Just. ask Jack Mniicr or Grey Owl, two heroic men who have done more for the preservation of wild life in Canada than any other men. ’I‘hey are types. of the true sports- man. who know bird and beast as few other men do. Jack Miner saw the Wild Goose becoming extinct. as Grey Owl saw the Beaver be- ing wiped out of existence. both by the ruthless gun of the cheap and selfish so-cnlled sportsman.

In his "Ta'es of Empty Cabins", Grey Owl saysz-“A man will al- ways lack something of being a really good Woodsman, in the finer sense, until he is so steeped in the atmosphere of the wild. and has become so posse. ‘i. by long asso- ciation with it, of a fecllng of close kinship and responabllityr to it, that he may even avoid tramping on too many flowers on his pas- aize through the forest. "There are those who are able to indulge a craving for a sense of power. only by exercising it over others who cannot retaliate. I wish everyone would read Grey Owl's works. all of them. They are unsurpassed in the interpretation of Wild Life and of those qualities which constitute the character of the true sportsman; and this wish of m'ne parltcularly includes your recent correspondent who regrets that their will not be one thousand young Hungarians that he may have the unmerciful ‘ -. of shooting next open season. The members of the S. P. C. A., would surely find inspiration 1n Grey Owl's writings in carrying on and further promoting their good work.

The day of the local rural trustee board as an administrative unit. is gone. As an advisory unit-yea one can see them functioning as the voice of local opinion 1n education- al matters but as a b0!!! entrust- ed with the actual management of the local school. they have suffic- iently demonstrated their unfltnesa. One has only to set down the qual- ifications necessaiy to see how 1m- possible such a system of contra. has become. 1f each trustee were a person of vision, outstanding in the community, keenly alive to the urgent need in a democracy that every citizen be educated else the democracy perish by its own hand; if every district were qually able and willing to finance the educa- tional programme necesary for such a result-then might we see hope in such a system. Can any one state that those conditions are possible of fulfillment?

Years ago, the more progressive educational systems were revised in this vital matter of administratlon. Year by year, following their lead. more and more countries and states have enlarged their admin- istrative areas. In every single 1n- stance rapid, sometinies phenom- eiional, improvement resulted from tbs simple change. These are facts, —statem9nts that can be, amply subslantiated from every report of the past four decades. Can we in Prince Edward Islrnd afford to shut: our eyes to flrse facts and go on in the fatuous belief that our system is the best one because it filled iL-u place in the early pion- cerln". days?

The money at present devoted tn our province for education is not being properly spent. A large pro- portion of it is beng wasted be- cause we are clingink t0 a Waste" ful, antiquated system of school ad- ministration. The same money, properly administered by quill-fled persons who would have control over a large area including many schools. could give us better schools, better teachers, better results. This has been proved repeatedly. often in startling fashion, wherever the admiiistrative unit has been en- lnrgcd.

The movement has come to Can- ada. late. but even here we do not lack examples of its efficacy in lifting rural schools out of the rut into which local jealousles, short- siglitwlimcss. parsimony, and lack of interest have so often allowfid them to sink. One such notable example was in the Peace River district of British Columbia. This was the most isolated. sparsely settled and backwood area 0f that. province, for removed from the coast, cut off by great mountain ranges from the centres of population and of 80V- ernment, inhabited by a 901N015 populace whose chief educational characteristic was apathy.
