THE SPOILS SYSTEM.

Tae spoils system is bad for the courtry mainly because it tends to make self. interest the chief motive in politics Uuder it, those—the baser sort—who have “axes to grind,” take the most active part in politics. Collectively they vasily make themselves essential to the success of the party of their choice. The result ig that, under it, the spoilemen stand at the back of the party in power and operate the party machine for their own benefit in the first place, the interest and advantage of the country at Jarge being a merely secondary consideration.

Once adopted, the spoils system in poli- tics cannot eagily be put down. The eruth of this remark is proved by the experience of the United States. The better men of both parties in the States have, for many years past, been striving to shake off the epoils system. Yet we are told by Carl Schurz, who writes for Hiarp:r’s Weekly, that the onset of the spoils hunters cf the victorious party upon the new administration is this time espe cially reckless and ravenous. It is, indeed, natural enough that the “ dead- beats”? that hang on the skirts of every party should muster in full force when there are pickings in sight. Neither should we be surprised to see crowding upon the President and the heads of departments the real or pretended party “ workers” to claim as their reward post offices or con- sulships or revenue places. And, as a matter of course, the member of Congress ig on hand who wants food for his hench- men to keep his home machine in working order, or who is pursued by the furies in the shape of hungry “friends” to whom

be has promised places. All these things will occur so Jong as any government offices are treated as patronage to be doled out by way of favor. Hideous and absurd as such appearances must appear to the intelligence and moral sense of mankind and humiliating as they areto the patriotic pride of the American citizen who has the good name and the welfare of his couutry at heart, we might regard them now as mere lingering remnavts of vicious old babits which are still desperately strug- gling against the advent ot abetter order of things. But of more sinister portent is an address recently delivered to President McKinley by a delegation from the “ League of Republican Clubs,” who pre- tended to speak for more than a million of Republican voters, ‘embracing the younger and more active element of the party, who had largely contributed to the success of the natioual ticket last Novem- ber.” In their name the delegation ap- pealed to President McKinley to revoke the orders of President Cieveland by which some 40,000 places had been rescued from the reach of spoils politics and placed under the civil service rules,

The bad Government of the United States, is,in point of fact, directly traceable to the operation of the spoils system. The people of the United States are, as a whole, in a high degree intelligent and patriotic. Yet, such is the influence of the spoilsmen in convention, canvass and caucus, throughout the States, that the -highest interests of the country are shamefully bought apd sold by the representative poilemen ia the State Legislatures and in Congress.

Certainly, Sir John Macdonald and the other Fathers of our Northern Confeder- ation, displayed wisdom in the establish- ment of a permanent civil service. Upon the other band, the moral cowardice of the preseat Liberal Government in this regard cappot be too severely censured. It is remarked by the Ottawa correspondent. of the St. John Sun that Mr, Sifton is a most remarkable violator of the principles of the civil service. “ Heis a sort of civi service buccaneer, or departmental Dick

As Mr. Foster admits, there were in old times oc- casional departures from the civil service regulat'ons, but the present government only oceasional'y oteys the act, and with Mr. Sifton the departures are the rule.” The words“notwithstandinganything to the contrary in the civil service act,” appears sixteen times in the items voted by Parlia- ment during one evening of last week. Of these departures Sir {Oliver Mowat is re- eponsible for 2, Sir Henri Joly for 1, Me. Davies for 3, Mr. Tarte for 2, Mr. Blair for 2,and Mr. Sifton for the remaining 7. Mr. Tarte alone, of all the ministers, professes to have made a considerable reduction in theZcost ot his department. Yet it appears that the actual amount expended on the inside service of the Public Works by the late Conservative Government during the last year of its regime was $598 less than the amount voted & day or two ago!

Of the manner in which the efficien: y of the public service is being promoted, we have bere a rather notable instance. The captain of ihe steam dredge Prince Edward —a man trained to the work of dredging from his youth—a_ thoroughly competent man and not an offensive partisan—was recently dismissed and there has been appointed to his position Mr. William Sharp Larkins, the petitioner in the Hackett case, the gentleman by whose instrumentality Mr. Perry succeeded in de- priviog Mr. Hackett of his seat and

gaining a party victory! Larkins knows nothing about the dredge.

McLeod & Co., has been dis- solved by the retiremeat of Mr. McLeod, who finds that.the wholesale business of the Amherst Boot & Shoe Company +e- quires all his attention. Mr. McLeod bas transferred all hie right, title and interes¢ in the above firm to Mr. Arthur A -Alley, who will continue the retail business st the oid stand and for whom a liberal share of patronage is hespoke. The name of the new firm will be Alley & Co.

Joseph Conway and Daniel Carol] were each fined $2 or 10 days for drunken— ness. Julius Hayward for drunkenness,was fined $4 or 20 days. Martin Power, charged with receiving stolen goods, was sentup for trial at next term of the Supreme Court.

Glen McDonald, of Georgetown; John G. Simpson, of Bayview; Harry L. Hoig- son, of Malpeque, and Josiah R. Brooks, of Summerside. These students have been particularly noted for close applica- tion to their studies, and have succeeded in carrying off the diploma of this College for a full business course. We heartily congratulate them oo the results of their labors, and wish them the fullest measure of success which can be achieved in their chosen profession.

Mre. W. S. MacKie, of Charlottetown. has been restored to health under the care of Dr. Clift—whose advertisement appears in every issne of this paper. The Stipendiary Mayietrate held it vac, and it is sought. to quash the convic- tion Gn the vronnd that an ¢ itence against the Act was not committed.

The Atiorney-General and Mr. McLeod, Q C., and Mr. Stewart, Q. C., appeered as counsel for Mr. Morris, and Mr. Moreon, {).
