This will draw from the neighboring States simething more eﬂii-ient in warfare than wmpathy and good wishes for the rebels : namely, men and munitions ofwar. Even now, although the sectional feelings of those States have not yet had time for their 11- sual operation, there is not one of the States bordering on South Carolina, that will either raise a man for the subjugation of that State, or permit the passage of the United States troops through their territo- ries forthat purpose.

The Editor of the Richmond Whig has a strong article against the Proclamation of the President. After speaking of the “ex- traordinary assumptiOns” it contains, (the Editor says.-—“ One thing is palpable. If they arelegitimate, the memorable victory of 1301 was achieved in vain, and we are citizens, not of a confederacy of sovereign and independent States, but ofa consoli- dated empire ; free men so long and no longer, as our masters at.Washington may

ermit us to remain so.” Again with great force and truth ;—“Another thing is equal- Iy apparent. The friends of State rights must make a last stand for their existence, or- relinquish them forever, and sink, the helpless and passive slaves of federal power --Now will be tested the sincerity of those professitrns, long and loud, which this State and its rulers have made, time after time, and year after year.”

The following is from the Norwich Re- publican :-—“As the case stands at present, ‘not a single State in the Union upholds South Carolina in her measures of redress; or avowedly approves the course she has taken. But let an army march into South ('arolina, and a burst of indignatioa will pour forth from the whole South—and in- stead of’one State in an attitude ofopposi- tion to the ‘General Government, there would be two and probably halfa dozen.— They would say, If we were to be govern- ed‘ by swords and hayo'nets, instead of rea- son and compromise, on which the Union was originally based, the sooner we are out of it the better. Our turn may come next.
