Wilfred Laurier who went 1892 and pointed out to the Americans how shamefally Canadians had acted to- wards the United States during the great Civil War. The statements of these men are not to be taken unchallenged either in announcing the alleged disease or suggeat- ing a remedy.

A far more trustworthy authority has recently placed on record his views of the progress of Canada. We refer to a speech made by Mr. George Hague, of the Mer- ehants Bank of Canada, at the banquet given the members of the Bankers’ Asso- ciation of Canadian, at Quebec, in Sep- tember last. It is not too much to say that no man in Canada, or out of it, is in % position to speak on this subject with greater authority than Mr. Hague. He says:

“Up tothe time of the American Re- volution, about two hundred thousand people had come and settled on the edge ef the waters, Montreal being thea almost the farthest pomwt of civilization. The United States (comprising all New Eng- Jand, New York, Pennsylvania, Maryland, Virginia, Delaware, North Carolina, South Carolina and Georgia) more accessible, more productive, and, up to that time, far exceeding in natural resources, had come to have a population of about three mil- lions. Now, we will take this as a start- ing point, for that is the only fair starting point when comparing the commerce of the United States and Canada—3,000,000 ot American people, with all these enor- mous and valuable territories in their pos- session started on a career of business advancement and civilized development, while far away to the north these 200,000 people, thinly scattered over regions in- finitely more sterile and inhospitable, also commenced their existence under the aus- pices of the British Crown. One hundred and twenty years have elapsed and what has been the fate of these companies of people? The 3,000,000 of United States people have become 60,006,000, the in- crease being twenty fold. The 200,000 of Canadians, partly French and partly Eng- lish in origin, have become 5,000,000, the increase being twenty-five fold. We have rncreased more rapidly in population. In- stead of being slow and unprogressive we have increased at a greater rate than our neighbors. . . . / And to prove that we are not a slow, unprogressive and uninterpris- ing people, but a people of rapid growth and extroardinary development, especially during the last forty years, I will quote a tew figures which are taken from statistics than can be relied on. .... We have had Banking returns, published by our Government for about forty years. These returns are reliable beyond question. Now what do these returns tell us? They tell u* that the whole of the savings of the people of Caeada, deposited in banks of all kinds (forty years ago), amounted to $15,000,000. These deposits now amount to $270,000,000—an astonishing develop- ment, indeed, you will say. Fer bear in mind that these figures are not swelled with enormous sums deposited by the people of England in our banks, as was

the case with Australia. These $276,000,000 belong to the people of Canada; and whence has itcome? What has it grown out of?

What has been the origin? The $15,000, 000 was al! that the people had saved up to that time out of their labours in develop- ing Canadian soil, Canadian forests, Can- adian mines and Canadian fisheries. And now we have pushed our cultivating of the soil, our clearing of the forest, our creation of farms, our development of mines and fisheries, and of manufactures till the fifteen millions bave grown to two hun- dred and seventy millions in forty years, —the whoie increase representing what has been drawn out by the Territory which was once thought to be “only s few arpents of snow.” It is apparent that the increase in wealth in Canada, has been more than ten times as much as the increase in population. Take an- Other set of figures: the !oans and dis- counts of the banks forty years ago were about $30,000,000. They are now $262 000,000. Now what do these figures represent? They very largely represent the stores and stocks of all sorts of merchandize, both imported and pro- duced in the country and being subjected to the process cf commercial development. The business of our merchants, traders and manufacturers has developed in forty years to such an enormous extent as is represented by the change from thirty

millions to two hundred millions! Now, as the population has increased during the same period in nothing like the same proportion, it follows that the population of Canada now, man for man, woman for woman, is possessed of enormously more money than it was forty vears ago, aud does enormously more trade than it did forty years ago,—all of which demon- strates that the people of Canada during the last forty years have not been slow and unprogressive, but have progressed al an astonishly rapid rate, and their power of making, accumulating wealth and in

creasing business, in fact, in developing, to the very highest point, the opportunt

ties placed arownd them, in cultivating the soil. felling the forest, delving the mine, fishing in lake and sea, and turning every resouree of the country, beth natural and artificial, to the very beet advantage, — I say all this demonstrates a progresiun, which, if ever paralleled, we would like to hear of.”

Most of the wealthy men who bave lately died in Ottawa left more or less money to local charities. The will of the late Samuel Howell leaves $5000 to the Protestaut hospital, $5000 to the old men’s home and $3,000 to the superannuation fund of the Methodist chuach.

Mr. John McGillivray, Q. C., has re- ceived the Conservative pcmination In North Ontario, in succession to the la- mented Mr. Madill. Mr. McGillivray is an excelleut speaker and aman of great executive ability. That he will make his mark in Parliament is beyond question. Mr. McGillivray delivered an able address in Charlottetown a few months ago.

—QOur readers will no‘'ce the scarcity of advertisements in this evening’s issue. It is the result of the agtion of a number of our prominest merchants, who wish to show their sympathy with the Crossley- Hunter meeting: being held every evening this week at 7.30, in the First Methodist Church. This movement originated among the merchants themselves, and, consequently, is very much appreciated by Messrs. Cros-ley and Hunter.

—The Canadian Gazette, of London, re- marks; At last Canadian butter seems to be making headway in England, and we hope the quality will prove euch as to make the advance a permanent one. Aceording to figures published at Montreal the shipments from that port for ths wek ending Octeber ]3th were 5,749 packages as against 1,509 in the corre-ponding week of last year, while the total shipments for the season up to that date were 50,918 as against 27,483, or an increase of nearly 50 per cent. The phenomenal rise in butter prices here hasacted as a powerful magnet.

—An exchange points out that the trouble in the beef business of Ontario is not due altogether to over-production. For in- stance a breeder sells a steer to the com- mission man. Itis shipped witha mul- titude of others to tue stockyards. The slaughterer visits the yards, selects the farmer’s steer and slaughters him along with dozens of others. Do the people that want to eat him get their meat then? Ob, no! From the slaughterer the wholesale meat dealer buys him. The wholesale dealer sells half or quarter of the carcass to the retailer; the retailer sells it piece- meal to the consumer, who always pays roundly for it. Here are four distinct profite that must be made between the farmer and the consumer. Is it any won- der that the farmer gets nothing to speak of for what he raises, while the consumer pays more than he can afford to give ?

—The Government at Ottawa has re- ceived an application from the State of Washington of an unusual kind. It appears that the salmon in that state, and in the important rivers of the Pacific slope states, are rapidly becoming extinct. Some re- ports eay it will not be long before the once famous Columbia River will cease to yield fish. The Government of Washing- ton state is now exerting itself with a view to restocking the rivers, but cannot obtain a supply of eggs. It has consequently applied to Canada for a supply, and the application is now under cougideration. There is at present in the Fraser River hatchery a esurplus of salmon eggs, more, in fact, than are at present required. From that seurce an effort is being made to stock rivers in the Yerritories, but we have ample, and more than is in demand. While it would be a neighborly act out of an abundance to comply with the request, it 18 hard to overlook the extensive and systematic poaching that is being engaged in both as regards the Eastern and Western fisheries. At present the United States fishermen put out great nete near the mouth of the Fraser river, which are highly detrimental to Canadian fiching in- terests. Having ruined, practically, their own fisheries they are now turced to look to Canada for the means of restockis them. The government have not scival at a conclusion regarding the request.

What He Is and What to Make of Him—An English Expert’s Opinion.

If any man in London should know any- thing about horses, that man is Mr. Will iam Hunting, whose name has been made familiar to Canadians in connection with the scientific phases of the Canadian cattle question. He is a late President of the Royal College of Veterinary Surgeons and a Fellew of the same college. He is also | consulting veterinary surgeon to the Lon- don Road Car Company, and veterinary

Canadian farmer wishes to make this de- darture in Aoglo-Canadian trade a per

ed advice. It is worth recalling, perbaps, that four years or so ago, Mr. Hurting, acting at the request of the High Commis: sioner, made a report upou the Canadian

foresaw the possibilities which are now in a fair way to be realized.

HOW NOT TO DO IT.

“Tf,” said Mr. Hunting in the course of a long chat with a representative of the Canadian Gazette, “the Canadians would study what horses are really suitable for the English market and eend them over iu groups they may do so very much bet- ter.”

“Amplify please, Mr. Hunting.” —

“Well, why will Canadian shippers make up such mixed lots—-a trotter, two or three *bus horses, a few vanners, one or two other goods horses of various kinds, and then: a lot of three-cornered ones which are no earthly use here? There are certain definite forms and qvalities that we bave here and certain definite forms and qualities that we want, and if the Canadians wish to build up this trade, to make money and to make a good vame, they mu-t study our wants and send us nothing else. Ithink I can guess ow these miscellaneous shipments come about. A buyer sees a lot of ten horses at a Canadian fair. ‘What do you want fer this one, and this one and this one?’ he says to the farmer. *What for the lot 7’ the farmer replies, and though ‘the lot? may include, perhaps, only three or four animals of the age and class worth seading here, he buys them all in the lump and sends them over here in the lump. Now that is not the way to get and keep a good name here, for when your horses come to London they come before men who kuow what is what and will not give good money for rubbish.”

TROTTING AT A DISCOUNT.

“Then what exactly do you want, Mr- Hunting ?”’

“Wedo not want trotters. We don’t go in for trotting here, except at such laces as the Alexandra Park, and per-—

aps you know what a rabble meets there. I should say you can do far bet- ter with your trotters in Canada and the United States than here. It will not pay a wan to bring them here and keep them in his own or private stable on the chance of getting a young West-end swell to pick up one or more.

THE DEMAND FOR CABBERS.

“Not so with cabbers. We do want those, and Canadians can send them to us if they like. There are | suppose, in London in the cabe trade very nearly 25,000 horses, and a cabber lives from three to three and a half years on our Lon- don streets. You see, then, whati® de- mand for cabbers there is. The Canadian has to compete withthe [fish cabber, which fetches from £28 to £30—in the London season perhaps a little more— and the Canadian should reckon to pui his cabber down here and sell him here at sales for £23, Wjil that pay the Canadian? I really cannot say, for I do not no what it costs him in Canada; but forcabbers you must pot put your price fur a sale at over £23. .

THE LIGHT VANNER.

“In my opinion, the Canadian who brings horses here should bring not more than two classes—twe definite classes— and for ready and profitable sale the light vanner is, I think, even better than the cabber. It is, of course, a bigger horse than'the cabber. Apparently in Canada a mixture of the Percheron and Clydesdale with the native stock produces a really good intermediate class of horse, which I callalight vanner, It is euitable for omnibus work—a bit too heavy, perhaps, for tram work—but the very horse for niinera! water carts and the like; in fact, the‘lorse above all ethers to work along- de a pole, two of them going at a fust sace, with a load of not more than three tons. He wants to be active, clean-legged, from 15.3 to 16 hands in height—not more —with some energy and courage. If a man will bring such horses he wil! sell them well. Perhaps the best Canadian shipment of this seascn had only three quite answering that description. The others were a shade too big or 100 small,

and thus the seller at once limited his clientele. For the horse I describe there is practicaliy an unlimited demand. You

cannot send us enough of them, and no other country, so faras [ can see, can supply them so rea lily and cheaply as yeu can. You have all the material to create such a breed if you will take the trouble.”

WHAT THE GOVERNMENT MAY DO,

“That is juet it, Mr. Hunting. It is a matter of years to create a breed, and the Canadian farmer has to live. He already has his own horses for breeding, and they gre not quite what you want; but how can he afford to set up # new stud ?”

“Nodoubt. Then the Canadian Gov- ernment might stepin, You have a go- ahead Government who look well after your agricultural! interest. Here is a chance to build up a good trade for the Canadian horse raiter. Let the Govern- ment have a stud farm with a few stal- lions who can reproduce the breed I have described, throwing out all misfits. You have, as I say, the mater’al ready to hand i your country, and you should breed on and on until the breed is regularly made and always maintained as the Canadian breed. With some of your half-bred Percherous and half-bred Clydesdales you should be able to make a regular stock of just this class of horse which wonld re- produce itself. Your farmers probably want the Government to set up av object- lesson, and they can ¢asily do 80 at com- paratively little trouble andexpense. And, mind you, this light vanner is the most useful horse in the world upon a farm. In breeding the farmer ought, if he means to farm economically, to aim for a horse w iich can earn his living until he is ready for the Englieh market at five years old. This is just what the light vanner will do. Mind you, again, we do not want your four- year olds nor do we want your fourteen- year olds. You look down the list of

and perhaps 15 or 20 per cent. will have gone lame from temporary accidents, but the men who come to the sales know a bump from a disease, and if the seller fol- lows the example which Mr. Wilkinson set the ocher day, and gives a warranty with each horse that it 1s sound in- wind, eyes and limb, quiet in harness, and a good worker, he will do well. The war ranty extends over two clear days. Mr. Wilkinson sold 160 horses under such warranty, and out of the hundred he had only six back. The purchaser of two of those six wanted his deal over again afier he had returned the horses. ‘Oh no,’ said Mr. Wilkinson, ‘you! have to pay £5 more forthem new.’ Itis the old tale—a man must know his busineas todo well in it, Some Canadians— quite unknown men—have been running over horses to Glasgow and askinz big prices without a warranty; nobody would touch them.” LEAVE ARMY HORSES ALONE.

“There has been some talk of a Govern- ment stud farm for cavalry horses in Alberta.”

“I should say let them alone—at all events for the present. There is ten times the demand here for light vanners that there will ever be ror cavalry horse’, and it takes so much to produce good cavalry and carriage horses. Let private enter- prite look after that, I should say.”

EXPERIENTIA DOCET,

“T suppose y.u notice what one agri- cultural writer said against the Canadian horse. He wote:

‘Experience has shown that Canadian horses, even at the lower prices, are costly investments in the end. They are wholly unsuited for our street work. Our erratic climate and hard wear-and-tear work together is more than they can endure, and the saving in initial outlay is moré than swallowed up in procuring and feed- ing the extra number of animale required in the course of the year.”

“That is not only untrue, it is absurd. My experience of Canadian horses extends over purchases for the London Road Car Company, the western division of the London General Omnibus Company, the Omnibue Proprietors’ Company, and three or four private owners. and everyone of them speak well of the Canadian horses they have been using, and those who have nsed them longest s; eak best of them. They have been using them for three or four yeare,”’

WHO ARE THEY?

They were born in Canada and are of [rish parentage.

They were raised on a farm and educated in Toronto and Coburg.

They are both ordained ministers ian the London Con- ference, and have been before the public as ministers for more than twenty years.

They were pastors for about ten years, and then were appointed by their Conference t» do the work of Evan- gelists among the Churches, in which work they have been engaged for nearly twelve years.

THE FINANCIAL PLAN,

The financial arrangement is so simple and reasonable that it commands the respect of every reasonable person. Briefly stated it is this :—

They pay thei: own travelling and other expenses.

They will not billet, but pay their way as men.

They ask for no pledge—not even for a dollar,

No subscription is ever allowed to be taken.

No Church fund is interfered with in the least.

No expenses are left unpaid at the close of the meetings.

No church or person is required to assume any finan- cial obligation.

A free-will offering is taken oa the plates in each evening meeting, and this, with the extra collection on the Sabbath and a free-will offering on the plates on the last evening, constitute the Evangelistic Fund.

This fund is managed by a finance committee ef Iay- men from the several churches, who first pay out of this fund all expenses for church, organist, caretaker, organ blower, lumber, printing, etc., and then hand the balance, if any, to the Evangelists.

If the amount’ given to the Evangelists is small no com- plaint is made, and if’ the amount be considered large the Evangelists should not to be censured, for they did not de- mand a cent; and the people who freely give the money, be it much or little, are the ones to be censured or commended.

Can anyone propose a fairer plan than the one stated ? Surely h» who knows this plan, and would charge the Evan- gelists as being mercenary or working for money, must be a near relation of him who complained to God that Job only served Him for what he made out of it.

More than half of those who attend the services put nothing on the plates. About two-thirds of those who contri- bute put on but a copper. A few others put on 5c. or 10c.,

For onE Nigut at a theatre an ordinary sinner will cheer- fully give 75c., and persons give fora family box $3.75 or more. As the Evangelists, by God’s blessing, tend to save the drunkards, reform young men, make happy homes, quicken Christians, build up our churches and elevate the morals of our city, we should all wish them God’s speed.
