The President's Message.
Te President's Message at the open- ing of Congress on Monday last is inter- esting to us, seeing that we divide with the United States the great continent of North America.
On the foreign relations of the Repub- lie, the President ventures to hope that the apparent obstacles confronting the efforts of the U.S. Minister to Chili, in the interests of peace, may eventually be overcome, to the credit of the Govern- ment and the satisfaction of the hostile powers. He suggests the advisability of measures looking to the settlement of international difficulties by arbitration ; and says that measures are being takento- wards & commercial treaty with Mexico,
Referring to the finances of the coun- try, he states that the surplus revenue was $145,544,000; total increase in pet revenue over the previous year. $42,- 743 000; total net revenue $403,525,- 000. The balance of trade in favor of the United States, despite the increased imports, was nearly $26,000,000.

From the fact that the three per cents rule at a premium, the President sug- gests that the time is ripe for lezislation whica will enable the Treasury to further continue to refund the debt. He aggre- gates the interest it will take to pay the four and four and a halfs if outstanding until maturity, and concludes that wise statesmanship ought to fiod means of escape from such heavy drafts from the Treasury on account ot interest.
He recommends the retirement of ‘silver dollar notes,” on the ground that they form an unnecessary additioao to the paper currency ; and the Presi- dent favours the repeal of the law which requires a fixed coinage of silver dollars for each month.
He states that over five hundred banks have had their charters extended, and calls special attention to the reductions in the cost of postal service during the last fiscal year. He favours the sugges- tions of the Postmaster-General for the establishment of a «Bd directs the attention of

The funeral of the lare Dona'd Fraser, of | Seal River, passed through here last Satur- day. He died at his'residence in the 90th year of his age. Mr. Fraser emigrated from Scotland in the ship ‘* Polly,” and was one of the early pioneers of agriculture in this section of the Island.

P’s., on the Sth inst., Richard Vessey was convicted and fined 25 cents and costs for trespass; Rachael Hardy was con icted and fined in the sum of twenty dollars, or fourteen days im- prisonment for pointing a pistol at and threatening to shoot Richard Vessey; Richard Vessey was also convicted and fined twe rty- five cents for assaulting Rachael Hardy. The case of Rachael Hardy vs. Frederick Hardy, for assault, was dismissed for want of evidence, eeticanais Last night an attempt was made to burg- larize the store of Mr. David Chappell, on the corner of Prince and King streets. ‘The cellar hatch on King Street side, which had been spiked down and closed for the winter, was torn up. The inside grating was broken and the thieves thus entered the cellar. They then endeavored to raise the cellar hatch in the shop floor, but were unable to do 80, and

As you truly remark, | have an abiding faith in the people— in the soundness of ther hexrts and in the correctness of the decisions at which they ultimately arrive. I believe that they, as awhole, are never very long or very far astray, and that the journalist who appeals to their better nature and their com- mon sense will in the end receive from them the meed of praise which he deserves.
Ithank you for the very handsome things you have said of me in your address. I feel that I do not deserve them all; but it is pleas- ant to hear praise from valued and respected friends, even though one knows that they are partial and indulgent,
