As Premier he gave a good deal of satisfaction, and enjoys a fair share of popularity.

The threatened publication of “No. 1” Tynan’s book ie creating a sensation in political and home rule circles in Great Britain and America. There is no doubt that Tynan could tell much, if he chose. The trouble with the revelations of men of his kind is that their authors are known criminals of the worst class, and men who conspire todo murder are not likely to hesitate at the less dangerous offence of aceusing others of complicity in their in- famy. Tynan’s story will be received as evidence that needs to be corroborated.

Mr. George Cadbury, of Birmingham, the well-known Quaker, has written to the Speaker to state that last year he devoted time, energy and £3,500 “in the endesvor to secure Home Rule for our oppressed fellow- citizens in Llreland.” But ne is dis gusted at the way the Irish members are quarrelling with one another. He says, very truely, that Englishmen have no in- terest in the Home Rule struggle, except to do what they believe is right. PRICES AND PROSPECTS,

the well-known has lately made an statement before the Royal Commission on Agriculture, in whieh he shows the decline which prices have undergone within the last 15 or 20 years, and the probabilities for the future. Oa the latter point it might be thought that the statistician is going beyond his proper field, but Dr. Griffen is no tyro in this business, and as he evidenced his skill by anticipating the fall of prices after 1872, what he has to say on that head now, ap- pears wortby of consideration.

On the questioa of prices Dr. Griffen presented a calculation showing the value of the total agricultural productions of the United Kingdom in 1891, at the prices which actually prevailed in that year. An-

ther calculation exhibited the total value of the agricultural productions of the same year year, 1891, at the prices prevailing in 874. The total value at the prices of 874 amounted to £299,000,000; the total alue atthe prices of 1891 amounted to $222,000,000. These two calculations taken together showed a fall in the aver- age of prices, from 1874 to 1891, of 25 per cent. Two other facts are noted by Dr. Griffen, that the fall in prices in agricul- tural prices has been no greater than in

| other prices, and that “the rea! reward of

the laborer had increased”; from which it s to be inferrred that the money wages ot he farm laborers had not fallen pro rata with the fal] in prices, aad hence that the profits of farming and of farm lands would he proportionately leas. As to the causes of this decline in prices, Dr. Griffen admitted that foreign competition was one of them, but that other things also had assisted to that end.

Tarning to the future prospects, Dr. Grif- fen expressed his belief that there would be a rise in prices before long. He based this belief on general grounds, similar to those by which he had been enabled to an- ticipate an approaching decline of prices in 1872. Stated briefly the grouad upon which this belief is based are that the gold supply has become greater than for some years past, and that there is likely to be di- minished production of commodities. Dr. Griffen said thatin recent years there had been a general increase in gold production, much of it under very favorable conditions and that the extraordinary demand which could be foreseen in 1872, which actually took place, and which has continued more or leas ever since, seems pretty well satia- fied. Itis, therefore, expected that the gold supply will presently be abcve aver- age. On the other hand, it has been found that a prolonged period of low prices tends to diminish the cultivation of food and raw produets. It may, therefore, be ex- pected that presently the supply of these prodnets will be below the average. If these two expectations be realized, the ap- preciation ot the price of these food pro- duets will naturally follow. Anyway, that is the prospect which Dr. Griffen foreseen. It may here be added that Dr. Griffen ex- pressed himself strongly against any change in the standard money, in order to meet at any exigency of prevailing prices, holding that it is all-important not to touch money, especially in the United Kingdom, with its widely extended com- merce and business engagements. He gives no comfort to the advocates of bi- metallism, but warns against it asa souree of positive danger

In the British House of Lords on Friday, alluding to the recent Anglo-Belgian agree- ment, Lord Rosebery said: “Her Majesty’s Government, while maintaining the British sphere of influence, and con- cluding agreements with powers like the Congo state regarding that sphere, has not desired to interfere with the others to make any suggestions or interfere.” Sir Edward Grey, under Foreign Secretary of the [(Commons, said the Anglo-Belgian treaty had secured to Great Britain com- plete communication with the British ter- ritories in Sonth Africa. In the House of Lords the Earl of Kimberly made a statement similar to that made by Sir Ed- ward Grey, and added that the Govern- ment had no intention of revoking the East Africa Company’s charter.

On the vote of £50,000 fer expenses in Uganda,Sir Charles Dilke, (Radical) spoke in the Commons against Government competition of European powers in Africa. Hesaid it had become insane. It was not to Great Britain’s inter- est to acquire worthleas, unhealthy terri- tory like Uganda. After a long debate the vote was approved by a vote of 218 to 52. The minority was mostly Radicals and anti-Parne)lites.

Grascow, June 3.—A demonstration against the House of Lords was held to- day. A great procession of trades unions, liberal associations and Irish bodies marched through the principal streets. A mass meeting was held on Glasgow green, and apeeches were made from six different platforms.

Viexwa, June 2.—News from private sources in Sofia shows the situation there is much more serious than the dispatches have indieated. A rigorous press censor- ship is exercised by the Government, and telegrams revealing the gravity of the crisis are either suppressed or mutilated. There has been severe fighting in Soffa, and rioting in the smaller cities. _It is re- ported that Stambouloffand his colleagues are prisoners in their houses.

Loxpow, June 2.—The Times publishes a three-column letter on Samoan affairs, from Louis Stevenson. Mr. Stevenson’s criticism of the administration is excep- tionally bitter. He denounces the consuls of treaty powers, and calls Mataafa the most honest man on the Island, not ex- cepting the white officials.

Co.rox, June 3.—The United States cruiser San Francisco has arrived here from Bluefields. The Nicaraguan troops in charge there will retire if England de- mands that they do so. Much dissatis- faction prevails. The San Francisco is coaling preparatory to returning to Blue- fields.

Sramrorp, Conn., June 3.—A. L. Shear, pastor of the Congregational church, was dismissed by vote of the society last week, but a large number of the congregation support him and he was urged to preach today. The lawyer ef the society sent Mr. Shear a letter threatening to arrest him if he attempted to occupy the pulpit. This letter was read by the church clerk before the morning service, whereupon the Shearites left in = body and attended a service conducted by Mr. Shear in an orchard near the parsonage. A new church may be formed.

Cork, June 2.—The Countess of Aber- deen to-night addressed a large meeting held under the auspices of the Irish In- dustries Association. Her subject was the promotion of the association’s interests both in Ireland aud at the Chicago Colum- bian exposition. The mayor presided. Addresses of welcome were presented to the countess by the corporation aud the harbor commissioners. The mayor de- clared that the bemefits conferred on Ire- land by the Countess of Aberdeen were unexampled in its history. He expressed the hope that in the future times, under home rule, the Earl of Aberdeen and his countess would be the first rulers of Ire- land as representatives of the Queen.

Monrrtat, June 2.—Sir Henry de Vil- liers, one of the Cape Colony delegates to the Intereolonial conference, which is to be held at Ottawa the latter part of this month, ig now at Lendon. In conversa- tion with a Star representative, he said that it was his intention to suggest to the Canadian government the advisability of

reciprocity between Canada and the Cape in timber and mines products, the Cape to admit Canadian timber at a reduced duty and Canada to allow Cape mines products to come in on the same conditions.

Lonpox, June 3.—The International Conference of the Y. M. C. A. occupied twelve hours yesterday, the time being divided between Exeter Hal] and an im- mense pavilion that has been erected on the Thames embankment. A public meet- ing was held in the afternoon at which the subject of mission work was discussed. This morning a majority of the delegates altended the Tabernacle by invitation. The Rev. Mr. Spurgeon pen av ap- propriate sermon. Sir George Williams, the founder of the Y. M. C. A., was on the platform. The Lord Mayor of London and the corporation gave a reception to the delegates in Guild Ha!l to-night.

Pronstsirion Park, Staten Island, June 3.—General Neal Dow, the father of pro- hibition, was greeted by 10,000 enthus- jastic admirers at the International Tem- perance Congress, which opened here to- day. Prominent prohibitionists from many states and abroad were present. Rev. Dr. B. B. Tyler, of New York, read a formal congratulatory addreas to Gen. Neal Dow, signed by heads of the prohib- ition and temperance movements in this country and Canada. Gen. Dow was given a chautaqua salute when he rose to reply. He showed what has been accom- plished since he took up the temperance work, There were addressee by Alex. Russel of the Mahemmedan Church, Father Murphy of the Roman Catholic Church of Canada, and-others, during the services held throughout the day.

At Pictou, on Sunday, 27th May, Mrs. Paulin, wife of James T. Paulin, Esq., aged 50 years. Mrs. Paulin was the eldest daughter of Mr. Alex. Gordon of the same place. We noticed the death of her mother a few weeks -since, who died at aripeoldage. She was much esteemed by all who knew her, and ber funeral was quite an imposing one, ‘being attended in a body by the members of Eastern Star Lodge of I. 0. 0. F., Mrs. Paulin having been a chartered member of the Rebekah Lodge. Mrs. Paulin was a sister of Mra. Fred. E. Rowe of this city.

The Leeds Imperial Federation League has memorialized the Imperial Govern- ment to inatruct Lord Jersey, who will represent Great Britain at the Ottawa conference to intimate that the time has come for the expense of the navy to be equally shared by all the governing col- onies of the Empire, the control of the navy being also shared.

NEWS FROM NEWFOUNDLAND,

Two More Whitewayites Disqualified.

Sr. Jony’s, Nfld., June 5.

Judge Little yesterday delivered judg- ment in the Burin case. He unseated and disqualified Tait and Payne, both White- way members. This is the first decision given by Justice Little, and was awaited with intense anxiety. The Whitewayites were confident that Payne would escape disquatiti:ation, and the severity of the judgme:.t took them completely by sur- prise. A!l three Judges of the Supreme Court have now given decisions. The Goy- ernment has prorogued the Legislature an- other month, although the Revenue Bil] expires on Saturday. When the House opens all the Whitewayites will have been unseated, and there will be no difficulty in the Government passing its bills.

Aid for British Columbia.

Ortrawa, June 5.

Before the ordera of the day were called yesterday afternoon, Mr. Carbouild, of British Columbia, calied the attention of the Government to the devastation caused by the floods in British Colambia, result- ing inimmense loss of property and of several lives. He asked the Government to consider the case, and, if possible, ren- der assistance.

Disastrous Landslide.

Quesec, June 5.

Another disastrous landslide, resembling somewhat thatat St. Anne de Laperade of last month, occurred in Charlevoix County on Friday evening. A huge em- bankment caved into Bras Nord River, near its junction with the Red River, and ten houses were carried away and consi- derable damage done.
