St. Pethcr's Cathedral Choir were guests at a most enjoyable supper and social occasion on Wednesday evening. February 20. under the sponsorship of the l.adir:' Guild of St. Peter's, in the Cdthcdral Hall.

After the choir members and guests had sat down to a delic-

ious supper, some interesting contests were indulged in by all present.

A presentation to Miss Suzanne Brenton, the popular Cathedral hrganist. was made by the Rev. Canon Malone on behalf of the sponsoring ladies. to which Miss Brenton responded appropriately.

Mr. Hauler devoted most of his highly interesting talk to telling of conditions in Africa from which continent he has recently return- ed. He travelled all the way by sea and said the only land seen in 17 days was Ascension Island where the United States Air Force had a bass during the war years. In speaking of the present conflict in South Africa he stated the fight: was between East Indians and Af- rican natives.

The Indians had originally been brought into the country for plant- ation work and were left there. They multiplied rapidly and the Africans maintain that they are being "gypped" by those they con- sider lnterlopers.

The guest speaker said one of the causes of trouble was lack of religious unity. About half the pop- ulation belong to the Dutch Re- formed Church while the other half arodlvlded among 28 other denominations. Following his talk he showed colored films displaying

Mr. Farmer then went on,to say: "It could happen that the Board of Trade may find it nee , to deal with matters having a relat- ion either directly or indirectly with the Government of the City if such a siluatlonv arose, it is possible that my position as Pres- ident of the Charlottetown Board of Trade and as a City Councillor would have conflicting interests. To avoid any such situation which might either detract from the ef- ficieney of the Board of Trade or take from.me that freedom. of act- ion which is so linked up with our system ,of Government, I felt it only proper that I should tender my resignation as President of the Board of Trade."

There is no cause for alarm among cattlemen of this Province at present, announced Mr. W. R. Shaw. Deputy Minister of Agri- culture. in regard to the report of the cattle disease outbreak in the Regina area.

A recent outbreak of an, as yet undetermined cattle disease. quite possibly a serious case of stomatitis. has sent laboratory experts in Hull. Quebec scurry- ing to find out the answer.

Mr. Shaw added. that if the recent plague was determined to be he dreaded Mexican hoof and mouth disease. prevalent in Mex- ico a few years ago, there would be slight chance of it. spreading here. in all probability, he stated. the Government would place an embargo on all grain being ship- ped from the infected areas thus preventing any chance of the disease being communicated by infected feed.

One of the most. feared of all livestock diseases, it 55 found world-wide with the exception of two countries. Australia and New Zealand. in the last 62 years there have been nine major epi- demics in the U. 5., last. being in 1932.

. The last known outbreak was "1 M9300 in 1946. when upon request of the Mexican Govern. ment the U. S. sent a team of veterinarians across the border to aid Mexican authorities in Stamping it out. Valuation notices in connection with the 1052 Civic assessments arg now being delivered to Char- lottetown taxpayers. There is considerable change in the value of land and buildings, amounting in all to an increase of over eight million dollars.

inquiries have been received with regard to the basis on which the new valuations were made. The following information on this matter has been received through the City Clerk's office from His Worship Mayor Stewart and Pi- nance Chairman Johnsto :

"As already stated by previous Councils. there existed a grave inequality in this particular branch of civic government, and to set the assesament on u fair and equitable basis. a Board was 3'PD0l"Wd. consisting of Messrs. ”How the present values are arrived at is contained in the report of the Board." The state- ment goes on to cite the follow- ing figures from the Board's re- port:

1951 Assessment: Real estate. 311,076,600; personal property, :4,- 1IB.800; total, 315,215,400.

New Assessment: Real estate, 316,774,750; personal property, 36,- s9a,'ioo; total, 323,473,450. repre- senting an increase of 38,258,350.

"This increase," the states, "in the natural course of events could result in a reduc- tion of the tax rate." '

Appointed In 1950

The Board was appointed on April 24. 1950, and after com- pleting its valuation reported to the City Council on December 15 last. After outlining the pre- liminary steps taken, the report goes on to say that all individual lots were measured and the frontage and depth in feet re- corded, and all residential build- ings measured for ground floor

A record was compiled of all extras over and above the stand- ard specification for each type and grade consisting principally of dormer windows,masonry con- struction, type of heating, con- crete fioors in basement, built-in garages. hardwood floors. porch- es with foundations and base- ments, and porches on posts or blocks with no basement. In like manner. credits were recorded of all deductions of any of the above extras from the standard specifications.

Commercial Buildings

All commercial buildings were typed and graded as follows: Number of stories; type of con- struction; stores with apartments or offices above; complete stores only; manufacturing plants; ser- vice stations. etc.
