Another Daming Indictment

Labour Minister Rogers’ speech on the un- employment situation, delivered last week in the House of Commons, was aptly described by Mr. Denton Massey as “a frank and complete admission of failure." The excuse for such failure was given by l\Ir. Rogers in his perora- tion. “That excuse," said Mr. Massey, “was world conditions; and I could not help think- ing of that celebrated night in his own city, dur- ing the course of the election campaign of I935, when the right h0n_ the Prime Minister, as he is now, and others, spoke in a meeting malign- ing and viliiying the then administration, with- out a single reference to a world depression . . I am wondering what will happen at the next election when all they can present to the unem- ployed in their ridings is the bitter bread that the Minister fed them today, the bitter bread of failure—~the admission of complete failure to deal with the problem."

Mr. Massey cited the Minister's own figure of 978,000 on relief in the month of January. 1939, an increase of eight per cent over the same period last year.

Analyzing the Minister's statements with re- gard to the Government's palliative measures, Mr. Massey showed ho\v inconsequential these actually were. In housing legislation, for ex- ample, the bill for municipal improvements made available $30,000,000, but only two per cent of this amount had been spent. Of the $20,- 000,000‘ appropriated under Part I of the Na- tional Housing Act, only four per cent had been spent, and none of the $30,000,000 under Part 11, the part providing for low rental hous- mg.

The Government had "blazoned to the world" the fact that an $80,000,000 housing programme had been launched, but to date only 1.7 per cent of that total had been put to any use.

As to the other enactments, $1,460,000 had been appropriated for youth training and 24 per cent had been spent; 32 per cent of the $1,870,- 000 for farm employment had been used. Of a total of $83,000,000 under all these schemes, only 2.6 per cent had been used.

‘The Labour Minister said today," commented Mr. Massey, “that the Government had taken every possible step to stimulate the building in- dustry. What a fatal admission to make. He also said, in so many words, that the Dominion's plans had been hampered by the failure of the provinces to cooperate. The Minister is nail- ing down the lid of the Liberal coffin."

\Vhen one recalls the emphasis given to un- employment in Canada in the Liberal election platform four years ago, which was to be solved by the now (lefunct National Employment Com- mission and by introducing the as yet unborn Unemployment Insurance Act is it any wonder the King (ioverimienfs miserable record is be- ing held up to public condemnation?

Germa n Trade Expansion

{he dominating position occupied by Ger- many in the trade of south-eastern Europe is reviewed in the monthly letter 0f the Bank of Nova Scotia. The facts stated are helpful in in- terpreting the critical events of last week. In each of the three Danubian countries of Ilungury, Yugoslavia and Romania and in each of the three Balkan countries 0f Greece, Bulgaria and Turkey, Germany carries on a larger trade than France, Italy. Great Britain and the United States combined. Even before the annexation of Austria and of the Sudeten- ‘land, she was supplying about one-third of the imports and taking more than one-quarter of the exports of this entire region.

Politics and economics ca-n never be entirely separated and in this particular instance they have gone hand in hand. Thus the growth 0i Germany's trade with her south-eastern neighbours must be viewed against the back- ground of hcr growing military power and her generally aggressive policy_ Similarly, the drop in French trade, though in large measure at- tributable to relatively high costs, has been as- sociated with the decline of French influence in this portion of Europe. Italy's losses have been- more than anything else a result of the ec-l onomic sanctions imposed against her during the Ethiopian campaign.

The remarkable expansion of German trade with south-eastern Europe‘ has in large part been attributable to her novel trading methods- to the ingenuity with which she has exploited the better system of trade. It has also been as- sisted by the weak bargaining power of the states concerned resulting from their lack of alternative market. These methods have involved complete government control of foreign ex- change transactions and further direct controls Over importing and exporting industries.

It is regarded as more- than’ probable that ‘Germany will continue to occupy a redominant ‘position in south-eastern Europe. he German policy is apparently to develop these countries ‘as supplements to her own economy and to weld Chem to herself by strong commercial and politi- cal ties. Numerous plans are afoot and others ‘Jars in operation for the development of their ht- tural resources with‘ German credits and under .Gern1an direction. into economic provinces of Germany. Nor-e of them welcomes German dominance or for that matter, foreign control of any kind. Resistance to German economic penetration has continued and. in some cases, as in that of Yugoslavia, has stiffened. In addition co-operation between a number of States of south-eastern Europe with a view of strengthening their bargaining posi- tion is fsr from lacking and their relation; may quite possibly become closer. Moreover, there is no doubt that France and Britain are endeavour- ing to maintain and to improve their commer- cial connections in this region, and are adapting their methods to meet German competition more effectively And finally, despite the Rome-‘ier- lin axis. Italy mav well offer growing resist- ance to German expansion, at least in some of these countries, for in inis part of the \ Jfld es- pecially, German and Italian interests have been strongly conflicting.

Why should we dread the casualties of war when the peaceful casualties of the road are so enormous? The British Ministry of Transport figures for I938, just issued, show that in that year road deaths and injuries in the United Kingdom totaled respectively 6,595 and 226,854. a slight increase over I937. Killed and injured on Britain's roads in eleven years total 2,347,- 173. From I909, when records were first kept, to I934 the casualty figures rose steadily with the rise in the number of motor vehicles in use.
