Last night, while M. Tisza, Hungarian Prime Minister, was entertaining Andrassy and a number of the members of the delega- tion, a bombshell exploded in an alley between the fortress and theatre, and the minister’s palace. An examination of the fragments showed the bomb to have been charged with dynamite. The windows of the palace were shattered, but nobody was hurt. ‘There is no clue to the perpetrators. There is no foundation for the’ statement that Russia will accept the declaration of the Porte, acknowledging the validity of the un- moditied portion of the Treaty of San Stefano in lieu of the treaty.

A despatch to the ‘‘Standard” says, Fort Mahoud Azim, otherwise called Kharum Fort, was occupied by the British forces yesterday; The Afghan garrison fled to Piewar at the northern extremity of tho Khurum valley; where they are expected to resist any further advance of General Roberts. One dismantled gun was found in the fort.

Our Washington Letter.

WASHINGTON, D. C., Nov. 27, 1878.

Secretary of War McCrary takes occa- sion in his annual report—which was read and discussed at the last Cabinet meeting—to ven- tilate his pet hobby of educating the rank and tile of the Army, and of establishing schools for the soldiers for that purpose. Other inter- esting passages in his report are those in which he asks Congress to legalize his action in furnishing supplies to the yellow fever suf- ferers and to reimburse the Army for those supplies, and asks for the passage of a bill giving a pension to the-widow of Lieut. Ben- ner, who died wile in charge of the yellow fever relief boat. It would seem that such a bill could scarcely meet wit opposition from any source. Mrs, Benner is not entitled to a pension under the law, as her husband did not die while performing military duty ; but he was engagec: in a common cause of humanity, which not one man in a thousand would have undertaken voluntarily, but which all appre- ciated and applauded. Surely the widow and fatherless children of such a hero should be cared for in their helplessness. Their dead loved one must needs have been one who would have shielded them from all danger and hardship had he lived ; but, having given his life for thousands of his fellow-beings, the least a grateful people can do is to care for the dear ones left.

The President and Cabinet are now meeting nearly every day to confer together -concerning the President’s annual message and the recom- mendations to be made to Congress in the various Department reports. The message is to contain a full history of what is known as the President’s Southern Policy, mention of specie payment resumption, silver money and the fishery award, to which latter subject the report of Secretary of State Evarts is chiefly confined.

A notable wedding occured here last week— the most interesting one that has delighted our public for manya day. ‘The bride was Ad- miral Radford’s daughter, the young lady who so nearly met her death lest year by being thrown from a horse while riding with an equesterian party; and the groom was Hiada- mier de Meissrer, the second Secretary of the Russian Legation, The peculiar feature of the wedding was, that two marriage ceremonies were necessary, one according to the creed of the Greek Church and the other the Episcopal service. Asa member of the former Church, the groom was required to partake of the sac- rament as near the wedding day as_ possible, and, therefore, went to New York to com. munion the Sunday before his marriage, and Father Byeming accompanied him back to

which was read in Russian instead of Greek. The service has never been performed here be- fore, and was, accordingly, of the greatest in- terest to the favored few who were admitted— for it was not an ostentatious affair. There is no Greek Church here, and this service was, therefore, performed at Admiral Radford’s house. An altar was arranged, and one curi- ous scene in the course of the service was, when the bride and groom marched round the alter, each holding on end of the priests’robe. The bride and each bridesmaid at one time carried a lighted candle. For awhile the bride had to stand alone on a piece of pink satin, and again two of the groomsmen held crowns over the heads of the happy pair. This unique ceremony occupied over an hour's time, and when it was ended the half married couple proceeded at once to the Church of the Ascension, where the beautiful Episcopal ser- vice was read in the presence of a host of friends and relatives. The first ceremony was only witnessed by the bride’s relatives and a few intimate friends and members of the dip- matic corps.

Mr. Cartwright’s Neglect.

Some provision should have been made to meet coming engagements. Money has to be paid in January, and it was not prudent of Mr. Cartwright to allow September to pass without having made any provision to meet his engagements. This plea that the Reform- ers did not expect to be beaten is not enough. Whether they were beaten or not, that was no reason why the Finance Minister should not have made preparations to meet his engage- ments. But we cannot entertain the charges that Mr. Cartwright purposely neglected to do this in order to embarrass the incoming Ad- ministration. Mr. Cartwright did not, we be- lieve, expect that the Reformers would have been beaten. There was neglect on his part, no doubt ; neglect, too, which approached the culpable, but we do not believe that it was done to throw obstacles in the way of the Conservatives, because he did not expect the Conservatives would win.” ~——@ 600 a --

Bank Returns.

The Canada Gazette of Saturday brings us the bank returns for October. They cannot be said to reveal any improvement in business, as we have at first sight a decrease of $1,408,073 in liabilities, and of $1,781,566 in asseta, though circulation shows an increase of $562, - 888; the item, however, remains $1,526,000 below the figures for the corresponding month last year, and $1,585,000 below those in Oc- tober, 1876. Deposits are unfavorable all over. Government deposits have decreased no less than $919,790, much the greater part be- ing in those of the Provincia! Governments, Private deposits also have fallen off; there is a decrease of $456.492 in those payable on de- mand, and of $83,857 in those payable at no- tice. The amounts due to other banks have decrease1—those due to banks in Canada by $248,775, and those to banks in the United Kingdom and foreign countries by $262,134. On the other side of the account we find a de- crease of $275,598 in the amount due to banks in Canada, and of $195,196 in_ those due by banks or agencies in_ the United Kingdom or foreign countries—thus leaving their relative liabilities much as_ be- fore. The total amount under discount, in the shape of loans to governments, corpora- tions, on bank stock and bonds, over-due debts and notes current has decreased $614,- 533° during the mouth, of which decrease $580,601 is to be found in notes current, and $183,200 in loans on bank stock. The amount of notes current is $6,350,000 less than in the corresponding month last year, and $6,888,000 less than in October, 1877. The amount of over-due notes unsecured has decreased $42,- 088, and is $581,000 less than in the corres- ponding month last year. The amount of specie held has increased $118,000, and that of Dominion notes $103,000. It is thus evident that business is not extending ; but also that the position of the banks is strengthening, and that they are likely to be in a good posi- tion to meet any emergencies should they arise.

Miss Machin, !ate matron general of the Montreal Hospi:al, has been appointed super- intendent and matron: of St. Bartholomew’s, London, England.

The Minister of Inland Revenue contem- plates reducing the number of districts for the inspection of weights and measures to get rid of a number of inspectors.

Mr. McDougall is still at ‘Ottawa awaiting the return of some of the Ministers. In re- sponse to inquiries made, he stated that it has not been finally decided that he is to take the Speakership of the Commons.

The Vice-Regal visit engrosses the attention of the entire commynity of Montreal. The party will arrive there: to-day at noon. The military will probably receive them at the depot in abody. ‘The ball takes place on Friday night. ‘there will probably be a review of the volunteer forces on Saturday anda levee in the evening.

Mr. W. H. Walker, of Ottawa, manager of the Dominion Plumbago Company, whose mines and works are near Ottawa, has received the decoration of Knight of the Legion of Hon- or from the French Government because of his having developed a new enterprise in a new country, surpassing in results those of the old communities and whose produgts stand first in every class at the exposition. Her Majesty has suspended the rule, forbidding British sub- jects to receive foreign decorations, in Mr, Walker's case.

Says the Detroit ‘‘Free Press :’—‘*‘Lord Lorne will rule over a dominion that has some aspirations to becoming a great country yet. The introduction of the National Policy, or ‘Canada for the Canadians’ idea, shows that the people of the Dominion feel quite inde

ent, and imagine they can go alone without Salp from any one. Canada is no doubt doing as wellas could be expected. Its commer- cial marine is increasing at the rate of 50,000 tons per annum, and now ranks fifth among te nations, surpassing that of France, Spain, or Germany, and nearly equalling that of Norway and Italy. In railway mi Canada ranks eighth, having 5,700 miles of railway, or one mile to each 690 persons, while Great Britain has only one mile to every 1,800. The Canadian fisheries, not including Newfound- land, which does not yet form a part of the Dominion, employ some 1,400 vessels, 22.000 a ‘ag 52,000 men, and over $3,500,000 of capital,”
