WASHINGTON, July 25. - The y " United States took the lead today among the nations, under its tradi- tional policy of friendship for China in meeting the new conditions brought about by the extension of Nationalist control to Pekln when the state department completed a' note for immediate transmission to China and the interested govem- ments dealing with the “unequal treaty" situation. Simultaneously the navy department ordered the withdrawal of nearly 1500 officers and men of the Marine corps from 1 Tienstln. The latter movement will i leave slightly more than 2600 mar- ines in China. Both these facts were seen as re- cognition on the part of the United States that the nationalist govern- ment has cemented its control of China to a degree that warrants ef- forts toward solving these issues which have been a cause of dissat- isfaction to the Chinese and of con- cern to the foreign powers.
