VITORIA, Spain, April l—-(AP) —The Northern Insurgent army of General Emilio Mola crept through the mist-cloaked Cantabrian mountains today and launched a‘ sudden but well-planned offensive against Bilbao, capital of the rich Basque country along the Bay o! Biscay.

Mom's staff counted 100 govern- ment dead and said 500 prisoners were taken. A chain of govern- ment trenches, a small fort and several villages were captured.

The attack just before dawn was centred in two sectors. One col- umn advanced northward to new positions at Villareal and Asensi- amendo, about 22 miles southeast of Bilbao. The second column at- tacked in the vicinity of Orduna, west of Villareal and equidistant with that tcvm from Bilbao.

The Insurgent plan of advance apparently was designed so that the two columns would fonn the base of a triangle, with the desir- ed Bilbao as the apex. Advancing northward along sides of the tri- angle the two columns eventually would meet. at Bilbao for unified attack against the city.

Indication that the Campbell Government is ‘contemplating fur- ther pclltical interference with the enforcement of the Prohibition Act is contained in a bill introduced yesterday in the Lellfilll-lillffliwllicll provides, among other things, for the appointment by Order-in- Council of a Chief Inspector and one or more local inspectors “if considered necessary", the salary of such officials to be fixed by Order-in-Council.

Under the bill. the duty of car- rying out the provisions of the Act is vested in the Attorney General "who shall have exclusive control and direction over all inspectors and other officers in the enforce- ment of the Act."

It also provides (Sec. '15) that "the duty of seeing that the prov- isions of this Act are complied with and of enforcing the same and of prosecuting persons offend- ing against such provisions shall devolve upon‘ the Chief Inspector and the inspectors appointed pur- suant to this Act and upon every officer or constable of the Prov- incial Poiice or Royal Canadian Mounted Police on duty within the province. It shall be the ditty of the Council and of every mem- ber of the Council and of the pol- ice committee and of the police and of every police officer in ev- ery town or city to enforce the provisions of this Act and to take such proceedings as may be nec- essary for the punishment of any offender thereunder.”

The Chief Inspector is author- ized “to perform the duties spec- ially given to him by this Act and shall also perform such other dut- ies as may be assigned» to him by the Attorney-General in respect of this Act and its enforcement and in respect of all laws in force in this Province for the prohibit- ion, regulation or restriction of the importation, sale or manufacture of liquor."

Section 165 provides that "the Attorney General shall be paid as remuneration for his services, in- eluding such duties under this Act, the sum of $2.000 per annum, any statute of the Province to the con- trary notwithstanding.“

All monies received or collected under or by virtue of the admin- istration of the Act shall be paid to the Provincial Treasurer and shall form part of the consolidat- ccl revenue of the Province.
