On motion of the Premier the ll-louse went into committee with Mr. Barbour in the chair on second reading of an Act respecting Slot Machines.

Tho Premier explained that the provinces of Manitoba. and Sask- atchewan have already passed this legislation and it is being brought in this year in the Legislatures of New Brunswick and Nova Scotia. The object is that slot machines which under the Criminal Code are supposed to be illegal, shall not be the subject of property rights within the Province, and can be scizfd by the police vhen in oper- alien, and ordered confiscated by

section 1 of the bill adds to sec. 68 of the statute a provision that the rate of taxation on insurance companes "sha.‘.l apply to insurance exchanges. but shall not apply to special insurance brokers. Every special insurance broker accepting rbks and can-yin; on the business of insurance against fire in the Province shall pay a tax at a rate‘ to be fixed from time to time by the Lieutenant Govemor."

The Premier explained that in- surance ctimparties carrying on bus- iness in the Province have to pay it license fee and in addition to that on annual tax of $225. Some insurance associations have escap- cd paying this tax by forming themselves into what they call in- surance exchanges. There are two defects to this system; first. the Government is deprived of revenue wlilcli it derives from the regular insurance companies; and second. it involvcs un.’uLr competition with those companies which do take out licenses and pay the annutil tax. It is new proposed, in the first place. to make the taxation of insurance companies apply to these insurance exchanges, and, in the second place. to provide “a reasonable system" of taxing special insurance br0ke1”B-

"There are," continued the Pre- mier, "some classes of risks which the ordinary licensed companies in the Province do not care to carry at what is considered a reasonable rate. The Insurance Act provides that if persons who wish to take out insurance on such classes of risks offer the licensed companies to do busineg with them at a cer- tain rate and the licensed comm"!- ies are not interested in that rate, then the person who wishes to get the insurance can go outside the Province and insure at the same rate he offered the licensed com- panies. "that sometime durmyz the coming summer a site may be selected and we are afraid that even the rumor of a selection of a site for such purpose would greatly enhance the value of lands suitable in the eyes of the owners.
