MISSION FOR. CHILDREN 7- The first of three missions to be held at the Church of the Most Holy Redeemer within the next three weeks commenced yesterday. The mission now under way is for the children and is of three days’ duration. A women's mis- sion will commence next Sunday and on! week later a mission for the i.'ncn,of the parish will be started. Fluid milk and ice cream op- erations were satisfactory. but I fail in both export and domestic sales and prices of manufactured products out net income of The Borden Company in Canada from 2.77 cents on the sales dollar in 1948 to 1.5 cents last year. This is revealed by Theodore G. Monta- gue. president of the parent com- pany in his annual report to stock- holders and employees, released today.

The Canadian Company. Mr. Montague said, “is proceeding with a program of modernization in- voiving substantial expenditures for new delivery and rcfrigeratin: equipment."

Sales of The Borden Company and its consolidated subsidiaries. including the Canadian fii-rn, were $813,763,267 last year, about 5.5 per cent less than the 1948 record of $649,592,375. Over-all volume of goods sold was maintained and the reduction in dollar sales. he said, was th result of lower sell- ing prices f r the Company's prin- cipal products.

Net income from all Borden op- erations in Canada. the United States and abroad was $21,890,479, the best in the Company's history and was 14 per cent greater than the 819,179,427 earned in 1948. Earnings were $5.10 per share as compared with $4.46 in the previous year. The rate of profit was 3.57 cents of the sales dollar as com- pared with 2.95 cents in 1948 and the 20 year average of 5.3 cents.

Dividend payments of $11,593,320 were the highest in 18 yurs. Dividends in l949 were $2.70 per share as compared with $2.55 the year before.

Current assets totaled $142,036,- 191 and current liabilities $35.- 382397. Net working capital of 8l06.653,994 was 8735.077 greater than in 1948 and was higher than at any previous year-end. In- ventories att he close of 1949 were S48,989.8l4. a decline of 15 per cent from $57.63d.783 at the end of 1948.

The capital erqenditures pro- gram for 1950 is about $15,900,000 and includes a new budget of $11.- 800.000 combined with a carry-over of some 34.000,000 from previous years. No new large construction projects are planned and the pro- gram consists mainly of motor vehicles and refrigerating equip- ment replacements. Depreciation accruals were $9,861,874 in 1949 or $3,590,508 less’ than the year's capl- iai expenditures of $13,252,380.

“in this address my first words are to expreaato my friends in King's my sincere thanks for the measure of trust and confidence you have placed in me in honor- ing me by sending me to Ottawa to represent you. I assure you, the electors, that I shall do my utmost to fulfill your expectations and my duties as your representative.

"Some 95 nevv.Members came to Ottawa for this twenty-first Par- liament of Canada. I was deeply iinprsed with the friendly and courteous manner we new Mem- bers were received by the Senators and Senior Members, those who had been here in former Parlialmenu. and also by the members of the House of Commons’ Staff. This friendly and courteous environ- ment is of inutlmable value to new Members.

"History has been made in the opening of this Parliament.

‘first: The Liberal Leader, the Honourable L. St. Laurent. has led the largest following to Parlia- ment since Confederation.

.“Secorrdly: We have for the first time seen the new Members of Newfoundland take their seats in this Parliament.

“Thlrdiy: We have the largest man and also the youngest Mem- here who have ever taken their seats.

"During this smien history is being made in the passing of the Bill abolishing appeals to the Privy Council in England. and also the Bill enabling Canada to amend its Constitution without recourse to the United Kingdom Parliament. in Federal matters.

“This Parliament has seen its twelfth Prime Minister since Con- federation and of these twelve. four have been Liberals and eight Conservatives.

“It is significant to note that of the ten Provinces voting in the putt June Election, eight of the ten gave our present leader a majority.

“Referring to the fundamental change in Canada's Constitution: The resolution moved by the Prime Minlster—An Act to Amend the British North America Act, 1867, relating to the Amendment of the Constitution of Canada. This resolution deals with the attributes of Canada as an adult Sovereign State.

“Since Confederation in 1967, it has been found desirable to have amendments made to the British North America Act on eleven oc- casions. In only two cases were amendments sought after consulta- tion with all the Provinces. The first was in 1907. when it was pro- posed to alter the basis of Pro- vincial subsidies. All the Prov- inces were consulted and eight of the then nine Provinces agreed. British Columbia opposed the proposal. The amendment, how- ever, was adopted.

"ln I940 there was an applica- tion to transfer to Parliament the jurisdiction in respect to Unem- ployment Insurance. That amend- ment was- sought after the con-

not consulted at all. In one case, some of the Provinces were con- sultcd (those to be immediately affected by the Amendment). In the other case. all Provincx were consulted. In one case, eight of nine agreeing; in the other. all Provinces agreeing. Reg rdless of these facts. the official gppoeition moved a six months‘ hoist to the Bill. arguing that all the Provinces should first be consulted. I think the great majority of Canadians will realize that the Government took the proper course in enact-, ing this legislation."

The charge came as parliament was preparing to invutigate the case of Dr. Klaus Fuchs. German- born British atomic scientist sen- taiseed to 14 years in jail for espionage on behalf of Soviet Russia. The Standard condemned Strachey at a moment when ad- ditional spy arrests were c2opcct— ed as a result of information given by Fuchs. In replying to the charge, minister dismissed his early espousal of Communist philosophy as the follies of youth and denied that he had ever been a member of Red party.

The death occurred on Feb. 11, 1960. of Mrs. George Publlcover a highly respected and clearly be- loved citizen of North Ruetlco in her 75th year.

She had not enjoyed good health for some time but was able to do some light household tans. It be- came apparent. however’. that she was rapidly becoming worle and in order to obtain canstsnt care. her family took her to the P. E. Island Hospital where despite medical care and nursing she slip- ped away on the above mentioned date.

Mrs. Publicover was a true mother and her thoughts were ever with her family. She was al- ways doing something for them to make than happy. She will be greatly missed in the neighbor- hood where her kindncn was ex- tended‘ to one and all. and her hospitality in her home was known far and near. but it is in the home and within the family circle that the loss will be most felt.

She leava to mourn the fol- lowing sons and daughters who will ever cherish her dear mem- ory. Hedley and Peter Terrlizziclc and Nina, Mrs. Roy Oakley of Niagara Falls. who are the child- ren of her first marriage. The second family are: Annie.
