The Temperance Campaign. —

Tus large audience in the Y. M. C. A. Hall last evening is one of many proofs that the evil of intemperance is still making itself felt in this commnnity—even after ten years of the Scott Act ! lf this evil were not felt, here and now, there would not be so many persons resdy to come to hear temperance speeches.

pre-eminent Bishop of Charlottetown on behalf of the cause of temperance, were freely acknowledged by the chairman (Mr. T. C. James) and by at least one of the speakers the Rev. Fred. E. J. Lloyd. These are some of the points, at the Wo- men’s Christian Temperance Union meet- ing last evening, pleasing to see. The fight against the public evil of drunkeness is one in which all the Christian forces of the community must be arrayed, one in which the virtues of forebearance and tulerance and charity may well be dis- played. We regret that there was not im arguments of the speakers 4 little more attention to the facts of the case. The fey. Mr. Sutherland uttered a right principle when he referred t» the rule which compelled the Israelites to place battlements upon the roofs their houses in order that the young aml the weak, or those subject to dizziness in the head, might not fall to the ground and be killed. But he failed, he did not attempt, to show that the Scott Act has proved a wall of defence for those in this community who are subject to fall from temperance into the slough of drunkenness. With the developmegts of the Jordan and the Bevan cases fresh in his memory, how could the Rev. gentleman argue that this true prin- ciple of the duty of the community to pass and enforce laws for the protection of the weak and blind has been illustrated in Charlottetown by the operation of the Scott Act ? Seeing that there are victims of in- temperance on every street of the town, knowing that men are constantly guing down to the drankard’s that the peace and prosperity of hundreds of house- holds are at this moment disturbed by the demon Alcohol; having been told only a few moments before that ladies—even ladies of Charlottetown—have lately fallen under the influences of the degrading vice of intemperance,—how could the Rev. gentleman declare that the blood of thoee

who might in future die of drunk- enness would be upon the commun- a oo present law were

discarded? When an advocate ignores plain facts which are well known, the in- ference is that he is not absolutely sure about the strength of his case. The speeches of last evening were altogether too hazy in respect to the facts concerning the operation of the Scott Act. If it could be demonstrated that a real protection has been afforded the young, foolish and in- experienced, the morally weak and blind— those who are apt to fall from the roof of temperance--the case for the Scott Act would be made out and electors, however henest and sincere, would not scruple to vote for it.

Oa the other hand, no sympathy is, in our opinion, due the promoters of the anti-Scott Act petition upon which a vote is to be taken. They know that there is no other law to take the place of the Scott Act ; they know that this was one of the chief causes of the rejection of the last petition ; they know that men will not vote against the Scott Act when the aiter- native is ** free rum,” —and knowing this, they pushed forward their petition before

knaves are thus forced to the alternative of casting their ballots against the petition, or not voting.

The strongest opponents of the Scott A> t must, in truth, admit that the promoters of the petition have made tactical blunders at the outset sufficient to ensure their defeat at the polls. It used to be said that ‘‘those whom the gods wish to destroy they first make mad.” Certainly the liquor dealers have, in the more vigorous prosecution of the law since the petition came before the public, in the hundreds of dollars that have been taken from them in fines, in the num- ber of those who have been convicted and sent to jail for ‘*third offences," in the almost certain prospect of a revewal of the Scott Act term of three years,—good cause

Tue Canadian Bank statement for Octo- ber isa very satisfactory one. There was an addition to the volume of currency of neatly a million dollars, the total circula- tion going up to $36,480,659, or within a fraction of the highest figure ever reached. The Montreal Gazetie aptly remarks that ‘“‘when the commerce of the ceuntry re- quires thirty six and a half millions of bank currency to carry it on, we may be sure that a large degree of activity prevails in all departments, that the movement of merchandise is considerable, and that a fair rate of profit cught to be realized.” The public deposits, too, were increased, in October, by $3,300,000, and amounted at the end of the month to $135,718,000— about $9,000,000 more than at the same time last year. Some part of this increase has, the Gazette remarks, arisen from trans- fers from the Post Office and Government Savings Banks, but by far the greater pro- portion represents the banking of funds received by farmers fur produce marketed.

The Public Meeting.

Last evening the people of Charlotte- town were again favored wih one of the popular temperance meetings he'd under the auspices of the Charlottetown Women's Christian Temperance Union. The ladies of the Union deserve infinite credit for the noble, self-sacrificing work in which they are engaged. The chairman, T. C. James, Esq., conducted the meeting with much ability. He congratulated the ladies’ Union on the large audience he saw befere him,—it spoke well for the future. He was glad to find the Protestant clergy a unit on this most important ques- tion, and was also glad to say that we had a warm and true friend inthe Roman Ca- tholic Bishop of Charlottetown. High license was something like putting a muzzle on a vicious dog, permitting hin to bite, but not too much It would, he thought, look much more rational to despatch him at once. Devotional exercises were conducted by Mr. Gorton, of the Y. M. C. A., and Rev. Mr. Hamlyn, Rector of St. Paul’s.

tev. F. E. J. Lioyd was the first speak- er. He was always glad to render any as- sistance in his power to promote the cause of temperance and of law and order. He was glad to be able to endorse what the chairman had said with reference to His Lordship the Bishop of Charluttetown, who was a true and tried friend of the temper- an e cause. He (Mr. Lloyd) had once join- ed in the cry of some of our citizans, ** Oh the Scott Act is a failure and a fraud,” but he was not of that opinion to-day. He h«d no hesitation in saying, after very care- ful observation, that the Canada Tem- perance Act is a_ fair, square, honest, attempt to deal with the liquor evil, and when honestly adminis- tered will prove itself to be, in the absence of prohibition, a powerful lever against the liquor traftic and all its concomitant evils. He urged the meeting to proviae counter attractions to the saloons for our young men. Temperance eoffee rooms, in con- nection with the Y. M. C. A. or the W. C. T. U. would be a valuable aid to the cause. He believed in the power and efficacy of prayer to God; but, while we pray, let us not forget to work. | God ex- pects us to be in earnest. The Rev. gen- tleman closed his address by urging the

Temperance Act and press forward tu complete prohibition.

Rev. D. Sutherland of Zion Church was the next speaker. His address throughout created an excellent impression. He con- tended against the folly if not the sin of giving permission to any man to do a wrong on the payment of 4 sum of money. Let us be careful that the blood of our fellow men is not upon usin this matter He congratulated the ladies of the union on the noble work they are doing for God

What confidence or support can men expect who proceed blindly in opposition to the plainest lessons of ex- perience! it has been contended that as the Scott Act is Jaw uatil after notice given by the authorities at Ottawa, it will remain in force until after another Act has been passed by the Legislature. But everyone knows and feels that the Scott Act will bea dead letter from the moment a majority declares against it. How can it be expect- ed that a law which is not vigorously operated while the majority is in favor of it, will be operated when the majority is opposed to it ?

Again, the promoters of the petition con- tend that the main body of the liquor dealers and their friends will vote against the petition and for the Scott Act; they “gre assured that the main body of the tem- perance workers will vote against it ;— they must know that on those two premises the success of their petition is impossible, and that they are fools for proceeding with it. But they may say that which is untrue —they may know that the liquor dealers and their frieuds will vote against the Scott Act and tor the petition. In this case they are trying to deceive the public ; they are knaves who deserve the reproba-

Mr. R. Sutcliffe, evangelist, was the last

speaker. He had heard a good deal of late abvut high license. There is nothing high about It. Itis low, very low, always low.

He had witnessed scenes under the Eng- lish license system that will never be effaced from his memory. ‘Two of these he particularly referred to,—one, a scene in a poor London hovel, and the other a scene in high life. But similar scenes may be found wherever the curse of strong drink holds sway. He appealed to the msanhood and womanhood of Charlottetown to take a firm and more detetermined stand for law and order and the Canada Temperance Act.

The *‘Star Spangled Banner,” to temper- ance words, was sung by Mr. J. R. Davison and Mr. William Turner, which, together with fine selections by the choir, formed a very interesting part of the meeting.

Mr. J. J. Chappell moved, and Council- lor Large seconded,a cordial vote of thanks to Prof. Hawley, the Jadles and gentiemen of the choir, and all others who in any way assisted in making the meeting 4 grand suc- cess. This was duly conveyed by the chairman, after which the meeting closed with the National Authem and benediction by Rev. Mr. Hamlyn.

The Daily News (Liberal) noting the fact that Parnell knew Gladstone's desire for his retirement, yet chose to accept the leadership of the Irish party, says Parnell will find the people of England not to be persuaded out of their convictions. Parnell has treated with lamentable want of cour- tesy an illustrious Englishman, tu whom every Liberal owes ajlegiance and for whom all his countrywen, Liberal and otherwise, feel profound respect. If he thinks he can retain the support of the Liberal party on such terms, he will find himself grievously mistaken. Unless the Nationalists recon- sider their decision, they may reign them- selves tu the indefinite postponement of home rule.

Lonpon, Nov. 26.—The Nationalist members met this afternoon and adjourned until Monday without taking definite ac- tion. Sexton sympathetically appealed to Parnell to reconsider his position. Parnell maintained his attitude of reserve through- out the meeting.

Lonpon, Nov. 26.—In the letter com- municated by Morley to Parnell, Mr. Glad- stone says : **Having arrived at a certain conclusion in regard tu the continuance of Mr. Parnell’s leadership, [ saw Mr. Justin McCarthy on arriving in town, and asked him whether I was iikely to receive from Mr. Parnell any communication on the subject. Mr. McCarthy was unable to give me any information. I mentioned to him that in 1882, after the Phoenix Park murders, Mr. Parnell, although totally re- moved from any idea of responsibility, wrote me an offer to take the Chiltern Hundreds, an offer much to his honor, but which 1 thought it my duty to decline. While clinging to the hope of # communication from Mr. Parnell, 1 thought it necessary, viewing the arrangements for the commenc- ment of the session to-morrow, to acquaint Mr. McCarthy with the conclusion at which I had arrived. It was that, nothwithstand- ing the splendid service rendered by Mr. Parnell to his country, his continuance at present in the leadership would have con- sequences disastrous in the highest degree to the cause of Ireland. 1 think I may be warranted in asking you, so far to expand the conclusions given adove as to add _ that such continuanee would not only place many hearly and effective friends of the Irish cause ina position of great e:mbar.- rassment, but would render my inteation of the leadership of the liberals based as it has been mainly upon the prosecution of the Irish cause, almost anuility. This expan- sion of my views 1 begged Mr. McCarthy to regard as confidential, if he found that Mr. Parnell contemplated spontaneous ac- tion, but I also begged him to make my views known to the Irish party, at their meeting to-morrow if it was found that Mr. Parnell had not in contemplation any step of the nature indicated. I now write you, in case Mr, McCarthy should be un- abie to communicate with Mr. Parnell, as I understand that you may possibly have an opening to-morrow, through another ehan- nel. Should yor have such an opening, I beg you to make known to Mr. Parnell the conclusion stated therein,

It is learned that befere the publication of the letter to Mr. Morley, Mr. Gladstone per- sonally saw Mr. Parnell and urged him to retire. The publication of the letter caused gieat excitement in the lobby tonight. The Parneliites informally discussed the matter and finally called a meeting for ten o'clock. The meeting was called to order without Mr. Parneli, who was in another pert of the House. The situation was discussed at some length, and another meeting was called for to-morrow. Several Liberal candidates have made written statements of tt eir intention to withdraw, as they forsee cortain political death if they go before the electors while the alliance with Mr. Parnell is maintained. The openly assert that they mean to stick by Mr. Parnell, if even home rule should be delayed fifteen years by their action. It transpires that during the O’Shea trial the Parnell

The liberals are immentely dismayed at Mr. Parnell’s decision to retain the leadership in Parliament. A canvass was made in the lobby of the House to-day, the views of a large number of Libersls being obtained. The jarge majority of these members agreed that it will be useless to think ef winning in a general election hand'capped by an altiance with a party headed by a notorious adulterer. One of the Irish members is said to have pre- pared a long list of the domestic missteps of English statesmen and members of royalty and nobility, which he is ready to launch ont under cover of the privilege of Parliament shou'd the O’Shca case be mentioned.
