The City Council.
AN emergency meeting of the City Council was held on Monday evening for the purpose of considering the necessity of niore clearly defining hy Statute the borrowing power of the City. The Mayor, Recorder, and ten Councitlors were present
Councillor Morris explained that there Was some doubt regar ing the borrowing King Alfonso, of Spain, has conferred power of the City, and they wanted the order of the Golden Fleece upon to set that doubt aside. Be it enacted by the Lieutenant-Governor, Council and Assembly, —
