Although the printing of these supplementary sheets entaiis upon us considerable expense and labour—-a fact of which non- paying subscribers do not seem to be aware—we are deter- mined nevertheless to print the debates of the Legislature as speedily as the Reporters can furnish us with their extended notes, consciovs that the public take little or no interest in ovr parliamentary discussions, if much time be allowed tc elapse before they appear in print.

Gor readers will find on our fourth page the report of an examination before the Bankruptcy Court in London of an individual who cut a very extensive figure in this country four or five years ago. We believe that some account of this affair appeared in the Islander a short time since; but our readers wiil, no doubt, be as much amused as we have been, in learning how the soz disané Colonel Sleigh — who affected the character of a very Croesus in Prinee Edward Island, and wore his blushing honours thick upon him with ineffable grace — acquitted himself as a bankrupt in London. Although it is more than four years since he was stripped by our Govern- ment of his flimsy title of ‘‘ Lieut. Colonel,’’ the impostor has the impudence to assume it still, in the hope, no doubt, of duping many people in the old country as he duped many in this. We believe we were the first in this Island to dis- cover the hollowness and baseness of his character ; and had the public taken the hints which we gave them on several oceusions, his career in this place would haye been much

shorter than it was. Will any person be kind enough to in-

furm us when and where in America the discarded ‘* Colonel”’ attempted the establishment of a military college? We have no doubt that his conception of the ** college’? was born under the influence of the same moon which gave birth to his equally brilliant design of cutting a canal from the head of the Morrell to the head of the Hillsborough Rivers!

THE NEW TORY GOVERNMENT.

The Derby Government is again in existence. The opening made for the excluded Tory party, by the motion of Mr. Milner Gibson, was too much for their forbearance; they seized the oceasion of a coalition with the more impatieut set of the Liberal party, got up a majority for one evening, and have stepped, through the division in the Liberal ranks, on to the Treasury Bench. They did not effect the passage from one side of the House to the other without difficulties, or anxieties that at one time looked serious. Lord Derby is distinguished by his dashing ovset, and his hesitating pro- gress; he aims at everything, and on second thoughts is almost ready to relinquish everything. He dashed into the opening, bat would soon have retreated ; for it is understood that on experiencing the difficulties which he encountered, he would have been inclined to retreat, had not some of his party, especially Mr. Disraeli, been anxious not to lose an opportuuity which they may not have again within that ordivary duration of political life that oflicial insurance re- cognises.

And, bold as he is, Lord Derby did not accept the post without endeavoring to seek assistance from outside. He seems to have gone upon the principle of asking those who were supposed to be dissutisfied with the late state of things. It is suid that he asked Lord Stratford de Redcliffe to join him ; Lord Stratford having been Ambassador at Constanti- nople under Lord Palmerston and Lord Clarendon, and having been so very considerably mixed up with the policy of those statesmen in the Kast! It is true that a man in the dip- lomatie service is not bound by the party under whom he has served, and that Loré Stratford has always been accounted a ‘Lory in home politics; but his history has become identified | with the political views of Lord Palmerston, and atall events | he declined to unite his fortunes with those of Mr. Disraeli. For there is the point ; Lord Derby invites, but it is said Mr. Disracli marks the character of the Cabinet. The Duke of Newcastle had been somewhat unjustly treated by Lord Palmerston and others. He found our military establish- ments ina state of rust, and before he could place them in working order, dissatisfaction at their working occasioned un- reasoning complaints against himself as their official head, and he was driven from office with a discredit that he did not merit. The fact has been explained by Lord Panmure ; but it was ‘supposed tat the Duke of Newcastle retained a fecling of annoyance against Lord Palmerstou’s Govern- meut, and Lord Derby thought him open to a re-engagement 0a the opposite side. The Duke is at heart one of the most Liberal statesmen of the day, one of the most generous, and not at all likely to join in the temporary occupation of office by a faction. Lord Grey has appeared discontented with every Cabinet that existed, and perhups he was supposed to reserve his charity for his political enemies. Some men are said to marry from a sense of aversion, and it might be on that prineiple that Lord Derby asked Lord Grey in political mar- riage. But he was notto be won. An offer even was made to Mr. Gladstone, who had been so scurvily treated by Lord Derby after be Mandoned the Palmerston Ministry, but he also declined. Lord Derby begins his reign with rebuffs.

At last, however, he succeeded in forming a Ministry ; and let us at once confess that it presents, in many respects, a more creditable array than that with which he last appeared ou the Treasury Bench, His Miuistry is strengthened by Lew accessions. The Premier brings Sir Frederick Thesiger to the Woolsack ; Lord Kilenborough to the Board of Con- trol; and hisewn son, Lord Stanley, it is said, to the Govern- of India, if Lord Canning should return home. Sir Edward Bulwer Lytton joins the Cabinet in some departuient not at first fixed, Sir Juhu Pakingtov, who was before 1852 an

unknown man as a Minister, earned a reputation, and now he lends strength to the revived Derby-Disracli Government. The Rar! of Kglinton is popular in [reland, and deservedly 80. Sir Fitzroy Kelly is the best man, after Sir Frederick Thesiger, fur an Attorney General.

The Duchess of Manchester, Mistress of the Robes.

The Duke of Northumberland has been offered the First Lordship of the Admiralty. If he should accept it, Sir John Pakington will take the Colonies, and Sir E. L. adie Lytton the Duchy of Lancaster, for which Lord St. Leonards is at present named.

The title by which the new Lord Chancellor will take his seat in the House of Peers is that of Lord Woodstock. Sir F. Thesiger has chosen this title because he was first returved to Parliament for that place.

THE GREAT INDIAN MUTINY.

Atexanpri, es. 16, 1858.—The Bengal has just arrived at Suez, and brings the following intelligence. Sir Colin Campbell had defeated the rebels (at) Futtyghur, and was waiting for a heavy siege train from Agra, on arrival of which he would move with his whole force, in concert with Jung Bahadoor, on Oude.

Canton was taken on the 29th of December.

Commissioner Yeh was captured on the 5th of January, also the Tartar General, Yeh was taken in the dress of a coolie. Lie was sent on board the Inflexible ou the 8th.

Derrat or tar Revers. —The Commeuder-in-Chief moved on the 14th January, with the head. quarters of his army, to a position (Knowy) occupied up to that time by Walpole’s Brigade. ‘That corps had been previously thrown forward to the Ganges, for the purpose of constructing a bridge at a point opposite the coutluence of that river with Rumghur. Brigadier Walpole completed the r-qaired bridge and eressed the Ganges by it into Rohileund. ‘The Commander-in-Chiet reviewed and inspected the brigade previous to its departure for Sareilly, whither it was to march for the purpose of clearing the city of the rebels under Khan Bahadoor Khan.

Sir Colin Campbell himself did not intend entering Rohileund with the main body till he received from Agra a siege train, to be escorted down by Her Majesty’s 38th. The rebels who passed from Rohileund into the Moozufernuggur district on the 30th January, were beaten by Capt. Boisragon acd driven back across the river.

The Calpee rebels are stil! in force, it is said, under the leadership of the Nena Sahib, and that this chief is threaten; ing us in the direction of Nagotee. If this be, the gradual concentration of columns from Jubbulpore, Newa, and Mehore, will soon put an end to this resistance.

An engagement took place between Capt. Montgomery, the superintendent of police at Ahinednuggur, and a gang of Bheels in the district of Chahelore, on the road to Mal- lagamur. Capt. Montgomery, three other officers and fifty men were wounded. (Signed) Lyons, Admiral.

December. The rebels in Lucknow are fighting among them- selves. An immense body of the revolters is concentrated in

Lucknow and its suburbs. Sir James Outram holds his ground at the Alumbagh, awaiting the arrival of the Com- mander-in-Chief, who is himself awaiting the arrival of a heavy siege train, upon receiving whica he will advance on the capital of Oude.

In conse- quence of the capture of Commissioner Yeh and the Tartar geveral in chief, the allies have proclaimed the first mandarin Viceroy of Canton, assisted by two commissioners, English and French. ‘Treasure, consisting of eleven willionsof franes, has been leat to the provincial government, at heavy intcrest. Plunder has beea forbidden, and the inhabitants, re-assured, have re-entered the city. An audience has been demanded of the Emperor to settle a treaty of commerce. The loss of the allied forces is about 20 killed. Commissioner Yeh and the Tartar commander-in-vhief will remain on board the Eaglish frigate until such time as the decision of Lord Elgin and Baron Gros shall be made known as to what is to be done with these important prisoners.

CANADA.

A Canapian Kino —The Sandwich (C. W.) Mercury is advocating the erection of Canada into an independent kingdom. It wishes a permanent ruler—* one not subject to the whims or caprice of Downing-street ignorance or pre- judice ; one who shall be resp»nsible to the people be governs alone, and whose fortunes and name will rise and fall with the prosperity and reverses of his subjects; one whom the people may love as well as respect, and who is willing to take the responsibility of the position as well as the honor which it bestows.” The most eligible person to found a Carvadian dynasty, the Mercury thinks, is a Prince of Eng- land; fer while his elevation to the throne of the new kingdom “would be a graceful “tribute? of loyalty to our racious Queen, it would remove the disadvautages under which we at pre.ent labor, and would bind us more firmly, as an entirely independent nation, to the first empire in the world. The sympathies of tue British people would follow him to his new home, and the warm hearts of a young aad vigorous nation would cling to him as a brother, in founding an empire which may yet spread its banner over a continent. Greater results have sprung from infinitely less prospects ; and though time may elapse ere even the initiative step is taken, we still hope to live to hail a Canadian King !”

Metancuo.y Suipwreck anv Loss or Lire.—In cur shipping memoranda to-day, is the report of the wreck, on Jedore Ledges, Feb. 20th, of the schogner Inkermann, Capt. Griffin, from Newfoundland bound for this port, and the loss of all the crew with the exception of one man, who is said to be very severely frozen. ‘The full details of this dreadful calamity. and the sufferings of the captain and crew, have not reac ed us. We have vot learned the number of the crew, but suppose it to be about six, including the captain.—

Sepucrion anp Homicrpe.—Some twenty days ago a young | genileman named Hardesty, living on Muddy Ran, in Boone | County, Kenteuky, came into possession of the fact that his | beloved sister had beea seluced by a man named George Grubb, and, of course, it enlisted all the better, as well as all | the revengeful feeling of his nature. Lardesty, as soon as | the secret was made known to him, called upon Mr. Grubb | and charged him with the crime, which he stoutly denied ; but as Mr. Hardesty was convinced thatall he said was false, he told him that he would give him just fifteen days to marry his sister, and unless he complied within that time he would surely shoothim. The fifteen days expired on Saturday last, and the matter was not accomplished. The consoquence was that Hardesty deliberately approached Mr. Grubb, and as deliberately shot him.

1 ig superior WHEAT, introducedsinto the Island by the Subscriber, has now been tried for two consecutive seasons, and has been found

by his own experience, and that of all the parties who have tried it, to have been perfectly free from Rust, Smut or Weevil. It has been sown at various periods from Ist May to 12th June, and the increase has been from 16 to 22; the average weight being 64 lbs. per bushel. The quantity required to sow an acre varies from 1 to 14 bushel. The St aw is of a beautiful golden colour, and is preferred by Cattle not‘only to Qat straw, but even to hay, being devoid of the harsh woody stiffness peculiar to straw of other descriptions of wheat. An honest man’s fair fame is ever dear to him, and becomes doubly precious when misfortune bas left him but little else to depend on; to clear mine from i:aputations as unjust as [ believe them to be wilful and malicious, is my only apology for now claiming public attention to the following statement :—

At the meeting of the Sharehold«rs of the Bank of Prince Edward Island, beld on Tuesday, the 2d inst., the Honorable W. W. Lord expressed it as his opinion that the large amount of money drawn by me from the Bank, and other sources, last year, could not have been all employed in the furtherance of my business; and that it was his belief that ¢ had put by at least one third of it, or at all events some £7000 or ££000 for my own use hereafter, thereby defrauding wy creditors of tuis amount. On this being repeated to me, [I immediately submitted my Buoks and Accounts to the inspection of the Hon. T. H. Haviland, Ralph Brecken, Sen., and Wm.
