[wonder that itnever occurs to some gen- tlemeh who reside in Charlottetown, whoare members of the press, and who have some knowledge of civic affiirs, to make a com- parison between the finances of the Pro- vince and those of the city. I should like to see some of those gentiemen in this House, who are members of the press and make a great noise about the finances of the Province. I would like to draw the attention of these gentlemen and of hon. members opposite to the financial condition of the City of Charlottetown. What is the debt of the city to-day ! No less than $266, -
183.66. That is the amount, and it 1s increasing. That debt amounts to upwards of $22 per head for every man, woman and child in the city.
Yet we do not hear a single protest in the press against an increase of the burden, while the cry is raised that the Province 1s in a most deplorable state. For the greater part of this debt no sinking fund is provided, and no funds are col lected to pay it off. The city cannot draw on capital, as it has none. Now, Mr. Speaker, lm iV be asked the question: wae | the Government have saved to the country so much mcney, where is it?’ 1 will teil you where it is. It is where it can be drawn upon. It is in the Dominion Sav- ings Bank of Charlottetown. I will show you what amount is there at the present Ona the 30th June, 1878, when our opponents were in power, the amount on deposit was $371,074.30. On the 30th June, 1888, under the present Government, the sum on deposit was $2,160,430.05, or an increase cf $1,789,355.70. When we came into power the average deposit repre- sented about $3 per head, while it now re-

presents about $22 per head. Where did that money come from / That is the money which the present Government have saved te the
people. Had our opponents been in power it would have been ali squandered foolishly, as some of the public money was at that time. If the people desire to make use of that money for the purchase of the necessaries and luxuries of life, they can do so at any time. As it is, the Gov- ernment have enabled them to save it by relieving them of the payment of ‘all tax- ation. I wish now to point out to you the position in which this Province now stands. We do not owe a single dollar, and have at Ottawa a balance to our credit of over one and a half million dollars. The estimates of expenditure are before you, and it now becomes my duty to show you how we in- tendto meet them. We have reduced them tothe smaliest possible amount con- sistent with the requirements of the public service, namely $255,432.22,—a sum es- timated at Confederation to be more than sufficient to meet the ordinary expenditure of the Province. The estimated receipts for the year are :—

so that at that time the public accounts will be found in as satis- factory a condition as at present.
We may be told that we have withdrawn a certain sum from capital, although there is no evidence of it in the accounts or elsewhere before the House. It has also been stated that we intend to withdraw « further sum from Capital, in the future. in this connection I will read from the Parliamentary Reporter, tor 1887, a state- ment made by the hon. member for West River, with reference tothis matter. At that time the hon. member said: ‘°* The Order in Council says that $20,000 a year will be granted, but perhaps this vote will net be continued, and it would be better te get the $500,000, and draw from it enough to pay the present indebted- ness,” The hon. member seemed tu think it eminently proper to withdraw a portion of our capital at Ottawa to pay the then indebteduess. Wehave been asked repeatediy, through the Opposition news- papers, why we did not withdraw the $500,000 recently added to our capital, and deposit it in the ,Provincial Treasury. Hon. members opposite also complained that when the delegates returned from Ottawa, they did not bring that money home with them for present use. In the first place they complained that p> with- drawal was made from capital, in the sec- ond, they complained when the with- drawal was actually made, so that no im- portance can be attached to their state- ments respecting this matter. But we are neither influenced by their encomiums or their threats. Weare unmoved by any- thing they can say or do, either inside or outside the House. We have a large am- ount to our credit at Ottawa, and expect to have it largely increased ; far beyond the present expectation of any hon. member of this House. When we secure the final settlement of our claims on the Dominion Government, the sum payable tothis Pro- vince will be placed to our credit in the Dominion Treasury. If we see fit to withdraw any portion of that amount, we can do so. Perhaps the best course will be to allow it to remain in the Dominion Treasury. Since we entered Confederation this Province has construct- ed a large number of public works from or- dinary revenue. properly have borrowed some of the money for that purpose, as it would be just and right that posterity shvuld bear a portion of the burden. There is no reason why permanent works of that kind should be constructed at the expense of the present generation, All corporations borrow money for such purposes, provide a sinking fund to pay it off within a certain period, and the present generation is required to pay the interest thereon. That 1s 4 proper course to adopt in such cases. Our oppo nents when in power, however, thought fit to pay a portion of the cost of the Hospital for the Insane from ordinary revenue, and we had to _ follow their ex- ample in that case with respect to the
remaining portion. It is now right and proper that that money should be feimbursed to us from Ottawa. The same remark will apply to expenditures for a large number of other permanent public words, and for necessary permanent works to be constructed hereafter. It was, under these circumstances, betterforus to withdraw from Ottawaa portion of those expenditures, than to borrow the money. What are the permanent public works which have been constructed from ordinary revenue / Well, in the first place, there are the Supreme Court Houses at

No hon: member of this House, or any person outside, can say that these are not public worksofsome permavence. Imaintain, therefore, that we have pursued «a proper course in withdrawing a sum sufficient to reimburse the Provincial Government for an expenditure made fur the construction of works properly chargeable to capital. We have a right to withdraw from our funds at Ottawa which have been placed there by us in the past, or to anticipate future payments to this Province to placed to our credit there. Iu that way our present requirements will be met, and future wants provided for. To meet the ordinary expenditure for the present year, now, that our accounts have been balanced,
we shail, with proper economy, have suilicient funds. Should no ‘misfor- tune happen, there is no reason why
eur accounts should not be kept pretty square hereafter. I now think I have stated the financial position of the Pro- vince so plainly that hon. members of this House and the people of this country will be able to understand it clearly and fully. The Province has no debt of any kind, and
has to ite eredit inthe Dominion Treasury ever one and a_i =half millions of dollars. Besides that, the people have over two millions of dollars to their credit in the Savings Banks—a sum representing
upwards of $20 per head for all our adult population. I think, un- der these circumstances, hon. memi-
bers of this House and the people gen- erally will be satisfied that the best that could be done in their interests has been done, and that the Government have made every endeavor to prevent recourse to direct taxation to meet the public requirements. The people have thus been enabled, to a large extent, to pay the amounts due by them at the Land Office and to purchase the freehold of their lands. The Opposi- tion, it is true, complain that we have not taxed the people for the purpose of secur-
ing a larger revenue for public purposes, but we have not yielded to their wishes. It .is the
easiest thing in the world to pass a tax bill, and when the people desire it, probably no Government will refuse to oblige them in that respeet. With respect to the public service, we have endeavored to make one man do what it took threeor four men _ to do when our opponents were in powsr. We abolished the Assessment Act because we wished tha people to be placed in a position to become freehoiders. Now, Mr. Speaker, I leave these accounts inthe hands of the House satisfied that the financial position of this Province is not surpassed by that of any other Province in Canada, or even in the British Empire, and that if our people have not peace, contentment and prosperity it is, certainly, not the fault of the present Government. —-In the telegram from Ottawa which appeared in the Patriot of yesterday ap- pears the following piece of information: — ‘*Owing to the protestations of Messrs. Welsh, Davies, Perry, Robertson and Mc- Intyre against the manuer in which the P. E. Island wharves have been neglected by the Dominion Government, Langevin has promised to have a sum placed in the sup- plementary estimates to provide for the repairs.” It is now nearly six weeks since we published in Tue Examiner a letter from the Department of Public Works to the Hon. Mr. Ferguson, promising that these yotes would be made. The efforts of our ‘*noble six” to take credit for the efforts of other men is childish in the ex- treme. Commodore Welsh’s enquiry in the House regarding repairs to Hickey’s pier three weeks after the repairs were ordered and the material purchased, shows the people of Fort Augustus how much he had to do with getting the money for the work. Wearenow pleased tolearn thatan engineer of the Public Works Department has instructions to have the neces- sary surveys made of the harbors of Wood Islandsand Pinette.
