That they have | violated every promise made to the people | previous to the election of 1893, and that /the mest gross extravagance exists in the | varioas branches of the public service, has | been conclusively proved by Mr. Stewart. That the affairs of the proviuce are fast drifting to a financial crisis is evident from tne fact that by the end of the term } of the present administration, the public | debt will have reached the enormous sum | of at least $500,000, entailing an expendi- ture for interest of $20,000 per year. If | this state of affairs is allowed to continue, ; it is obvious that financial embarrassment will soon arrive, aud Our autonomy as a province will be moet seriously endangered.

CHURCH AT KELLY’S CROSS.
The parishioners of St. Joseph’s Church. Kelly’s Cross, despite the hard times and the disheartening recollections of so many drawbacks and losses in the past, are thi- fall, under the zealous guidance of the energetic pastor, Rev. D, B. Reid, stil! determined to push forward the work of completion of the new Church, and some two months ago awarded the contract of tinishing the interior of the vestry and parish-room to Messrs. Schurman, Lefur- vev & Co, Summerside. These gentle mep, although having many contracts op hand, do their utmost to give satisfaction, and geserally succeed in doing eo. The workmanship done by Messrs. Creamer Bros., employed by the contractors, is neat and artistically executed, a prevailing feature of these gentlemen’s work. When they have receivad the tinishing touches of the painters brash, the pastor and people of St. Joreph’s can say they have a vestry and parish room secoad to none in design workmanship and finish. To aid the god work, a Basket Social will Le held a Kelly’s Cross cn Tuesday evening, the 22nd inst., when ladies with heavily Jaden baskets and gentlemen with heavily laden wallets will be welcome. A select pro- gramme will be presented. No doubt ihe ladies and gentiemen of St. Joseph’: Parish will repeat the record of the 23r4 December, 1895, ani make that of 1896 the “ Banner Basket Social.”

Is discussing this question we must bear in mind that, owing to our geographical position, we cannot expect to have manufactures or such magnitude as to give employment to our surplus population; neither have we min¢s or minerals to afford work in their development, Our lands are all taken up, and itis manifest that whatever party rules at Ottawa, the svrplus population of this Province must seek employment beyond its shores.
It is, therefore, the duty of the govern- ment to give to the rising generation such a good and efficient education as to fit them for the great race of life wherever their lot may be cast, so that we mav have intelligent and progressive islanders ut at home, as well as “‘succusful islanders abroad”. If bis plan was carried into effect, the trustees who haye quite enouga to do in collecting the amounts voted at the annual sch.o! meetings, would have aditiooa! burdens thrust upon them, with the resalt that contention and strife would ve created in almost every school district othe land. It is a well known fact that when this state of affairs exists ani neigh-
bours wvecome estranged, it takes a long time before the dissatistaction
-bus sroused becomes allayed, and in the meantime education sutiers. Ifthis plan were adopted the rich or well-to-do disirict sould afford to pay for the services of a good teacher, but the poorer district that could not raise the $1:7 would be obliged co submit.to have their children instructed by inferior teachers,—and thus through time they would become “hewers of wood aod drawers of water’ to tbe children of the rich. I feel satisfied that if this plan were carried into effect, one-thied of our s:ools would! be closed from their inability to pay ateacher. It must be remembered that the children of rich parents have not + monopoly in brains, nor are the children of rich districts the custodians of the genius of our youth; but in the most hum- ble homes and in the poorest districts of sur Jand have been found the mo-t_ bril~ liant intellects. By adopting Mr. Stewar’s plan a great number of the schools in which such genius wa3 nurtured and ieveloped would be closed,—the nettle and oriar would be growing over their door
teps, illiteracy would tske the place of intelligence, and ignorance wou'd sup- plent k: ow edg.
It is appareat to me that it 1s the duty of the Govert ment to give tothe youth ot the province an education at least equal to that

I feel that on this point | am expressing the Opinion of the great majority of the people, irrespective of varty. [also claim that it is the duty of the Government to educate the children of the poor district as etliciently as those of the rich, a3 the same sun shines on the varden of the widow as wel] a3 on that of the pruce, and the same refreshing show~- ers invigorate the crops of the humble cottager as those of the millionaire with iis brval acres,—so should the same evei- handed justice be meted out to the poorer d stricts as to the more wealthy.
