Grave Financial Problem

One problem which the new Canadian Parlia- meat cannot afford to ignore when it meets on September l5 is the prospect of facing further heavy losses in overseas markets and the ultim- ate danger of being squeezed between the dollar bloc and an all-out sterling bloc. This, in the opinion of the Winnipeg Free Press, is a prob- lem quite unlike anything confronted by any previous Parliament. lt involves the probability, for a time at least, of a world for which the ec- onomy of Canada was never built and hence the necessity of sharp readjustments in its normal pattern of economic life.

"Under these circumstances," argues the Free Press, "the obligations of a Government newly elected with a huge majority, can hardly be exag- gerated. The leadership of Mr. St. Laurent and his colleagues will be put immediately to a hard test. The heady wine of electoral victory is re- placed now by the bitter bread of responsibility. The core of our domestic system, however, is Parliament. There the supreme responsibility must reside. For better or worse it is the mem- bars of the new Parliament who must carry Ca- nada through the next four or five years of cris- is. Within the Parliament it is a time for great- ness."

Already, it is noted, much of the recent na- tional election campaign argument is outdated by the swift rush of events. lt was known before the poll that the world economy was deteriorat- ing under the impact of what is called the dollar shortage; but the depth of this deterioration did not become apparent until the election was over, with the sudden announcement of Britain's latest plight, the summoning of the Commonwealth and United States conference in London, the decision ‘to grapple with the world problem in Washington in September. Clearly conditions are much graver today than the Canadian Government or people oriindeed the Government of .any country suspected when the old Parliament was pro- togued.

Saskatchewan lill Policy

The current issue of Saskatchewan News, of- ficial publication of the C.C.F. Government in that province, provides a report, accompanied by a map, listing the areas of land on which explor- atory oil permits have been issued. Such per- mits gave the company receiving the award ex- clusive rights to search for oil and first choice of 50 per cent. of the land fo'r production leases.

The total area so awarded under permit is placed at 38,000,000 acres and the companies receiving permits for the larger areas are Tide- water with 9,000,000 acres, Sohio with 8,000,000 acres, Huskey-Phillips 4,000,000 acres and Shell Oil has just been granted permits for l,000,000 acres. There are other miscellaneous holdings. And the province is withholding 12,000,000 acres as crown reserves. The total area slated for oil search is placed at 68,000,000 acres.

Over the area now covered by permit, the

‘great buI-k is held by United States companies and in the official report the only Canadian company mentioned is Central Leduc Oils which ‘has obtained 500,000 acres. Thus the ail and gas resources of Saskatchewan, if there should prove to be such resources, will go into the possession of United States companies for the most part with Canadian companies having second choice by buying crown reserves after discoveries have been made.

Good llacatlon Advice

A good summer vacation can give a boost to a persons health throughout the entire year. But the period, unwisely spent, can also result in sick- ness or accidents; such a vocation can be worse than none.

The British Columbia Department of Health. l1 its monthly bulletin, has given some good ad- vico to vacationists who would keep happy. Amlong other things it says:

Take it easy. Keep regular hours, eat three good meals each day, sleep at least eight hours each night. Over-exertion in tennis, swimming, riding, hiking, golfing, rowing or even chopping wood can cause sore muscles or blisters. Overdoing ovan ll'l play, can cause permanent damage to the human body.

"Acquire a coat of tan gradually. Over-expo- sure to the sun can cause sunstroke or heatpros- tration. especially in oldsters and people with high blood pressure or heart ailments.

"Use care with boats. Remain seated in small boats, make sure they are not overloaded, inspect them regularly for leaks. and don't go out in a high wind or when a storm threatens. Only peo- ple who can swim should go out in small boats.

"Learn to swim. Don't swim alone, or after darlror at an unguarded beach, or in swift water; pr within two hours of a hearty meal. Don't dive into water of an unknown depth or into ex- tralmcly cold water.

‘Guard against food poisoning. Each year out- breaks of poisoning are traced to picnic, camp or cottage meals. Germs multiply so rapidy in warm weather that food held even an hour with- out adequato refrigeration may be dangerous. Cleanliness, adequate refrigeration and immedi- ata use of perishable foods can prevent this haz-

ard. -

Usually tales of a shift in the Gulf Stream arise from the unseasonable weather, especially mild winters, but now, with nothing out of the way in weather, an observer lias noted that the warm current is only twenty-two miles off the New Jersey coast instead of about eighty as is normal.

The American Potato ‘Journal has published an article "Results of Spraying and Dusting Pota- tces for late Blight," by Mr. L. C. Callbeck, as- sistant Plant Pathologist, the Dominion Labora- tory of Plant Pathology hcre, and it has been reprinted in pamphlet form for distribution to those interested.

His Worshop the Mayor has issued a procla- mation recommending the decoration of build- ings and the flying of flags for next week. The Japanese beetle, an old foe on the lsland, is causing concern in the United States, so much so that the New York Times devotes several col- umns to an account of its spread along the At- lantic seaboard. Here it is generally considered as the special pest of the potato but apparently it also attacks shade trees, shrubs, corn, soy beans and clover.

Now it's a "youth serum" that's to take the place of the "monkey gland" which did not catch on in popularity when introduced a few years ago. lt is strange how some men and women object to grow old gracefully, and insist on capering and kicking up their heels with the rising hopes, even at the expense and risk of surgical operations or the administration of me- dicinal serum. lt is extraordinary how Premier Jones keeps the lsldnd in front page publicity all over Ca- nado. As the outcome of a recent exploit, Par- liament and the Government should hasten to bring our teachers into line with other provinces so far as salaries are concerned. The Premier told the teachers at Summerside that the farm- ers in the various school districts could not af- ford to have their taxes increased for that pur- pose, and if the teachers are to be satisfied, as they ought to be satisfied, the Federal authori- ties will have to come to the rescue.

Creamery butter production in Saskatchewan during the first half of i949 was down a mil- lion pounds from that of the corresponding six- month period last year, according to a recent report by the dairy branch of the provincial de- partment of agriculture. Output for the first six months of this year was l4,3ll,073 pounds com- pared with l5,3l3,770 pounds for the same per- iod last year. A large percentage of the de- crease was recorded in June, when milk produc- tion in the southwest was seriously affected by drouth conditions. Total June output was 4,758,- 792 pounds, a drop of 494,668 or 9.4 percent from the June, i948 total of 5,253,460 pounds. U I U How do we forget?—probably the most aggra- vating experience of mankind. The Nuffield Foundation is investigating, trying out on octo- puses to begin with. So for the investigators have discovered by removing parts of the brains when they had learned to respond to one set of condit- ions, that though outwardly still normal the oc- topuses have forgotten their training. "Studies of these portions of the brain are now being made," says the report, "and may provide some clue to how past experiences are stored."
