This question has been answered aflirma- tively for their respective countries, by all English-speaking throughout the world; and even in old Europe, the leading nations, all backed by public opinion, have been led to the conclusion that it is essen- tial to leyy protective duties in order to establish manufactures. Britain now takes anopposite view because she already manu- factures more than she wants at home, and must therefore send abroad.

The question of free trade or protection is then one of condition; net a science ap- plicable everywhere. It is good for some countries, not for others. ‘‘ As 1 am an Englishman, says Labouchers, ‘‘ 1 am in favor of free trade; but if 1 were an American, J should be in favor of protec- tion,

A Proriratte Yrar.—The report of the superintendent of insurance shows that last year ‘vas a very profitable one for companies doing business in Canada. The cash pre- miums received during last year by fire com- panies amounted to $5,588,016, exceeding those of the previous year by $150,753. The total sum paid out for losses was $2,876,211, or $197,611 less than in 1888. While the ag- gregate sum received fur premiums increased the loss fell off. The losses only amounted to 51 per cent. of the premiums received. The returns of life insurance show a similar con- dition of business.
