This ls not an H. G. Wells vision of things to come, but ls actually here. lt has been done in England, where, generally speaking, the form; are smaller than in Canada.

‘The tractor used in this case was ordinary type fitted with what is known as Queen Bee apparatus for controlling pilotless planes. ln a recent public demonstration, the control van was in one corner of a l4-acre field, and the tractor was all set to go when the con- trols were operated. ‘It then began to move by itself, and made right or left turns perfect- ly. lt plowed 650 feet of furrows in l0 min- utes.

Although only one tractor was used, other experiments by the Royal Aeronautical Estab- lishment at Parnborough, Kent, showed that one man could_|ust as easily handle half a dozen. Radar plowing can go a long way toward solv- ing the manpower problem on the farms.

In the meantime, however, youthful farm- er: would do well to master the art of plowing the_hard way. Brawn and skill in making a Straight furrow will always be a pretty import- ant factor in our agricultural economy.

Outside the Canadian borders customers by the millions are waiting with fat wallets to buy the things which Canada produces. lt is one of the anomalies of the times, remarks the Winnipeg Free Press, that their presence is an embarrassment to Canada. To prevent them from denudlng our factories, warehouses and stores, Canada has a system of export controls. lt would prefer not to have _these controls but it will have them for some time to came.

The wartime success of price control mea- sures, curiously enough, is one factor which now makes export control imperative. Canadian prices for almost anything look good to foreign buyers: Moreover, these buyers today are far more interested in the product itself than the price tag that is attached. The fact that they would Wllllllgly poy more, and in any free-for- all outbid Canadian buyers, adds up to export control.

Another factor is the Government's sub- sidy programme. lt subsidizes a whole raft of stuff, from sugar to spices, to get it into the hands of Canadian consumers at a fair price. Without control, much of this money would be lost-—the goods brought in under subsidy for manufacture would be exported at higher prlcesrhthan Canadians, under the low, can pay. Without export control we could not fulfil our bacon or cheese contracts with Britain.

So we have control of exports because of necessity. The policy of the Government is to take export controls off as quickly as possible. The controls are put on by the Department of Trade and Commerce on the request of the Wartime Prices and Trades board.

At the moment, more items are going into control than are coming out. That is the result o.‘ the collapse of the 0. P. A. in the United States and the steel and chemical strikes in Canada.

' A good example of the pressure from out- side for Canadian goods is in the worsted cloth field. A sharp increase in the American price of’ worsteds threatened the Canadian sup- ply before export controls could be instituted. American traders, who make it a business of watching prices everywhere, found that they could buy Canadian cloth, pay duty and freight, and sell it profitably in tho States. Almost overnight they had bollght out most of tho wholesalers and iobboro and wore after the ro- tailers whoii the controls wero clapped on.

But as soon as Canadian domestic sup- plies roach satisfactory proportions controls oro removed. Sir Robert William Philip, Scottish physi- cian, authority on tuberculosis, born this date i857; founded the first tuberculosis dispensary in i887; took the lead in establishing the Royal Victoria Hospital for Consumption and Form Colony, Edinburgh; his cc-ordinator scheme wqs adopted nationally in the campaign against tuberculosis; published various works bearing on the subject.

O. has successfully carried through two of the biggest Tourist Bureau jobs of the year in planning for the visits of the two distinguished Field Marshals; has now to arrange for the visit next month of the Chief Scout of the world, Lord Rowallan, who will in- spect our rising hopes, and give encouragement to the fine body of men and women who volun- tarily devote their time and talents to their welfare.

The Province has never looked better than it has this Summer and Fall, thanks to the co- operation of Provincial Governemnt, Municipal Councils and citizens generally. There is still o long way before we can claim to be wholly 'The Island Beautiful", but we are hastening, albeit slowly, to that goal. ln Charlottetown the City Council and their officials deserve credit for innumerable improvements quietly and effectively introduced; while the Cotton Bequest and the Johnstone Beautification Campaign are in great measure responsible for brightening up rural sections.

Otherwise disturbed, lndia is progressing amazingly in sanitary regulations. ln order that workers may go home clean, rules published un- der the lndian Mines Act prescribe the provis- ion of shower bothers in coal mines. A subsidy of Z0 per cent of the cost of building the baths, varying from approximately $325 to $2,l00 ac- cording to the size of the mine, will be given to colliery owners by the government if they are constructed before Jan. l5, i947.

Why we don't live to a hundred. Dr. Jos- iah Oldfield, heart specialist, told English scien- tists the other day the normal human heart is constructed to beat about 2,500,000,000 times- which would mean a life span of 95 or l00 years. But most people, he added, race the heart by eating meat, drinking alcohol oritak- ing strenuous exercise, thus causing it to stop sooner. Dr. Oldfield, who takes it easy and lives mostly on fruit, is 83, and still going strong. That is nothing, however, as we hdve any number of active citizens in their eighties and nineties who have been ‘eating beef, drink- ing liquor, and taking strenuous exercise ‘in their daily toil from yautl: up, and do not claim any credit for it, far less boast about it.

The importance of cabinet solidarity is an unquestioned principle. lt was one of the _prin- ciples upon which President Abraham Lincoln was most insistent in the troubled days of his regime. He would ask ‘for expressions of opin- ion from his cabinet advisers. But the decision was always his own. indeed, on one occasion when ncarly all the members of his cabinet said "Nay", he remarked: "The 'Ayes' have itl’, as Mr. Jones and most of his predecessors have done before him, and declared to be dictators. ln the Wallace incident, faced with a cabinet division‘ Mr. Truman, abandoning the essential principle of cabinet solidarity, seems to have remarked that the "Ayes" and the "Nays" can both have some of it. ln this respect at least, President Truman is not a President Lincoln.

That Montreal Blue Bonnets race track and the adjoining land will remain the pro- perty of the Cattarinich Estate for some years to come, was assured when a syndicate of Uni- ted States racing men failed to exercise the option held for the purchase of the plant. This option was given early latt spring when things loolced blue for the return of thoroughbred racing to Montreal or the Province of Quebec. Since that option was given racing returned to with marked enthusiasm, which was well demonstrated by the recent meeting held by the Montreal Jockey Club when all attend- ance records for the plant were broken and the volume of play in the mutuels was the larg- est since I930. This, it is claimed, will be shown when the official racing statement is issued by the Federal Government later in the fall.
