Frotection. Of’ Inshore Fishermen Is Discussed

Protection of inshore fishermen ggllnfl the operation of draggers was raised again in the Legislat- urz) yesterday, this time by Mr. D Ste E. Baville, ath King's.

Mr. Savillc quoted a letter re- ceived from fishermen in the Basin Head area who operate from South Lake to Black Pond. to a distance of from one-quartet mile to eight or nine miles offshore during late summer. They maintained that the three-mile limit suggested by Mr. sgvflla for draggcr operations would be of no protection to them. md that a ten-mils limit should )2 imposed.

"I may say by way of correctllm that when I mentioned the three- mile limit I couldn't ask this Gov- emment to go further because I :lon't think they have any further lurisdiction.” Mr. Baville said. He nad been told by the fishermen

Mr. Seville recalled that follow- ing the report of the Macbean Conrmlssion there had been a reg- ulation that trawlers were not per- mitted to take on supplies any- where in Canada unless they agreed not to fish inside a twelve-mile limit. He did not know whether any such regulation exists today..

No Provincial Control

‘Hon. Mr. Cullen: "I believe the non. member from Annandaie heard the Provincial Treasurer read from the British North America Act a few evenings ago the statement that the control and regulation of inshore and offshore fisheries is a matter for the Federal Govern- ment. Insofar as controlling drag- gers is concerned, the only con- trol that my department could ox- erciss would be such control as we might have‘ through our financial interests in a. boat. We cannot ex- ercise control over other draggers in this Province nor can we con- trol the draggcrs from other Prov- inces that may be fishing off our shores.

"We shall try to see that any draggers operating under the Fish- crmen's Loan Board do not inter- fere with our inshore fishery in any way," he added. “But as said before. we cannot make any laws or regulations in that regarri."

Hospital Official At St. Joseph's Dies In Montreal

The following is from the Win- nipeg Free Press of a, recent date:

Dr. John Angus Maobougall, 56. head of the department of med- icine of the medical staff of St .Ioseph‘a hospital, of 3&3 Brock Street. Winnipeg. died Tumday, Feb. 21 at the Montreal Neurological institute. Dr. Macbougail left Winnipeg a. week ago for an oper- ation at the institute.

Born in Prince Edward Island in 1883, Dr. MacDouga-l-I came west in 1903. He taught in rural Manl- toba. until he entered the Manitoba llilndical college in 1919. Dr. Mac- Dotugall graduated in 1926 after serving his inter-neshlp at St. Joseph‘; hospital.

Served with Hospital

He had been associated with the hospital since that time. Dr. Mac- Dougall was a member of the Manitoba division of the Oahadian Medical Association and a member of the Winnipeg Medical Society.

A shriner, he iotxs an active part in the drive for funds for the new Shrincrs‘ hospital for crippled chil- dren on Wellington crescent. Dr. Macnougall was also a member of Knox Church. Besides his widow.

Gertrude. he is survived by a daughter, Grace, at hc-me. The A. B. Gardiner funeral

home is in charge of arrangements.

BOY SCOUT MEETING — A meeting of the Provincial Council of the Boy Scouts Association was held yesterday afternoon in the offices of the Travel Bureau. Brig. W. W. Reid, president, presided. A report on the recent campaign for funds was presented and indica- tions are that when all returns have been made the $5,000 objec- tive will have been reached. Plans for summer camping were dis- cussed and the quwticn of final- izing dates left until the various troops and packs could be can- vassed. Following the discussion of other routine business the meeting adjourned.

Mi. w. R. Shaw, Deputy Min- ister of Agriculture, reports that the reefer car situation is im- proved substantially. The De- parhnent of Agrlculturo and the Prince Edward Island Potato Pro- motional Committee have been in constant touch with this situation and are daily urgin-g upon the railway authorities, both local, and at Montreal and Ottawa. the seri- ousness of a reefer car shortage at this period of the year.

Col. C. C. Thompson, who was in close touch with this situation is now ill, but in the meantime Mr. B. Graham Rogers, Director‘ of Tran.spontaticn, has been work- ing in close co-operation with the Department, and on behalf of the Potato Promotional Committee, in this respect.

"Every Possible Influence"

Every possible influence is be- ing brought to bear in order to improve the reefer situation. Mr. Shaw stated he had assurance that approximately 240 reefers were moving tcward Island points in addition to those already here. Those cars should be on this di- vision by Monday or Tuesday.

Pressure is being exerted to bring about a steady supply of reefers as required in the potato trade. Distribution of these cars is being made as rapidly and as equitably as possible.

The export seed trade is of particular importance at this time, Mr. Show stated, and every ad- vantage should be taken of orders for seed as every car that leaves the Province helps reduce the sur- plus sliuation. It‘, because of car shortage, we cannot meet orders for prompt delivery, these orders are cancelled and go to some other place where they can be filled with greater dcspatch.

"We _should endeavour not only to service every portion of this Province where farm people have seed for sale which they want to move, but also be able to assure American owned reefer car au- thorities that below the Border cars coming to this Province will be -promptly returned to United States points with seed potatoes, which are urgently required by} the United States potato grcwetxi The fullest co-operation is ncces-i sary in order to faciiiiale car movements of Certified Sccd."
