We wish to advise our customers, that in the month of»

March. a change will be made in our billing routine.

_ At the present time customers’ meters are read during the second and third week of each month. All bills are rendered and due the first day of~ the following month. This practice results in a large volume of work to be ac- complished during the latter part of the month.

The new method, which will spread our work more evenly over the month, will involve continuous meter read- ing and billing throughout the month, thereby relieving periods of congestion.

The territory will be divided into six districts, each district being billed at a different time of the month. Each customer will be billed only once a month, but instead of bills being rendered the first of each month they will be issued as follows:

District No. 1--Bills will b.e rendered & due 5th of month District No. 2-Bills will be rendered & due 10th of month District No. fl-Bills will be rendered & due 15th of month District No. 4—Bills will be rendered & due 20th of month District No. 5-Bills will be rendered & due 25th of month District No. ti—Bills will be rendered and due last day of month.

During the day, Jill had re- covered much of her self-possess- ion. The presence of Peter, the man whom she realized meant everything in the world to her now, had stabilized her and caused her to throw off those morbid fancies that had been afflicting her. If she had been alone in Oxford, nothing would have induced hm- to attend this lecture, Professor Carr still seemed to hold her in a spell. But with Peter by her side, her fears and misgivings had departed.

It was Peter who was now feeling the strain. That glimpse of De- tective-Inspector Graves empha- sized that danger was still present, even in Oxford. Graves had de- clared quietly that he would have the man responsible for these moon murders under arrest within 48 hours. Nearly 24 hours of those 48 had passed. And the moon murderer was still at large. Of that talk with Gravts, and his own ordeal with the moon children, he had told Jill nothing. And he was determined to keep silent for the present.

A spontaneous burst of applause told that Professor Edward Carr had tntered the hall. The Vice- Chancellor himself was on the platform, and as the lithe, athletic

figure of the professor, his grey, bushy hair carefully combed and giving to his intellectual features a distinguished appearance, took a seat, the two men bowed to each other.

The preliminaries were soon over. The Vice-Chancellor intro- duced the professor as "a colleague whose brilliant astronomical studies have brought him well-deserved fame all over- Europe and America.

“Hear. hear!" nodded -Edwin Kyne, still liverish, but happy,

Not very long ago the terrible earthquake at Quetta, in India, was responsible for a heavy ios of life. I am not concerned with the numbers of the dead, or the property destroyed. deeply lamentable though it be. I only discover from a reading of the seismograph simultaneously with astronomical readings, that the great earthquake occurred when the moon was in the region of its closwt approach to the earth."

Nods and whispers of approbation greeted these remarks. Professor Carr seemed oblivious of them. continued, the arrogant intellectu-

"I am not alone in these observ- ations that tlle power still inherent in the moon may cause disaster upon this earth. The moon not only causes tides in the ocean; it l capable of causing equally strong tides on the crust of the earth. In- , vestigatlons reported by a distingu- ished scientist, Dr. Davidson, seem to give evidence that certain types of earthquakes occur at regular in- tervals, dependent upon the cycle of the moon. More recently Father Rodes has presented evidence that earthquakes are more numerous , when the moon is nearest the earth I than when it more remote from us. , Others, I must admit, have made} extensive investigations with con-‘ flicting results. I can only assure i you, gentlemen, that in my own,» humble work"hop I have proved conclusively that the power of the . moon is beyond the imagination of those engineers who blibiy talk of , hamessing the moon to the earths j needs."
