A branch of the Bank of Nova Scotia is to be opened at Calais.
The first-class unarmored cruiser Pow- erful, sister ship tothe Terrible, was launched at Barrow on Wednesday. The new cruiser will be larger and of consider- ably greater displacement than any cruiser hitherto built by any naval power.

Mr. Bond, the Newfoundlaad Minister who secured a British loan of two mill ons and a half, is to be dined and wined and feted. In these days the politician who bags the money of foreign investors for further expenditures is a hero. The man who cuts down expenses and tries to make a country live within its means is a pitiful fellow, who is lucky if he escapes a duck- ing.
While excavating for the foundations of several new houses to be erected near the corner of Commonwealth avenue and Beacon street, workmen have unearthed a number of mudstained timbers averag- ing about eighteen inches it: diameter, and and in excellent state of preservation, which formed a part of the line of the sea- wall, or, in other words, of the oid Boston mildam, which, in its day, was regarded as the most stupenduous enterprise ever un- dertaken in Boston by a private corpor- ation. These timbers have been buried for more then seventy-five years, but show little signs of decay.
A remarkable surgical operation has been performed by a medical practioner at Loughborough, Leicestershire. Some sixteen months ago a girl between fifteen and sixteen years of age swallowed what was thought at the time to be a fishbone. The usual means to prevent choking were taken, and with success. Recently, how- ever, the girl, who is the daughter of laboring people, became troubled with am absess near the neck. Probing tecame necessary, and, a foreign body being felt, the patient was put under chloroform, when the doctor extracted an ordinary safety pin (closed). This pin had remain- ed in the gullet of the girl for sixteen months.
Henry M. Stanley has attained his am— bition at last. He is now member of Par- liament fer North Lambert. Stanley’s car- eer has been one of the most remarkable ofa remarkable period. Born in a poor house in Wales, a cabin boy on the Miss- is8ippi, a private in the Confederate army, an ensign in the union navy, through which he became an involuntary acquirer of American citizenship, an Omaha re- porter,a war correspondent in Abyssinia and Spain, the pioneer discoverer of large parts of Africa, the finder of Livingstone, the rescuer of Emin Pasha, a bridegroom in Westminster Abbey, honored by the great scientific institutions of the world, mobbed in the city whose freedom was presented to him, Stanley has finally land- ed in the British House of Commons, a Tory of the Tories.

be secured on property of the company, and to be repaid to the public, either in lands or in further services. Along the route of the proposed line is an excellent farming country, and the people there have been calling for railway accomoda- tion. They want a roadto aid tlement, and to facilitate the market- ing of their crops. Tie company, if seems, was not prepared to build the entire 250 miles; but it could build 125 and serve the district that had been asking for the raii- way. To meet the case as it stands, the Government has received from Parliament authority to cut the postal subsidy in two. Instead of giving $80,000 a vear for the 250 miles, it gives $40,000 a year for 125 miles, upon the o!d terms. The money is to be paid annually when the road is built. but services are to be rendered for it, and if the $46,000 is not earned every year the land of the company is to be mortgaged to the Government for the deficiency, which is to be covered by work performed for the country when the twenty-year contract has expired. The ecandal the Opposition scents jobbery in the new arrangement. It declares, first, that the Gevernment bas “bonused “the Hudson Bay railway afresh.” The “bonus,” how- ever, is not a free gift, but a contract to pay for services; nor is it a “fresh” bonus, but a halving of a comtract made in 1891. It adits that the railway is not required, aad that the district through which it is to pass isa “sub-Arctic waste.” If the railway is not required why did Mr. Laurier imply in Winnipeg that he would take measures to secure the build- ing, not merely of 125 miles of road to- ward the Saskatchewan, but of the entire railway to the Hudson Bay? If the coun- try isan “Arctic waste,” why do people persist in living there? Tt is further asserted by the scandal bureau that the road when built, will not be operated, and that the subsidy will be collected all the same. The “Arctic waste” story is a plagiarism from Mr. Mackenzie, who op- posed the Canadian Pacific on the ground that the Northwest prairies were simply a huge desert. The assumption as to the non-operation of the road is borrowed from Mr. Blake. That gentleman proved

in one of his great speeches that the syndicate would build the Canadian Pacific, take the subsidy,
and then leave the _ railway to rot. The final criticiem is that the Governwent is bonusing the railway “afresh” in order to get money for an election fund with which to bribe the
electors. If the halving of a long standing contract necessarily calls fer election
money, how much did Mr. Laurier expect when he told the people of Winnipeg that the Government had not done enongh for the Hudson Bay Railway, and that he would do more?
It will not do to say that the Liberal leader expected nething,for there is reason to know that the Liberal leaders do not make public grants except upon a cash basis for the party. The Liberals in Quebec gave a bonus to the Baie des Chaleurs railway. They did not ask the contractor to subscribe to their election funi. On tbe contrary, they raised money ou notes, used it in promoting Mr Laurier’s political interests in the Federal campaign, and then declined to pay the contractor what the Legislature had granted him until he was in a frame of mind to hand oyer $100,000 to Mr. Laurier’s election previder. The insinuation that the Dominion Government alters the con- dions of g contract in order to get money for corrupt practices is born of the experience of 1891. It seems tofbe assumed that this Government will do wrong in order to keep from the Federal treasury the thieves who robbed Quebec. But surely there is
no necessity to resort to illegal or even questionable practices. The sense of
honor which dominates the people of Can- ada, and the absolute need for protection against Mr. Lauriers managers and camp followers, ought of themselves to be strong enough to accomplish that impor tant end. i <a
