Counterocting the much-publicized "export of Canadian brains" is the import of brains train- ed at U. S. expense. These constitute Canad- ians who have been away attending U. S. uni- versities, but who are now coming back to find their careers in Canada. A new develop- ment of the National Employment Service's Ex- ecutive and Professional Division, notes the Financial Post, has been to find jobs for such students in Canada. Normally no list of these students would be available, but DVA was able to provide records on veterans studying in the U.S. During the past two years, letters have been sent out to more than 2,000 Canadians in this category. More than half replied, and only one student said he had no desire to return to Canada.

Turning to the over-all movement of Ca- nadians south of the border provides further evidence that the drain, though serious, has been exaggerated. The average exodus since the wcr has been just under 23,000 a year. Against this, the number moving from the U. S. to Ca- nada was l6,0C0 so that the net drain is less than 7,000 a year.

Nor are the Canadian emigrants all in the much-lamented category of "talented young Ca- nadians." More than half of them were depen- dents. Only l0 per cent had any professional qualifications.

Meanwhile, a report from N.E.S.'s ‘Execu- tive and Professional Division shows that Cana- dian industry is employing a higher proportion over before. Only a little more than 900 graduates were still looking for jobs on August 1, out of a total graduation of more than 16,000. This placement (94 per cent) is better than any previous yepr. Usually as many as 10 per cent aro still looking for employment in the fall. Hardest to place this year are the graduates in arts, pass B.Sc’s (though not honor B.Sc’s) and those in commerce, business, and finance.

Graduates in agricultural science seem to have been in greater demand than ever before. This year's class of about 1,000 was four times the normal graduation, but nearly all of them have been placed. The proportion of graduates was highest in the Prairies but many job open- ings were in the Central Provinces.

ln the Maritimes as a whole, the service knows of only 61 of this year's graduates who are "looking for jobs. .

- Under the above heading the Ottawa Jour- nal quotes a Canadian Press report to the effect that farming is still about Canada's biggest busi- ness. This despite the great growth in manu- facturing in this country in recent years and the new importance of mining and other primary industries. lt is claimed that more than six billion dollars has been invested by farmers in land, livestock and buildings and that in an average year Canadian farm produce is worth more than a billion and a half dollars.

The story points out that this income is not gravy to the farmer alone, that the men who till the soil and produce food provide thou- sands of urban jobs. They spend millions of dollars a year on machinery alone and a recent estimate placed the cost of mechanizing a 150- acre farm at $5,190. They have to purchase prac- tically everything that an average urban house- hold needs plus this machinery, fertilizers, feed, gasoline, tools and livestock to renew their herds.

Our farmers are also possibly the largest contributors to Canada's world trade. Wheat alone will bring about $380,000,000 into this country, but in addition cheese, bacon, eggs, other grains and seeds may well bring the total of export dollars earned by Canadian farm products to half a billion dollars this year.

Because most forming is in small units in the East, and factories and other industries grow larger, there- is o tendency tgminimize the place agriculture still holds in Canadian economy. The fact is that it is as true today as it was 50 years ago that without a prosperous agricul- tural industry in this country it would be im- possible to keep the present standard of living or general high-level of economy.

Ilationai Scholarship Plan

Much interest has been aroused by the

proposal before the Massey Commission on Arts and Sciences by Major-General Burns, Assistant Deputy Minister of Veterans’ Affairs, for a na- tional scholarship policy. Canada's rehabilitation program has provided grants to-60,000 student veterans, apart from 100,000 veterans who took vocational training courses. lt has given finan- cial help to universities in expanding their fa- cilities. The universities are now physically able to accommodate the larger number of students coming from lower schools, but their budget are being slashed because of falling receipts from D.V.A. Fees are already so high that equality of opportunity is being denied to young people ln straitenod circumstances. Yet as a restricted experiment in national scholarships, tho D.V.A. grunts have been successful. Tho financial bar has been lifted for many who would havo been unable otherwise to complete their educations. Veteran graduates have been filling responsible jobs and starting new enterprises in on active economy that needs their contributions for its continued expansion.

on universities and research, and the grants would be available to provincial advisory com- mittees. Adoption of this policy would give prac- tical recognition to the fact that universities benefit the whole nation. Encouragement of pra- fessional training, already part of the national health program, would fallow logically from the government's concern with Canada's industry, trade, and social welfare. in addition, it would be a defence measure, since today the armed forces require a largo proportion of university graduates among their recruits.

Whiir pasteurization of milk is becoming more and more popular in cities, and towns it is not so common in the country or seaside resorts. A harried housewife wrote to Stratford Beacon-Herald on the subject, and was favored with this reply: it is well known that pasteurized milk is the only safe milk, yet it is not always possible to obtain the commercially pasteurized product at vacation spots. Therefore, some‘ way must be found to make milk safe for human consumption-some method of home pasteuriza- tion must be found. There are quite a few home- posteurizotion methods, but the Health League of Canada suggests the following method as easy and effective: Us a double boiler. Put enough cold water in the bottom pot to touch tho lower part of the top utensil which then should bo half-filled with cold milk. Bring tho water to a boil and keep it boiling for sight minutes. Thon cool the milk as rapidly as pos-

sible; bottle it and put it in the refrigerator, or whatever cold storage system is available. »_

A Dutch girl, visiting England for the first-time, stayed in our home for a few days and we did what we could do make her com- fortable. Living with us like that, she was able to see some of the problems of housekeeping in England these days, and to say that she was mystified puts it mildly.

"l don't understand,“ she said. when we mentioned just a few of the necessities of life which ore still strictly on the ration —- things like meat, butter and other fats, eggs, tea, sugar and so on. “During the war" (went an our Dutch friend, trying to explain just why she was so puzzled) — "during the war. Holland was oc- cupied by the Germans for all those years, and then we were saved ‘by the English, the Canad- ians and Americans . . . And now, in Holland. nothing is rationed- in England, everything is rationed . . . I don't understand . . ." Well. she needn't worry, — not many of us understand, either. All along we thought we were on the winning side at the end of the war, but it is a temptation some- times to wonder if it. was worth it. A moment's thought about some of the things that happened in the occupied countries is en- ough to make us realise that it WAS worth it, of course, but . There is always somebody saying that they have just come back from a holiday in France, or Belgium, or some other continent- al country, and saying how fine things are over there. Sin-We hear reports that there is a plan afoot to make Robinson's (Rustico) Island n part of the Na- tional Park coastal highway, link- lng it to Brackley and North Rustlco by bridges. As Yankee vacationers we ‘have of course no voice in the matter; but there might be other; \vho would agree to an alternate sug- gestian: Why not keep it on it is-or at. lust build only one bridge, and a simple country road? This is only our second summer here (we hope for many more) and today was the first day we decided on a bit of mild "oxploration",—-o picnic and swim on that lovely. barren, appealing island we'd de- scrlecl time and again on our fishing trips. Words would fail me lf I tried to describe the thrill of paddling out through a bit of deep and tricky tide-of tramplniz over the island, of swimming and shouting and racing in all-too-rore solitude and with no fear of dis- turblng athers—of being absolutely alone, and knowing we are alone. with no sign of civilization. We dream of camping overnight next year. Prince Edward Island has many wonderful beaches accessible to all by car or bus or bike. The real beauty and use of this barren strip would be destroyed by a highway. Why not keep it as it is~—a place for those who love a bit of od- venture and solitude, and find the trouble is not the least part of the fun?

Meanwhile, Englishmen up and down the country note the pas- sage of time with the beginning of yet another soccer season. The sporting seasons mark the march- ing on of the months as surely as any calendar. The first Satur- day afternoon professional games attracted just over a million spec- tators in sweltering weather which was far more appropriate to the more leisurely cricket. Hut cricket is on its way out for another year: the last Championship games nrc being played; it's n time of ro- gret and almost sadness for the fans, and e reminder to every- body else to make the most of what fine weather remains. For when cricket ends, the lost dnyn o! summer are not far behind.‘

The Toronto pop s still are discussing, with wonderment and indeed some anxiety, the strange ease of the Thirty Beauties.

Toronto was engaged last week in the solemn business of choos- ing n "Miss Canada" and 30 ss- sorted lovely ladies hnd entered the competition. There were blondes, brunettes, red-heah. there were petite models and tall. queenly figures, but all thirty hurl one qualification in common — Providence had designed them with the modermbathing suit in mind.

Promoters of the enterprise thought this was a “natural" and took Maple Leaf Gardens for two nights. inviting the public to pay their money to see the beauties put through their paces. They were to sing, dance. display their culture as well as their persons. But when the first evening came the people stayed away in multi- tudes. There were fewer than is thousand spectators — most of them relatives and friends of the contestants — and the 3O lovely creatures paraded the stage be- fore 12.000 empty seats. So com- plete was the public indifference that the show was wound up in one evening-a queen chosen and crowned, and that was llf-ll.

The Toronto Star, noting this extraordinary occurrence. reports that the some evening nearly 7,000 men and women af Toronto as- sembled ln another place to see l8 baseball players in action. “All of these athletes," the Star re- marks. "were fully clothed." none would have qualified for a male beauty contest and some had tacep "that only a mother could love.’ But as a box-office attraction the ball players outdrew the beauties l0 to one. "
