The preliminaries of peace between Austria and Italy make no men- tion of the Trent province. They merely state the necessity of establishing by a definite treaty the froutier line between Italy und Austria.

The official Vienna Evening Post ac- companics the announcement of the state of sieze in Lower Austria with the following ex. plauatory remarks:—“ By a proclamation o series ot criminal acts, eveu if coumitted to civilians, are placed under the jurisdiction of the military tribunals, and the laws for the pro- tection of personal liberty and inviolability of domicile are suspended. The Government ot his Majesty the Emperor considers it due to the population of Lower Aurtria, and especially to the inhabitants of Vienna to state that it is not their attitude that has necessitated the intro- duction of an exceptional state of affairs. Their patriotic feeling and devoted fidelity to the per. son of the monarch and to the Imperial House, their sympathy in the fortune of the State, have azain been displayed at this momentous time. The Government placed, and continues to place, its full reliance upon the loyal sentiments of the inhabitants of Vienna. . But it is unnecessary to explain that the numerous foreign elements collected in the city must necessarily attract the uttention of the Government. Measures intend ed to prevent the disorders such elements are wont to bring about in times so avitated as the present will certainly not fail to be recognised as called for. If, therefure, the extraordinary cireumstanees by which Lower Austria has been included within the line of operations of the Im perial army have rendered such unusual mea. sures necessary for the protection of the troops and the preservation of public tranquility, the Government has thereby only fulfilled the im- portant duty dvubly incumbent upon it at such momentous periods. It is to be hoped that the steps taken will be found sufficient to protect the threatened interests of the State to guaran- tee to all peaceful and right-thinking citizens the security of person and properity, and to allow of punishinent following rapidly upon the heels of any attempt at criminal excess. The irrevocable severity of the law must prevail if the danger of criminal acts is not to be directed against individuals against the common interests of the State commanity. The Emperor's Go. vernment believes it may expect with full confi- dence the most loyal support of its efforts from the population of Vienna aud Lower Austria. May everyone appreciate the importance of the period, and the full meaning of the duties the time brings with it. The faithful Austrian feel- ing of the population, and its true patriotism, cannot be more brilliantly displayed than by complete and unconditional adherence to the laws, and we are convinced that it is only in very rare cases the Government will be obliged to avail itself of meas whose actual execution it would gladly be'spared’ in the interest of humanity,"

HUNGARY.

Advices from Vienna state that the attempt of Count Von Bismarck to get up a revolution- ary movement in Hungary, in conjunction with the refugee General Klapka, will certainly be a failure. It is not true, as has been stated, that Klapka has already enrolled a Hungarian force of 4,000 men, or anything approaching the number. What is true is that of 4,000 Hungarions who are:prisoners in the hands of the Prusians only 700 accepted an appeal to join Klapka, though they were sonuibied their liber- ty and two thalers aday. The Prussiaus have pillaged all they could in the chateaux jn the districts they occupy. A subleman in Vienna took advantage of the suspension of hostilities to visit hia country house, and he found that they had not left him a single bottle of wine or a single cigar, had stolen his stores of all kinds, and had damaged his furniture.

THE PRUSSIANS-IN FRANKFORT.

The Duchess of Nassan, notwithstanding the departure of her husband, remains in the duchy. The Prussian General Reeder went from Frank- turt the other day te make a commuuitatiou to her highness. She tyok occasion to express her opinion of the conduct of the Prussians, and did so in very embittered language. At last she spoke so strongly that the general turned pale with anger, and said that he could never have believed that such observations would be addressed to a Prussian general. The Princess retorted more angrily than before, and the vene- ral bowed himself out of her presence. . The contribution imposed by Prussia upon the city of Frankfort has been reduced to 15,- 000,000 florins, of which 6,000,000 florins have already been paid. Consequently 9,000, 000 florins only remaiu to be coutributed.

THE PRELIMINARIES OF PEACE BE TWEEN AUSTRIA AND PRUSSIA,

The restoration of auy one of those sove- reigns would be an act of grace on the part of the Prussian Crown, but the resturation of in- dividual portions of those States end their con- sequent division would probably be regarded with great disfavyour by the populations and entail serious political consequences. PRUSSIA AND THE SERVICES OF THE EMPEROR OF THE FRENCH. The Berlin Provincial Correspondence con- tains an article dwelling upon the great ser- vices rendered by the Emperor Napoleon in the neyotiations tor — It says: “In the important position which he oveupies, his Ma- jesty has not sought suythiug tor himself save, however, fame, and the merit of rendering his great reputation available in bringing about a just peace. He has been able to labour for the completion of the work he had commenced in the establishment of a free and united Italy. Iu the same spirit which enubled him to create that work he readily extended his hand to Prussia to lay; a firm and secure basis fur an united Germany. The financial position of Prussia is favourable beyond expectation, and it has thus become possible to order the imuine- diate payment of all outstanding accounts for supplies of bread, meat, and forage to the troops by Prussian purveyors. A loan will apparently not be required to cover the ex- penses of the war. Probably a temporary financial measure only will be sufficient to de- fray the obligations contracted by the state to- wards the country for supplies. The future settlement of the administration in those coun- tries that are to be permanently united to

sideration and arrangement without delay. In the meantime the measure for forcible collec- tion of the war contribution of 25 millions are suspended. In the further resolutions of the Government upon this point, the fact will have to be considered that Frankfort will probably be incorporated with Prussia."

On dit that the Grand Duchy of Baden, the Kingdom pf Wurtemburg, and Electorate of Hesse-Cassel, have applied to France to protect them against annexation to Prussia.

Great hopes appear to be entertained in high Governmental circles in Berlin that the King of Saxony will consider it incompatible with his dignity to become the vassal of Prussia, and that he will throw up the soyereignity. It is also reported that the preliminaries of peace between Austria and Prussia coutain a stipula tion that the King of Saxony shall pay Prussia au indemnity for war expenses.

Werzurec, August | (Evening).—A con. vention has been concluded between Prince Charles and General Manteuffel, according tw which a Prussian brigade will enter this town to-morrow morning. ‘The fortress and the suburbs remain in the hands of the Bavarians.

Vienna,"August 1 (Evening).—The King ot Prussia left Nikolsbury yesterday. Neyotiations for peace will be opened shortly at Prague. Baroy Brenner will represent the Austrian aud Baron von Werther the Prussian Government.

Loun, Tucrspay.—Wurzbury, with the ex. ception of the Marienberg and Main district, will remain in the possession of the Prussians during the armistice.

Bexusx, Tuvxspay.—The Official Gazette of to-day says:—** We are authorised to repu- diate as a malicious calumny the intelligence propagated by the official Bavarian Gazette that the Prussian army had, contrary to the conditions of the armistice, continued its march into Bavaria after the 29th of July, and inflict ed considerable losses on the Bavarian troops. The terms of the armistice agreed to by Her Von Der Pfordten at Nikolsburg, on the 26th July, stipulated in Art. J. that a three weeks’ suspension of hostilities between the opposing Prussian and Bavarian forces should commence from the 2nd of August, and in Art. IL. the military details of the said armistice, and the line of demarcation to be observed by both armies, should he settled by the Prussian and Bavarian commanders-in-chief, on the basis of the uti possidetis. There could be no question of the right of the Prussians to advance and continue the war until the 2ad of August, or, at least, until a line of demarcation had been agreed upon.

AUSTRIA AND ITALY.

F.Lorence, Tourspay Eveninc.—The Italian Government has agreed to the conclusion of an armistice of four weeks, dating from to-day. The union of Venetia to Italy is assured with. out any condition.
