VILLAGES AND RAILWAY TRAOGS IN RUSSIA COVERED— FREEZING PROPLE.

Terrific storms have prevailed recently throughout southern Russia. Deep drifts have been formed in many localities, and as a result whole villages and numbers of isolated houses have been buried in snow. The rail- road tracks are entirely useless from the piles of anow resting upon them, and the oaly means of communication between the villages and towns is by sleighs. Added to the incon- venience to which the inhabitants are aub- jected are the sufferings which they are forced to endure on account of the bitterly cold weather experience’ in the snowed-up dis- tricts. Numbers of people are already known to have been frozen to Teath, and it is feared that as the snow disappears there will be further Joss of life revealed, The city of Kharkov, the capital to the government ol Kharkov, on the Kharkova, is so completely isolated by the anow which bas tallen upon it and in ita neighborhood that the only way of communicating with its inhabitants is by telegraph. Chaskow is acity of about 200,000 inhabitants, and it is feared that should jts complete isolation continue for any length of time there will be ternble suffering, owing to the scarcity of provisions among its poorer classea of inhabitants. +++

his coal. A mob gathered and summarily lynched the shooter. Now it appears that the thief attacked him first, and that he

only shot to defend his own life. It would be well if every man in that mob of lynchers could be punished asa murderer. Lynch law is the very quintessence of unreasoning savagery.
