Rural Mali Services

ln the brief prepared for presentation by the island Boards of Trade before the Royal Com- mission on Transportation a strong case is made out for imp-ovement of our rural mail services. This is a matter which has been neglected to such an extent that to other Provinces -- and no doubt to the Commissioners —- it will seem almost incredible that such conditions should be permitted to exist. in sections of Eastern Kings and Western Prince particularly, the present sys- tern of transport results in delays of twenty-four hours or more in the distribution of mail for these points arriving at Charlottetown and Summer- side. Naturally this situation is a serious handi- cap to business, and heavy losses have occurred where permits for shipment and similar docu- ments have not arrived in time.

By way of illustration the brief points out that all mail destined to points in King's and Queen's Counties east of Charlottetown must first arrive at the Charlottetown postoffice in or- der to be sorted. Mail arriving at Charlottetown on the noon plane from Moncton often does not reach here in time to be dispatched on the train going east at 2.30 p. m. This eastern train runs only once a day, except in winter when there is an early morning train to Souris three days a week, which carries mail for Mount Stewart, Morell, St. Peter's and Souris only. With this very limited exception, all eastern mail ar- riving at the Charlottetown postoffice subse- quent to the making up of the eastern mail to catch this train, must wait for transport by the same train on the following day. This results, in some cases, in a delay of more than twenty-four hours, during which time the mail is lying at the Charlottetown postoffice.

The mail going east on this 2.30 train, or south on the Murray Harbour train at 3.10 p.m. each day, arrives at Souris, Montague, Cardigan, Georgetown, Murray Harbour and Murray River in the evening and is not, as a rule, sent out from these local distributing centres for rural delivery until the following morning. The mails outgoing from these points are carried on trains leaving at an early hour in the morning, so that a reply to incoming mail at these centres cannot be dispatched until about thirty-six hours after the incoming mail arrives. This lengthy delay, coupled with the delay at the Charlotte- town postoffice above mentioned, makes for a total delay which in seine cases amounts to sixty hours.

The western part of the Province is served by airmail three times daily. The evening mail arrives at Summerside on the 6 o'clock plane from Moncton too late to catch the 6.10 p.‘ m. train from Summerside west. Consequently it does not reach areas west of Summerside until, in some cases, late the following evening, thus involving a delay of about twenty-four hours.

The areas between Borden and Charlotte town, and between Charlottetown and Summer- side, encounter somewhat less delay in deliveries; lbut in these areas also it is suggested that trans- port by motor from Charlottetown each evening would eliminate a delay of approximately twenty- four hours.

"The Boards are of opinion," the brief states, "that during the greater part of the year at least, delivery of mails from the central of- fice at Charlottetown to rural distribution centres should‘ be by motor transport." This is a reason- able request, and we cannot conceive that the Commission will turn it down unless some other solution is found for a condition which is a dis- grace to any transportation service, and would Kertainly not be tolerated in any other part of Canada.

Many Canadians, comments an exchange, will agree with the Commission's contention that it is in the long range interests of Great Britain and the Commonwealth to keep up a high Brit- ish content in all the Dominions. But it is not so easy to fall in line with the Commission's suggestions that emigration might be encourag- ed by special inducements and policies.

Experience has shown that the best British immigrants are those who came of their own free will, who were anxious to seek a new home and iiretter opportunities, who were enterprising and llouragous enough to come to this country with- .iut special inducements. They were ready to work hard and to make their own way. They did not expect a land of milk and honey and were prepared to meet the hardships and discomforts in a new country; and they became good and happy Canadians. But those who have been en- couraged to come to this country by rosy pro- mises are not as easily assimilated. llightly or wrongly they have too many illusions about life in Canada. Because they have been urged to come to this country by some government agency they feel they have a clairn to special considera- tion. Often thue are the immigrants who become discontented, who find they are misfits, who only too often return to the Old Country full of bit- terness.

First half of 1949 is over and general busi- ness in Canada has lived up to expectations, ac- cording to a lead article in Hardware and Metal. Retail sales generally have held up well, show- ing slight increases over last year in almost ail lines. "The outlook continues bright," the hard- ware business newspaper declares. "There is no sign of any major decline in business during the latter half of 1949. lt is true that sales in some lines are slowing up, but they had reached ab- normal heights, and are now coming back to what might be termed a more normal level." Women only recommended as British immi- grants to Canada. Sir Frederick W-hyte, in a let- ter to The Times, suggests that British women emigrate to Canada while the men stay at home. He points out that the 1931 census showed a surplus of 1,886,606 women in the United King- dam and a surplus of 372,296 men in Canada. "After the heavy loss of men in their prime since 1914 we cannot afford to send more than a few men to Canada," writes Sir Frederick, former director-general of the English-speaking Union, who holds an honorary degree at McGill Univer- sity. "But we could redress the balance some- what by sending some of our surplus women, to the advantage of the Dominion, and to their own advantage."

High blood pressure is not the savage destroyer it is supposed to be, and many who have it may look forward to 'decades of life with good healthl"' Such are the reassuring con- clusions of the hypertension clinic of the Colum- bia-Presbyterian Medical Center in New York, and of many doctors elsewhere, as reported by Joseph Weitzenkorn in The Reader's Digest for August. Dispelling the fears that beset hyper- tensives-"fears that dominate their lives, close their businesses, exile them to dietary spas and send them cringing to bed"-is now the chief concern of the Columbia-Presbyterian clinic, the author says. Persons with high blood pressure are being told that they have every chance of healthy, happy living and, beyond being advised "to act their age," are having no restrictions

concerned with the degree of pressure. it makes no difference, doctors agree, whether your blood pressure is up a little or a lot. You are no more likely to suffer a stroke or an enlarged heart with a pressure of 250 over 1S0 than with 200 over 120 or 160 over 100. Arterial walls can withstand pressures twice as high as any ever found in hypertension. There is no evidence whatever that the degree of pressure has any- thing to do with cardiac hypertrophy, coronary heart disease, arteriosclerosis, strokes or death itself." When the facts of high blood pressure become common knowledge, the author con- cludes, "a brooding and paralyzing fear should be lifted from the land}!

A chapter in the tragic story of lhe deportation of the Acadians from this Province two centuries ago is contained in the following cxlrnct of a letter from Captain ivilliam Nicholes, of lhe "Duke William" transport, dated Panzaricc. "Under the greatest affliction, l acquaint you, I have been obliged lo leave the Duke William. with 200 French inhabitants on board, from the Island of St. John's, North Am- erica. to sink. about 35 leagues from the Land's End, Wednesday the 13th instant, about four o'clock ln the afternoon. and believe she could not keep above water till eight a! night.

"We sailed from St. John's on the 15th of November; and on the 29th our ship sprung a leak, and in a short time find flvc feet of water in the hold, but. having two spare pumps on board, and a great manv hands to bail, ln about 24 hours gained an her. and kept her in this situation about eight days.

"On the 29th, being moderate. hoisted out the boats and soldered the ship, by which means the leak stopped, so that we could keep her with one pump continually going. having hove everything off the docks and out of the hold, we pos- sibly coul_d, to ease her; but on Monday the 11th the leak broke out again, nnd, notwithstanding the four pumps. rind such a number of hands balling from every hatch- way, they could not keep her, so that by Wednesday morning, about five o'clock, her hold was filled with water. We left off pumping, and we hoisted out the boats with grent difficulty, that in case nny ships came in sight we might save our lives.

"At nine in the morning we saw two ships steering towards us. which gave us great hopes. We hoisted the signal of distress and fired a great many guns, but they hoisted their ensigns and kept awav from us. We then cut away our mninmast to shew them more per- fectly our distress, but they took no notice of us, going clear away.
