The Civil Service and Politics.

Tne Civil Service of Canada is, as it should be, removed from the influences of party politics. A Departmental official, like a Judge, holds his office during life and good behavior. The McKenzie Govern- ment, it is true, have, in several instances, violated this rule. Without any cause as- signed they, on their accession to power, discharged several of the Civil Service offi- cials of this Island, and placed in their stead men whose only recommendation was a duti- ful allegiance to the McKenzie Party.

We should, however, be sorry to see this bad precedent followed by succeeding gov- ernments. In the interests of Canada it is desirable that while parties rise and parties fall the Civil Service shall remain—undis- turbed by botches—to carry on the business of the country scientifically and efficiently. If incapable men are in office let them be discharged, on proper representation and proof, and let good men be placed in their But above all things preserve the the invasion, after

If, however, we are to be preserved from this vicious aystem, Civil Service officials must also refrain from taking an active part in politics. For it is not right that an official who has exerted himself to keep a Party out, should continue to hold office after that Party gets in. Besides, it is only reasonable to suppose that an official who is also a politician, cannot possibly perform his duties well. It is, therefore, a good rule, that any official who takes an active part in politics forfeits his office.

Under this rule, the Sup-Collector of Customs and the Harbor Master of Souris, have both forfeited their offices ; for they have not only interfered actively in politics, but their interference has also beer most disgraceful. They were leading characters inthe shameful wrangle at Agricultural Hall. Several of the officials in Charlotte- town have also, under the same rule, for- feited their places. They may rest assured that, though the Grits protect them now, they will receive the just penalty of their indiscretion when the Grits are swept from power. The country cannot afford to tol- erate official politicians—the bane of Gov- ernment in the United States.

A merTiNG of Liveral-Conservatives will be held at Wheatley River Bridge on Satur- day evening, the 13th inst. , for the purpose of electing delegates to the Liberal-Conser- vative Convention.

Tue Osporne Triat.—The trial of the Osbornes for the murder of Timothy Mc- Carthy, will take place in the Westmorland Circuit Court, which opens at Moncton on on the 18th inst. The St. John ‘‘ Globe” says that in connection with the trial it is alleged that a man who ‘ just came out of the woods” tells that having a horse trade with McCarthy he was with him on the night of the murder as late as 12 o'clock. He found him on the street In company with a woman, whose likeness he has re- cognized as that of Annie Parker, and with two other men, one of whom he has identi- fied. He left them about midnight, it being then raining—the other parties went off in the direction of the Scadouc bridge. There is little doubt that a man has been found who makes some statement similar to this, but as he is said to be from Prince Edward Island, where some absurd stories respecting the murder originated, not much confidence may be put in it by the Crown. If the counsel for the prisoners produce the man, it will lend additional interest to the trial.

St: Peter's Boys’ School.

Tus School was closed for the holiday season on Friday last. Examinations, by means of written papers, were conducted during seven days preceding the close. These were, we are informed, on the whole, very satisfactory.

The subjects read and studied during the past term were Xenophon’s Anabasis, Cicero pro Archaia, Odes of Horace ; French

-Moliere and Grammar ; German—Adler and Grammar; Geometry—Six Books of Euclid ; Todhemters Algebra; English His- tory, English Etymology, and ordinary English subjects.

The boys of the Senior Class attended the Local Examination of King’s College, The examination was presided over by A. B. Warburton, B. C. L., F. Peters, B. A., and Hon. F. De St. Croix

Hodgson, Esq., who, in a humorous speech, gave the lads some wholesome advice on the selection of reading books for reading. He complimented them on their success in the examination—especially in the Histo- rical Department.

St. Peter’s Boys’ School is attended by boys of Nova Scotia and New Brunswick, as well as of this Island. Since its opening in 1871, few seats have beeen vacant during the terms. The boys are carefully trained. The Rev. Geo. W. Hodgson, himself, takes the senior classes; and Mr. V. E. Harris —a very active ‘and painstaking teacher— manages the junior classes. Mr. Harris, is assisted by Mr. Wilson, who also imparts instruction in singing.

‘‘ Thoroughness” seems to be character- istic of the teaching given at St. Peter’s School. Each boy is—-as far as possible— carefully instructed with reference to his own particular intellectual wants and capa- cities. Success is the result. Of the boys instructed at St. Peter’s School, five are now at King’s College, Windsor; and all,we are informed, are doing well. One who entered the College only last year, carried off the Historical Prize this year; and the Historical Prize was open to the competi-

tion of all students !

Jotting at the Congress.

It is said that Austria has proposed that the neutral boundry be kept much further up the stream than at present, and that all fortifications on the banks of the Danube be rsised. The discussion on these proposals was postponed.

On the indemnity question England, France and Italy refused to recognize the priority for Russia’s pecuniary claims. Rus- sia disclaimed an intention of claiming priority or exacting terriority instead of money.

A Berlin correspondent says that the Con- gress, in view of Turkey’s absolute inability to pay an indemnity, declined to take any action, and left the matter forjprivate settle- ment between Turkey and Russia.

Bismarck has warned Russia against ex- acting territory instead of money as an in- demunity, the amount of which, however, he declared a matter of settlement between Russia and Turkey.

It is possible that on Monday the next real sitting will be held, and the Treaty may be signed on Tuesday or Wednesday.

Roumania asks the harbor of Kavama on the Black Sea as an additional price for her surrender of Bessarabia. The Congress will probably not object, if Russia does not.

Methodist Conference:

The New Brunswick and Prince Edward Island Conference has been occupied chiefly in the election of representatives to the General Conference, which 1s to assemble at Montreal in September next. The Con- ference is entitled to send nine of its mem- hors to the General Conference. The Prest- dent, Rev. Joseph Hart, is ex officio, a member. Sir,—The editor of the little morning paper must be either very ignorant or wilfully «e- ceptive when he writes as he did this morning of the sufferings of the poor farmers of the United States from protective duties. I would like him to name a single article used by far- mers, either in the Rape of implements or clothing, which is dearer to-day in the United States than in Canada. It is so mice to deal in vague generalities and talk of a man digging with a spade which pays a duty of 60 or 70 per cent., wearing clothing paying a duty of 50 per cent., etec., ete., Which simply implies that the United States have no manufactures of their own, and are entirely dependent on their imports for all articles used, If the editor will take the trouble to ask any of the dry goods people in this town, he will learn that American cottons are equal, and in many cases superior to the English article, and cheaper in price; and all the hardware people will tell him the U nited States manufacturers are cutting out the Eng- lish merchants in all lines of shelf hardware, and even in many lines of heavy goods; he will find that the United States are manufacturing and selling nearly every article needed in any community, and pro- ducing them so cheaply that, after paying freight and other expenses, they were pushing their sales in the English markets to such an extent as to make the writers of the English weekly trade reports to comment strongly on the one-sidedness of unreciprocal Free Trade.

The Patriot's comparisons of tariffs would be all very well if the United States had no manufactures of its own, and had to import nearly everything it needs. The true test is the prices paid by the consumer in each coun- try for the same qualities of goods ; and | venture to assert that, in nearly every line of manufactured goods, the United States are to-day underselling Canadians, and will con- tinue to do so in the future.
