That “Plan“ Again

The Hon. WA. MacIsaac, Provincial Minister of Welfare, has stated that “there seems to be an impression abroad that Hospital Insurance is free 'or that it will cost very little”. Frankly, we doubt very much that that impression is at all wide—spread. If it were, it would mean that OU? people are lacking in ordinary intel~ Iigencc, and we are not prepared to admit that. The view that is prevalent is that‘Provincial authorities are tak- ing more time than is necessary in preparing a formula, simply, because they are at a loss to know how to, raise the money that will be required.

It is hard to see how anyone could suggest that this is a difficult Pro- vince to administer, from a public healthstandpoint. Perhaps no other Province has more advantages in that respect. There are no great distances involved; and very few persons are more then a few miles from a doctor g or I hospital—if that means any“ thing. There may be a demand for more hospital occommodation and more nurses and other personnel; but that applies to all the Provinces; ’in some it is a greater problem than it is here. It is possible that our small pop- ulation will make the per capita cost a little higher than in other areas. That remains to be seen; but these- tual physical administration should be comparatively easy.

The people as well as the Govern- ment are quite aware of the fact that money—and a lot )f it—will have to be raised in some way to ﬁnance this Hospital Insurance Plan. If, as Mr. Maclsaac stated, the New Bruns- wick plan is based on' a cost per fam- ily of about $50 annually, it will prob- ably cost almost as much here. There are only two practical ways of raising the Province’s share of the necessary money: taking it out of current re- venue; imposing' some sort of sales

premium would he workable, at least in the early stages, until the people .have had an opportunity to appraise the program’s value. Nova Scotia, where the plan is expected to cost about $5 million a year to begin with,

has decided on a sales tax,'with cer- 4

tain essentials exempted.

Provincial Government authorities need not fear that the public will de- nounce them for proposing a sales tax or whatever it is they decide on. The public, however, is getting a little impatient at the long delay in making an official declaration of the pros- pects. Everybody know; that it is not an easy matter to settle. But that does not mean that indefinite post-i ponementtwill be well received.'We trust that a decision is not being deg, liberater delayed so as to be brought out on the eve of a Provincial election.

.Nasser Is Slipping

We are not hearing much about President: Nasser of the United Arab Republic these days. What little news there is is not of 3a kind likely to bolster his ego—if, indeed, his ego needs bolstering.

Tunisia, ,which the Eygyptian

. dictator once thought was as good as in his grasp, has come out boldly to express sympathy and support for the West. President Bourgiba has even gone to the extent of breaking off diplomaticrelation's with Nasser, something he would not have dared to do only a year ago. He still favours Arab “Nationalism”; but he has made it clear that he does not'recog- nize Nasser as the leader of it.

In Iraq, meanwhile, which seem- ed ripe. for the picking at the time of last summer’s revolution, there IS said to be growing resentment at Nasser's pretensions. The Premier Abdul Karem Kasscm, has made. nd secret of his ambition to supplant Nasser as “leader of all the Arabs”. By all accounts, he would make a much better one. Even little Jordan now feels safe enough to allow the British forces to go home. King Hussein is not nearly as afraid of Nasser as he once was. There is some talk that Jordan and Israel might come to an agrccnwntwan unheard of thing when Nasser “HS

despite growls and threats from Cairo. If the West can do anything to help them in their independent thinkingmwithout disturbing Arab “Nationalism”, which undoubtedly has taken deep root—the whole Middle East, indeed the whole inter- national picture, will be the brighter for it.

Papal Names

When the new Pope considers the matter of the pontifical name by which he will be known to the world, he will have 81 to choose from, says a report from Rome. That is, of course, if he follows tradition and takes the name of one or more of his predecessors. In practice, how- ever, Popes of the last 350 years have limited the number to 9, and those of the last 200 years to 6. It seems likely that the new Pontiff will choose one of these 6. If he does, he will be known as Gregory XVII, Benedict XVI, Clement XV, Inno- cent XIV, Leo XIV or Pius XIII.

The most,common name in the history of the Papacy has been John. There were 22 of them. How- ever, there has not been one of that name since the year 1415. Up to the year 1057 there had been 10 of the name Stephen—none since. There have been 9 called Boniface, the last of whom died in 1404. N0 Pope has taken the name Peter; but 5 have taken the name of his fellow-martyr, the Apostle Paul.

Only 41 Popes are known to have come from countries outside Italy. Two are listed in Vatican records as "country unknown”. Only one Pope was an Englishman. He was Nicholas Breakspar who reigned from Dec. 115410 Sept. 1159 as Adrian IV. During the Middle Ages the French dominated the Papacy for three- fourths of I century. Between the year 1305 and the year 1378 seven Frenchmen succeeded one another as Supreme Pontiff. The first French Pope was Marin I, who reigned from Dec. 882 to May 884. The last was Gregory IX-who died in 1378.

The Simple Hula

Those who are fascinated by the hula-hooping craze but who fear that they themselves could never ac- quire any efficiency in it without risking life and limb can now put their fears to one side and enter ,into the exercise with gusto. It has at last been given a scientific explanation.

Professor Peyton N. Rhodes; a physicist at Western College in Memphis, Tenn., explains it this way: “Actually what is involved is the conservation of angular momen- tum, something that should certain- ly be conserved by all and sundry. It is merely necessary to eXert I small but carefully regulated impulse (the product of force x time) by allowing a hypersensitive sacroiliac to impinge on a small portion of the interior periphery of a short section of the hoop. The impulse, applied with some discretion, serves to pro- duce a change in the angular momen-

. tum of the hoop; and if the force

of this impulse is so directed that there is a small vertical component of this momentum opposing the force of gravity which acts uniformly over the plane of the h00p, then the resulting horizontal motion will be maintained'with rare uniformity, to theyamazement of allbeholders who do not realize that the whole deal is just as easy as falling off I log."

Simple, isn’t it? It’s really re- markable how these professors can explain 'abstruse things so clearly that everybody—well, almost every- body—can understand.

I am in possession of I small 10 lb. bag of potatoes from the York area. The name of the grower is imprinted on the bag. I have already thrown half the bag out as unfit for use: the re- mainder I have held and intend having the president of tfne P. E. I. Consumers' Association pass an opinion on their being Grade I. as marked, —— or culls. These potatoes are covered with scab, quite a number are green. To my way of thinking, since we are paying top prices for a home grown product sold as Grade I tablestock which we are not. getting. I fch it is time. some- one gol up on the soap—box and started hollering on behalf of the housewife.

Government's legislative activi. ties.

No doubt some stiiprises. as is proper, will be kept. for the Speech from the Throne. But it is no secret that. besides the new scheme fortretirement pensions which was announced on October 14. the Government proposes to bning in measures to help people to buy their own homes, to give better umpensation to people whose property is taken over by public authorities. to improve education faicil-ties. to help small farmers, and to improve the fac- ilities for people needing care for their mental health.

In the atmosphere of the. Com servatxive Par Conference 3 n d the reactions reduced on the Opposition side — the Labour Party had just held its own con- ference—the question of the like- lihood of an early Genenal Elec- tion is bound to visa,me what is known—wand it seems to be more than usual - of the legisla- tive programme to which the Government appears ready to commit itself, the most that can be said is that the Government will have to: he diligent, lucky and enterprising if it is to get all it proposes on to the Stature Book before the end of next .Iully.

Of course it is open to it to say, having set out its plans, that conditions demand I General Election and that if the country wants the great things that it proposes. then the country must see to it that the Conservatives come back again as n Govern- ment with a five-year term ahead of it. The First and Seconds-mum of Boy Scouts from Sum-merside un- der Scout Master Hallet and Scout Master Percy Wedge, met in the Town Hall, Summerside, Tuesday evening, and were ad- dressed by Mr. W.J. Lidstone, Viceapresident of the Boy Scouts Association for Prince County. Mr. Lidstone spoke on the pur- pose of “Apple Day", and the necessity of organizing well for I successful campaign.

The langest cargo of potatoes and. turnips ever assembled for Boston from P.E.I. is now being loaded by the Potato Growers Association to News‘om and Mac- Leod, Chairlestown, Mass. The steamer “Santa” will take on 25,000 bags of turnips and 5,000 bags of potatoes during the next few days for the Boston Maukot.

scheme with the numerous pri- vate pension schemes already op- erating in industry. It will be the occasion no doubt of a good deal of parliamentary discussion, for the Labour Party has its own not ungenerous ideas about how a national pensions or superan- nuation scheme should be run. and will be. very ready to probe. for weaknesses in what. the Gov- ernment proposes. There is plenty of likely material for Ge- neral Election arguments here.

2. A Home Ownership Bill. The Labour Party has been rather more than toying with the idea of nationa‘lising, or municipalis- ing. housing. The Conservative Party propose to make it easier - bhmgh .iust how. it has not yet said - for citizens not furnished with much money of their own to buy their houses with money got on mortgage:

3. Compensation. There has been a formidable outcry about the terms 'on which public auth- orities take over. when they must. private properties. The Govern- ment proposes to bring justice nearer to generosity, or to impmt both lust-ice and some generosity into the existing arrangements;

4. Mental Health. This is a so- cial reform seniouusly sought. A Royal Commission reported last year on the nation's provision for the mentally sick. The idea is that they should be treated on the same basis as other sick per- sons. It is proposed to encour- age the development of commun- ity health and welfare services provided by local authorities. and genenally to reorientate the sys- tem towards care in the com- munity rather than in large In- sbitutims.

There is in all this a rather time - consuming parliamentary programme, given that by next April there must also be a new Budget or Finance Bill. Many Causes OI Halitosis

By Henman N. Bundesen. MD. EVERYONE is conscious of. his breath these days, thanks to the advertising campaigns of various companies. And a person with hailitosis, or bad breath, is apt to find himself somewhat of a social outcast.

But even if you do have. hali- fosis. don‘t worry. my friends. Because as these advertisements say. there really is a lot that can be done about it.

IT’S A SYMPTOM

Generally. we consider hali- tosis as a symptom, not as a dis- ease. And most frequently it is I symptom of faulty oral hygiene or poor teeth. If you don't brush your teeth and. use dental ﬂoss after each mealalet'vs face it. how many of us do?—food particles are likely to magnate between the teeth and the gum margins.

As these food particles decom- pose. they produce a very un- pleasant ordor. As A matter of fact, meat fibers can become foul within I matter of hours.

SIMILAR ODOR

Impropenly careddor teeth can produce a similar odor. Natural- ly. any cavities should be filled and tar removed in periodic Viisits to your dentist.

There can be many other causes, too. Disorders of the sin- us, the tonsils and the nose are factors in some cases. Any ac- cumulation of infected material in these areas might result in

Brush your teeth thoroughly after each meal. That, means brushing them AFTEIR break- fast, not before. If you just. can’t possibly buursh them after the noontime meal. It least rinse your mouth with water several times. ,

Chewing an apple will help, too. It. has sort of an abrasive action somewhat like brushing your teeth.

An ordinary antiseptic mouth- wash probably will help elimin- ate” or at least reduce object- ionable breathe for about two hours.
