A sharp extension of previous restrictions was ordered by Trade Minister Howe today. banning the sale and use of steel. without government permit, on virtually every kind of civilian construct- ion. outside of homes and hos- pitals and the oil industry.

Effective March 1. a previous curtailment on 1! usement con- structlon and other non-essentials is extended to banks and broker- ages, shopping and service centres. hotels. office buildings. tourist and trailer camps.

The new list also includes dup- licating and printing shops. credit institutions and brokerage firms.

OTTAWA. Feb. 9 -The Canad- ian Red Cross society will act as the official agency for the pro- curement of blood and blood products for sthe armed iorces.by supplying sufficient quantities of dried blood plasma, it was an- nounced today by Defence Miniat- er Brooke Claxton. The Red Cross is also stockpiling blood plasma for civil defence needs.

The Defence Minister said the Red Gross. which opens its nat- ional appeal for :5.(lx),ooo on March 1. will also supply the necessary sterile administration sets and pyrogen-free distilled water for the reconstitution of dried blood plasma, prior to use in transfusions. -

In naming the Red Cross as agent for the procurement of blood for the armed forces. the minister said that the Defence De- partment was renewing a similar I lationahip it had with the soc- iety durlng the recent war.

The scotian usually travels one hour behind the Ocean Limited. However. Carl Samson. C.N.l-'t. dis- patcher at Campbellton. N. B.. said the Scotian had overtaken the ocean Limited shortly after leaving Montreal.

Samson said the two trains left early tonight for Campbellton without the two damaged pas- senger cars and engine. The tracks were not damaged. a c.N.R. spokesman at Mont Joli said.
