“THE BRANK."

A Collar of Torment for Scolds.

Among the curiosities of the London Tower is a collar of Torment which used formerly to be put about the necks of women who were noted scolds.

This collar or bridle fom scolds and gossips was called the “brank.” It Seems never to have been a legal pun- ishment, as the ducking stool was, but, nevertheless, it was used extensively, and there are several branks still pre- served as curiosities in different dis- tricts of England. Waldron thus de- scribes it +

‘I know nothing of the many statutes or punishments in particular but tiffs, which is that if any person be convict- ed of uttering a scandalous report, and cannot make good the assertion, in- stead of being fined or imprisoned, they are sentenced to stand in the market- place on a sort of scaffold erected for that purpose with their tongues in a noose of leather; and having been ex- posed to the view of the people, on the taking off of this machine they are ob- liged to say three times, ‘*Tongue, thou hast lied.’ ”

The brank was commonly made as a sort of cage of hoop iron, going over and fitting fairly to the head, with a flat piece projecting inwards which was put in the mouth, thus preventing the ton- gue from moving. It was then pad- locked, and the scold was either chained up or led through the town.

The earliest dated brank is preserved at Walton on-Thames, and bears the date 1633, with the inscription;

“Chester presents Walton with a bridle To curb women’s tongues that talk to idle.”

There is a grotesque scold’s bridle at Doddington Park, Lincolnshire, which is amask having eye holes and a long funnel-shaged peak projecting from the mouth; there were some cruel ones with gags, but these can scarcely come under the head of scolds’ or gossips’ bridles,

There was one at Forfar with a spik- ed gag that pierced the tongue, and an even more severe one may be seen at Stockport, while those at Ludlow and Worcester are instruments of torture.

A contributor to Ram’s Horn was once on a time sitting across the street from a chapel of colored people in Jack- sonville, Florida, and heard the follow- ing unique and original exposition, by the preacher, of the parable of the rich man and Lazarus:

*‘An’ now, bredren, an’ specially you, sisters, why do ye s’pose de rich man wanted de water on de tip of de tongue only, and not all ober de hull body? I will tell yer. Mind now, an’ specially

you, sisters. Because de sins ob de tongue are so much wuss dan all de

oder sins of de bedy, dat dis tongue burned so much mo’ dan de rest of him dat he forgot ebrything else in its fire. Ah, sisters, t’ink ob de words dat are running off yo’ tongue continually, an’ look out for de tip ob fire in de nex’ world.”

Evidently the colored preacher's con- viction that the sins of the tongue were wicked in the extreme and deserving of severe penalty was in a measure the belief of the old English kw-makers,

Queen In Peasant Dress.

Having donned the costume of a Tuscan peasant, in which she looks re- markably well, Queen Margherita of Italy has been climbing the mountains around Gressoney. The costume con- sists of a short, full petticoat of the brightest scarlet, a close-fitting black velyet corsage with braces across the shoulders arranged over a snowy chemisette,and large sleeves of cambric. Black silk stockings are worn and low shoes with handsome silver buckles, while a heavy chain, also of silver, hangs around the neck and down to the waist. The unrivaled headdress of white linen falling on to the shoulders and fastened to the hair by large silver pins, which is now, unfortunately, so rarely seen in its native home of Italy, vested on the Queen’s beautiful hair, 2nd completed as charming a costume as any painter might wish to depict,

An Aeronautic Terrapin Alights.

A terrapin about as large around as alsilver dollar wasthe subject of a good deal of talk in Valdosta the other day, and the same terrapin has come near settling in the minds of some people the theory that fish, frogs and the like are often rained down in severe storms. During the heavy rain re- eently in Macon the terrapin fell in the street. It was seen to strike the ground by two men and a little boy. There is no explanation as to where it eome from except on the theory that it ¢aived down, and the question now is: Wag that really the cage?

HABITUAL DRUNKARDS. Vhe Plan Followed in Austria in Treat~- ing Such Cases.

The Austrian Goverfrmeht has pre- pared a billfor the treatment of habit- ual drunkards. The measure proposes co empower the authorities to open re- treats for inebriates, and distinguishes between the voluntary and the com- pulsory detention of drunkards in these establishments. Those who entei voluntarily will be able to leave at will, but are to be treated exactly like the compulsory inmates. The latter class may be sent to the retreat of the respective districts, either by the erder of a magistrate or on the petition of the parents or children, or of the husband, or Wiie, or trustee, or of the « hief of a lunatic asylum in which the drunkard may be detained.

Inebriates may further be assigne? to retreats by the action of the public prosccutor. or by the mayor or burgo- master of the town or village in which the habitual drunkard resides, whether he belong to that place, district,

or province or

town not. In all four classes of cases the detention of the inebriate must be preceded by an ordinary judicial action before a court of first in- which is hear wit- nesses, including the drunkard himself, as wellas the doctors, more especially experts on mental diseases,

The term of detention will be gener- ally for two years, but the “patient,” as the inebriate is constantly called in the Lill, may be released on leave after one year, but will be confined again in case the trust reposed in him should to have been ill-placed. After the two years’ term he must be releas- ed, but if he should afterwards come under the provisions of the measure he may be sentenced again and again for fresh terms of two years. and eventual- ly given over to a lunatic asylum or to a hospital, as the case may require.—

vessel of hot water: keep the water hot (this is best plished by adding more boiling water from time to time, instead of emptying the vessel time) and do not remove the part for several hours, The steady heat reduces the inflammation and greatly favors a more rapidcure. Ifthe injury is at the knee, itcan be more easily treated by the continual application of cloths, flannel or sponge wet with hot water, Have a new wet cloth ready to put on the instant the other is withdrawn. This, like the bath, must be kept up for two or three hours, After the heat ap- ply a bandage, not tight enough to bind, merely close and firm enough to make gentle pressure. Do not upon any consideration attempt to use the member until the swelling and pain have subsided; then begin gradually. lirst accustom the member to move- ment by carefully rubbing it and very gently lifting it.

If one is injured when far removed from a place where hot water can be secured, cold treatment may be employ- ed, and the after treatment conducted the same as when heat is used.

In England, where the work of sterilization is carried on on a large scale, the milk is placed in bottles, con- taining each one-third of a liter, and submitted to steam at a temperature of 103 degrees C., the bottles being agitat- edall the time to prevent separation.
