't know that it would be in order, but—"

Mr. Lea: “Go ahead."

Premier Macmillan: “Your lead- er is making fun of you!" (Laugh. te-r).

w. Lea: "No, no!" (Increased laughter).

Urges Government Expenditure

Mr. Allen next referred to the need of storage accommodation for potatoes and turnips. Our farmers lost at least $200,000 last fall by reason of lack of this accommoda- tion. It was a serious thing. and the Government should do every- thing possible to remedy the situ- ation.

Premier MacMlllan: “What would you suggest?"

Mr. Allen: "I would suggest building storage warehouses."

Premier MacMillan: "By Governrrwnt?"

Mr. Allen: "The Government could help to finance it in connec- tlon with grants from the Federal Government. It would help unem- ployment. Employ Prince Edward Island material, Prince Edward Is- land labor, and Prince Edward 1's- land architects."

Premier MacMillan: "That sug- gestion has already been made.”

Hon. Mr. Sharp: "Months ago."

Mr. Allen: “I am glad to hear it. But why not mention it in the Speech, so that the people will see."

Hon. Mr. MacPhcc: "They will see them when they are built.“

Mr. Allen: “But why not tell it to them. If there is a good thing going we want to know it."

He had been hurt, Mr. Allen said. at the reference by the Minister of Public Works in a matter concern- ing prohibition enforcement. The Minister had accused hlfrl. Nb‘. Al- len, of being out to Rustioo and cf having a little rum. At least, he had said the person involved was “a prominent Liberal from Sum- merslde."

Hon. Mir. Sharp: "Pardon me; I didn't say ‘the’ prominent Liberal from Summersidc." (Laughter).

lib‘. Allen: “We will say tllcrc are 100 prominent Liberals in Sum- merside. Until he names the man we are all under a cloud. If we go back to history, the question was mos aired ‘Is it I?’ I have a right to ask that question. Was I the party? Hon. Mr. Sharp: ‘I think we can excuse the three of them"

Mr. Allen: "I thank you for that." (Laughter).

in conclusion, Mr. Allen said the people were looking for the time when the Liberals will "come into their own both in_ this Province and Ottawa." It was, he thought, a remarkable thing that prosperity was always present when the Lib- erals were in power.

Mr. Lea: "It in not remarkable!" (Lahghtcr).

Mr. Allen predicted that “it won't be long now" before pros- perity and Liberalism returned.

MR. H. H. COX

The next speaker, Mr. H. H. Cox, Second District of Queen's, first congratulated the Premier who he said was "putting the thing through to the best of his ability." He also complimented the Minister of Public Works and the Attorney General on their appointments. They were "three of a kind" and they ought to conduct the affairs of the Province “pretty good." (Ap- piause).

Mr. Cox also warmly commended the generosity of His Honour Lieu- tenant Governor DeBlols, as well as of his predecessor in office, the late Lieutenant Governor Dalton. He expressed his deep rcmt a: the death of the latter and also of Hon. J. D, Stewart and Mk. Cal- lum Bruce.

It is true, he continued, that pork and other products are higher to- day than they were a year ago, but there was a great deal of un- employment expenditure necessary and the outlook ls not too bright. Boys are walking the streets today Without my prospects of a Job. Farmers with two or three sors have to stay on the farm with no place to go. The same condition prevails in the cities. What, he ask- ed, is going to be the outcome for the rising generation?

Liberal Road Machines

Roads, bridges Mr. Cox declared, were in a de- plorable condition when the Lib- erals took power in i927. He did not blame the first Stewart Gov- ernment because they had not ih-?| road machinery to work with, That was why the Liberals purchased $90,000 of machinery, because it was badly needed. "And when we did do that, our hon. friends boohoed us and said we bought it over the telephone-as if we were that dumb!" The tender, Mr. Cox declared, had simply been accepted over the telephone in order speed up the work.

In 1931 when the Liberals went to the country the Conservatives copied Liberal policies and came out for Prohibition and Rigid Er.- onomy, Mr. Cox continued. On get- ting lnto power, however. they had spent money right and left.

"I don't blame them," he said. "They weren't brainy enough. They wore good nlcc follows but they didn't have the ability to run the affairs of the Province.“

This Govcrnmont, he continued, has spent $30,000 on architect's fees for Falconwood Hospital and the Premier had admitted they had made a mistake. "I don't believe," he added, "they did it intention- ally because the Premier is a good fellow, and I like him. But when they do that kind of thing, it's scr- lous. Those matters will have lo be looked into. l believe that when you go to the country next sum- mer those things arc going to knock you higher than a burnt boot." (Laughter).

Best off Province

Mr. Cox maintained our farmers have reason to feel hopeful. “I bl‘- lleve that we in this Province," he said, "have felt the depression loss than any other part of tho world. (Applause). We never had anyone hungry. The trouble was that we were just a little short of nlcnw. Everyone had plenty to rm, and thLs year our farmers are going to come back strong."

Our fishermen, however, are in a bad way. Mr. Cox had seen fisher- men comc in wiill bontloads of haddock. that they had to give away at half a cont per Dilllflil. Hake they had to throw overboard. Yet he went into a store and paid 12% cunts a pound for haddork. What is bndly needed ls a. plant for curing fish. "If you go into the stores here lOdILV," he said, “l doubt if you can lllly one pound of haddock that has been causal in (hi; Province. The stores are llrhlg- Lng in all the fish they are using from Nova Scotia, and they can- not give u: as good fish as we pro- duce on this Island."
