Soviet Dry Docks Move To Vladivostok

NEW YORK. Aug. 9 - (AP) - Russia is reported essemb" , dry- docks, merchant vessels and sup- plies at Vladivostok, right on Korea's doorstep.

A study . leased today by Ain- erican ship owners reports I. large number of soviet vessels of all types have been selling out of Bel- tic and Black Sea ports to line So- vlct's chief Siberian seaport. only 500 miles from Korea.

The American Merchant Marine Institute. a trade organization of ship owners whose -vessels fly the American flag. drew the following picture after studying available re- cords:

Russian tankers with fun car- goes have sailed to the Far Eastern harbor of Vladivostok recently from the Black Sea oil ports of Constanza. and Batum.

Within the last two months three drydccks have been towed from Latvia, on the Baltic, and from Odessa on the Black see. to Vladivostok.

.Many of the merchsntsrien bound for the Far East were load- ed with grain. others carried gen- eral cergo. Even trawlers were reported in the movement to the Pacific.

Meanwhile. In the soviet-com trolled shipyards of Eastern Ger- many repair work has been going at full tilt on Russian vessels. Seven Soviet vessels were at Ant- werp recently waiting repairs .

More Men Than Women In Canada

OTTAWA. Aug. 9-(OP)-Girls. it looks as though the time has arriv- ed when you can again afford to look over the field before snapping up the first proposal of marriage.

There now are more than enough men to go wround. the Bureau of statistics disclosed today. It estim- ated that at June 1 there were '1.- 030,000 males in Canada compared with 0.790.700 females.

And. the report added, males in most age groups under 90 were greater than the number of females. Prom 00 upwards there were 08.0000 females to 00.500 males.

This is the third successive year that the male population has show- ed e gain over the female populat- ion. Prior to 1943, the female pop- ulation was gaining on the male.

OTTAWA, Aug. 9-(GP)-Brig. John M. Rocklngham, C.B.E.. D.S.O.. 38. of Victoria.-has been appointed to command Canada's new Special Brigade for United Nations service and is expected in Ottawa tomorrow for conferences. Defence Minister Ciaxton announ- ced today.

Brig. Rockingham is a native of Australia who won his present rank in the Second World War when he was given command of the 9th Infantry Brigadei-the fam- ous Canadlan Highland Brigade- during the Normandy campaign.

After the war he returned to civil life in Victoria as an official of the British Columbia Electric Railway Company but carried on his military career as a member of the reserve army. Since 1948 he has been officer commanding the 15th (Reserve) infantry Bri- gade at Vancouver.

Brig. Rocklngham is expected to reach Ottawa by air tomorrow. He will confer with Lt.-Gen. Charles Foulkes, chief of the General Staff, and other senior officers at Defence Headquarters.

OTTAWA, Aug. 9-(CP)- The Govefnment is. planning to inter- vene in the railway wage dead- look by about next Wednesday un- less the impasse has been broken by then. it was learned today.

Informants said a Cabinet meet- ing esrly next week will weigh the prospects for settlement of the dispute before the Aug, 22 dead- line set by rail unions for a strike of their 124.000 membe .. The un- ions comprise non-operating cm- picyecs.

If it appears to the Government that the unions and companies alone are not likely to reach a settlement, Labor Minister Gregg will be given the go-ahead to in- vite the dlsputsnis to Ottawa to resume their negotiations under the direct auspices of the Labor Department.

At the moment, if is understood, no indications of further comprom- ise have reached the Government.

Despite an enlarged company compromise offer made when the unions called the strike Aug. 2. Labor Department experts were already preparing for the last- ditch mediation. and officials in- dlcaied they felt the Department would have to step in eventually.

The timing of the intervention ---about a week from today-would leave five or six days for nego- tions with the Minister and his advisers sitting in.
