An interesting review of fishery I problems in Prince Edward Island, with suggestions to: the jmpfgve. rnent of existing conditions, was do. livered at the Board of Trade an. ~ nual meeting last night by Mr: W. F. Tidmarsh. Following l3 the text of Mr. ‘rldmarshs remarks: Mr. President and gentlemen: At the beginning of this address _ I wish to emphasize that it deals with the fisheries. of Prince Edward Island only, with one disgtession in relation to the lobster fishery, in which statistics for the Maritime Provinces and Magdalen Islands an given.

Ground fish, consisting of cod, bake, and haddock, in curing and marketing being relatively tho some, I have grouped as cod, this being the most abundant of the group.

The Lobster I-‘ishcry

! will ﬁrst deal with the lobster fishery, whirh is by far the rnost important of our fishing industries. It is also l/Ilit only fishing ‘industry that is exempt from seasonal chang- es, that hamper tho other branches.

' The yearly monetary value rep- resents '12 per cent. of the total value of the fisheries oi the Pro- vince. It furnishes each year om- plcyment for over 2,600 fishermen. and 1,500 persons are employed in . the canning establishments. e-rn ing approximately $8,000.00 yearly , It is regrettable that such an im- portant industry is showing dislnct signs oi‘ decline.

The lobster pack. in ibis Province. was 30.848 cases in 109i, compar- ed with 92,608 cases in 1938, as against 44.890 in 1980. This discloses a decrease of 2,265 cases, when 1984 is compared with 1933, and a de- crease of 14.14?! cases between tho Wars i934 and 1902.

Decline Genera-l s‘ ‘ ‘ Maritime:

Nor is the decline in the lobster fishery conﬁned to Prince Edward Island. It is general throughout tho Maritime Provinces as is shown by the following figures recently re- leased.

114,773 cases were produced in 1934, compared with 120,454 cases put up in 1933, and 164.681 cases in 1932. This shows a decrease in the hack of 5,681 cases as compared with 1088, and 50,208 cases as com- pared with 1932. If this decline is not arrested this valuable industry will, in process of time, become commercially extinct.

All animal life instinctively seeks areas where food and protection from natural enemies may be found. Codfish is the greatest natural en- emy of the lobster. In tho Straits of Northumberlmd, from Cslpe Bear to West Point, there are practically no codfish, and there branding lobsters may be found in large quantities. The conditions are ideal, from a biological viewpoint, for the propukntion of lobsters. Research Results

Biological research has discov- ered that the eggs develop within the body of the female lobster im- mediately after moulting, and it is some days before the fertilized eggs are extruded on the swim- mereltts. In District No. 8 the fish- ing season is from August 1B to October 16, which covers the uwultlnz season, and the potential life of millions of lobsters is de- stroyed while the elzgs are con- cealed within the body.

In the interest of the protection 0f the fishery the season in Dis. trict No. B should be made to con- form to the other sections of the Province-namely from May 1st to June 30th. The measures advo- cated for protection may appear dTum- but "my are absolutely "W958"? if the industry is to be passed on to posterity as an ec0n_ omic entity.

THE OYSTER. FISHERY

Several sections of barren bee- toms were selected in Richmond and Malneque Bays. where the hmmls Mlllllﬁque oyster once thrived. Each bed contains about 4% acres. These beds were seeded with small oysters. ‘The results have been highly satisfactory.

At the opening of the fishing season this fall it was estimated that approximately each acre had Produced 800 bushels of market- able oysters. I am informed that the wrouuut of these beds is sold on the open market. and the pro- ceeds credited to the beds, so that the commercial value may be u- certainsd.

This industry lends itself to oc- operation of ths primary pro- ducer. Fishermen should be en- couraged to form co-operativc companies. Tho combined efforts of a small company of young, sn- ergetio fishermen, should in a few years create an industry, under their own control, that would give thorn remunsrativs employment for the not of their lives.

THE COD ‘FISHER!

This industry has been for many Years past and is now in an un- developed condltion. Codfish, at certain seasons of the year; are found in large quantities in the waters adjacent to the Province. Due to the fact that this specie is generally distributed in northern latitudes, in many parts of the world, it is more competitive, and hence has been more seriously 851661-94 by the world wide depres- sion than most any other fishery. There are other causes that oper- ate against this fishery. Seasonal changes make it impossible to pro- cure a continuous supply, which is

absolutely essential to the success- ful operation of a fresh fish plant.

There is little prospect that a large fresh fish and curing plant will be established here, in the near future at least, and possibly never. If a supply can be assured to warrant the investment of cap- ital, plants for salt-curing and canning, without doubt, would be established in convenient centres, preferably where rail communica- tion is available, which would fur- nish a ready market for the in- creased production at market prices.

Gov’t. Assistance Needed

To develop the cod fishing in- dustry, in this Province, it is ab- solutely necessary that Govern- ment assistanoe be given to fisher- men, to provide suitable boats and equipment. The Province of Quebec, which administers its own fisheries, to assist its fishermen in providing new equipment grants a bonus of $4.00 per foot for boats. and in addition pays 25% of the cost of equipment. We are not fully informed what is given in the Maritime Provinces, but we know that from eastern ports in the Province of Nova Scotia the Federal Government provides di- rect steamship communication to Boston for live lobsters at a low rate of freight, much below the actual cost of transportation, and the Federal Department assumes the difference. If direct assistance by the Federal Department has been given the fishermen in this Province the public are not aware of it.

If the Chief Superintendent of Fisheries, in this Province, if not officially, then as a patriotic ges- ture, would find out what assist- ance the Fishery Department is giving to fishermen in the other Provinces, and use his influence to procure an equivalent for the fishermen of this Province, it would merit public appreciation.

Our representatives, in the Fed- eral Parliament, should make an exhaustive enquiry, to find out what the Federal Government is doing to assist the fishing popu- lation in the other Provinces of Canada, and insist on an equiv- alent to the industry in this Prov- ince. This effort is long over-due.

To put the fishing population in a position to earn an honest live- lihood would be an economic proposition. It would eliminate the necessity of furnishing direct sus- tenance, which if continuous can- not fail, in process of time. t0 create an under-privileged class with an inferiority complex. re- ducing the recipient to a 4168609!“ ate obsequious creature of the State, without initiative, without pride, and without ambition; and this applies, with equal force, to every occupation.

THE SCALLOP FISHER!‘

A survey by the Federal Del)!"- mem of Fisheries resulted in the discovery of scallop beds, distribut- ed generally in the coastal waters of the Province. The largest bed in the Maritime Provinces was located between Georgetown and Murray l-larbor. Its extent is 5 miles in length and its width 2 miles. This fishery is certainly capable of de-

velopment, and its possibilities should be investigated. It is quite an important industry in Nova

Bcotla. In Digby. alone. 2b boats were operating during the fall of 1934, the value of the catch, some days, aggregatin! $3,000.00.

The boats used for this fishery are somewhat larger than those used in the inshore fishery, meas- uring in length 30 to 35 feet, and width about 9 feet. The cost of hoat and equipment is approxim- ately $2,500.00. The principle wa- son for fishing is during the fall months. In this Province at. least. between East Point and Cape Bear, during most years, fishing could be carried on up to the last, of De- cember.

The initial cost is high. when compared with other branches of the shore fisheries, but could he managed by co-partnership com- panics.

The ed crab of Japan, owing in its keeping quality, and perfect methods of packing, though far in- ferior in ﬂavour to calmed lob- sters, almost succeeded in driving that product off the market. An improvement in the quality alone prevented it.

Training Too Short

From the information before me, it appears that the United King- dom is rather backward in fishery education. It consists chiefly of selecting a few intelligent. young fishermen from the different fish- ing centres and taking them to u central school, where they are giv- en a technical training for a few weeks. Each student receives a cer- tain sum of money to defray ex- penses. In Canada the Department of Fisheries has, in the Maritime Provinces at least, adopted a sim- ilar system. Tho training is entire- ly technical and of too short dur- ation to be of much value. Theor- etlcally it was assumed the stu- dents would, on return to their re- spective oommunities, impart the knowledge they had acquired to their fellows. It is doubtful if the results have measured up to the expectation. The term is too short to give the students sufficient ground work to act as instructors, unless supplemented by a system that would furnish a stimulus for further mental development. Tech- nical education as an initial step is useful, but it is in its applica- tion perfunctory. Much more is re- quired.

The youth in the fishing com- munities, receives in the public schools a. primary education. After leaving school. at the age of about l4 years, there is no incentive to further study. Mental development ceases. What is learned in school is forgotten, and, in most cases, they revert to the monotonous life in which, through educational ne- glect, their forebears have existed for many generations.

Comprehensive System

The best, method of fishery edu- cation that I know of is that de- vised and put in operation by the extension department of the Uni- versity of St. Francis Xavier in Antigonish, Nova Scotia. It is a. comprehensive but simple system, reaching direct to the fishing population in a manner which ap- peals to their understanding, and receives their sympathetic co-op- oration. It provides practical ad- vice and instruction, that is help- ful in matters of livelihood. 1t en- courages self-help and personal effort. If a community can once be induced to shake off listlessness or despondency, and adopt mutual active social endeavour, further educational possibilities will neces- sarily unfold themselves.

As a first move it was decided to organize ,study groups among the fishennen, the subject being their own immediate problems. Someone acquainted with the Pal‘- tlcular district would address an assembly of inhabitants in the lo- cal hall or schoolhouse, and point out to the audience some way in which they might improve their condition. After the groups are formed suitable literature is sup- plied. The groups are visited by the instructors from time to time, pro- gress noted and advice given. The progress in intellectual develop- ment has far exceeded the expec- tations of tho promoters.

An Important Factor

In any scheme of fishery educa- tion the female ‘element must not be overlooked. Competent instruct- ors of the right type should be em- ployed to instruct the mothers and daughters in the fishing commun- ities, in domestic science and household economy, following the same methods as was used in the organization of the male groups. I consider this an absolute necessity, correlative to the proper function- ing of an educational system. Edu- cate the fishermen, raise them above the sordid environment in which circumstance has placed them, and there will soon evolve a prosperous, progressive, industrious community of contented, happy, intelligent beings.

I would suggest that the Provin- cial Government be approached and urgently requested to estab- lish a Department of Fishery Fidu- cation in connection with Prince of Wales College. I have no doubt, if approached, the Federal Gov- ernment would grant a aubvention to liquidate the cost.

The following appeared as an editorial in the Regina leader Post of Dec. 27th:

“Congratulations will flow to Archbishop McGuigan, head of the Roman Catholic archdiocese of RA- gina, who has been selected by the Supreme Pontiif of his church as successor to Archbishop Neil Mc- Neil as head of the highly impor- tant archdiocese of 'I‘oronto. Here is the highest post in the English- speaking section of the Roman Ca- tholic Church in Canada, and it goes to one of the youngest admiri- istrators in the church. Archbishop McGuigan is only 40.

This is the second time recently that high honor has come to a Saskatchewan prelate in the Roman church, for it was not long ago that Bishop Vllleneuve of Gravelbourg was made Archbishop of Quebec and Cardinal of the church in Can- ada, in line for the Papacy itself. These two appointments would seem a. tribute to administrative ability as also to spiritual ardcr.

Archbishop McGuigan will he missed in Regina and throughout his large archdiocese. He has dis- tinguished himself in the post to which he came from Edmonton less than five years ago — and distin- guished himself ilnder handicaps. No one could have taken over a charge under more difficult condi- tions. The depression was under way, and drought conditions were exerting themselves on southern prairies. Dr. McGuigan applied himself to a policy of economy, re- trenchment and careful manage- ment generally in administration. He appears to have stamped him- self as one of the ablest administra- tors his church in Canada has known.

Yet he did not mark time. He applied himself assiduously to cul- tivate the spiritual welfare of his people. He has been a dynamic force in the spiritual as well as the executive leadership of his flock. He has infused life and ardor into the souls of his people. He has emphasized the place of consistent, living Christianity,

Archbishop McGuigan will be missed not just by his own com- munion. All branches of the Christ- ian church have regarded him from the beginning as a courtly gentle- man, broad, sympathetic and kindly in his viewpoints.

Grocery Trade Has Good Xmas

The grocery trade has enjoyed one of the best Christmas seasons in years, says Canadian Grocer in its current issue. If the theory has been correct that the main reason for the business slump of the past four years was that the people were hanging on to their money because of the uncertain future, then it would look as if the depression is over. Certainly business on the Whole in i934 has shown a consider- able improvement over the Previous year. Carloadlngs and employment were both well up and there were many other favorable indices. A great many prices of primary prod- ucts have increased during the year. Wheat is higher, so is gold and sil- ver, hogs and practically all grains. Fruit crops were on the whole short and prices were up. There am still a few weak spots. but when one compares the situation at the year come to no other conclusion than that " has been a steadv im-

General conditions im- prove with advancing markets so that there is every reason to look forward to an even better situation in the coming year. One of the weak spots in the gro- cery market today is canned toma- toes. The heavy carry-over and the substantial pack of the past sea- son are responsible. It would ap- pear that with the slowing up in demand in the last month or tWO. independent canners have become still more anxious to get rid of their packs and prices have been sagging. On the other hand. both peas and corn are ﬁrm. All canned fruits have shown substantial advances and are not likely to recede. Whe- ther or not jams and marmalades will go up depends largely on the establishment of the proposed new jam code. This is still being turned over by the new Dominion Market- ing Board at Ottawa. Christmas trade in retail hard- ware stores was in good volume this year. and had better sales totals than last year. Demand for higher quality gifts was more apparent than in 1933. ‘fin many stores, light stocks of gift merchandise are ‘being carried over. Inventories are being listed lnw ill many stores, and stocks are being checked over after the brisk sales period just closed.

In the majority of retail hard- ware stores, sales volume for 1934 is above that of last your. Many factors which inﬂuence hardware business arc more encouraging now than at. the close of 1033. Pros- pects for 1035 trade are therefore brighter than they wow: a year ago. The general improvement which has marked the past twelve months is expected to continue and be re- fiected in increased sales of hurd- ware.

The company has been consistently profitable throughout the depression, making over 14 per cent net profit in I964. The five executives are paid $56,000 a year. l The Commission today inter- rupted its invmtigation of the lnlll- ing and baking industry to invert to the canning business. H. J. Big- ger. general manager for Canada. of the American Con Co. and of- flcials of Canadian Canners Ltd, were on the stand. Although the commission sat an extra/hour, the canning evidence was not completed.

Challenges Auditors’ Figures

To combat Pardoek" accusation of “dlshonesty," thl auditors will go on the stand tomor- row morning. “I never saw a set of ﬁgures that lie mole and tell les," Pardoe ex- claimed, referring to a section of the auditors’ report which said tho company had net profits of $2.063,- 000 in the last ﬁve years. He con- tended a figure of $1,200,000 profit on the sale of a can factory ail Simcoe, 0nt., should not have been included, charging the auditors took the item “from an honest place, where I put it, to a dishonest place." Pardoe was warrrd by Norman Sommerville, commission counsel, to moderate his language and after considerable cross-fire between them, it was decided to recall the auditors and clear the atmosphere.

Earlier in the day, H. J. Bigger of the American Can Co. said he had no personal knowledge of any international tin plate cartel with headquarters in Wales. He and two oﬂloials of the whittall Can Co. E. S. “fhittall and D. H. McFarland, agreed that Wﬂlsh tinplate prices seldom varied more than a penny or two but they had no evidence of a. cartel, the existence of which has been alleged many times.

The two can companies have about 85 per cent of tho Canadian market and Whittall said his com- pany waited until the American set its prices, then followed suit.

Blggar told the commission it was his opinion that Richard Homas, Co. Ltd. of Wales started a subsi- diary plant at sarnia, Ont, a year ago as a blind. It uzas established, hr understood, to retain duties against American tinplate. Person- ally, he would not care if lhe duties were abolished.
