Notes and Comments.
— A very faint comet has been discover- ed by Prof. E. E. Barnard, at the Lick Observatory, by photography. Observations show the comet to be abcut one mile in diameter. It is of the 13th magnitude and is travelling southeast one degree four minutes daily. This is the first comet to be discovered by the aid of photography.
— In former years, both the Dominion aud the Provincial Governments pr-claim ed Thanksgiving Day. This year the Gov- erpment of this Province have, so far, neg- lected todo so. Some persons may, per- haps, say that, having a Grit Administra- tion, we have nothing to be thankful for ! But we think there is rexson why the Local Government shou'd proclaim a Thanksgiv- ing, if it be only to make sure that the holiday (10th of November) will be a legal one for all the institutions in the Proviiice. —The expenditure of the Dominion Gov- ernment on capital account for the three months ended September, is as follows :

Compared with the same period last year ‘his shows an increase of $496.577.18 in public works, an increase of $29,488 in railway subsidies, and a decrease of $4,- 004 11 in Dominion lands, or a net increase of $522,061 07, nearly the whole of which is caused by the large expenditure involved in building the Sault Ste. Marie canal.
—The grit papers have been making a great outcry about the increase of the pub- lic debt during the fiscal year which ended on 30th June last, and which increase was more than accounted for by the abolition of the duty on sugar, which reduced taxa- tion about $3,000,000; but they are con- veniently oblivious to the fact that since the first July this year the debt has been steadily reduced, thanks to an increase in revenue and a decrease in expenditure. The position of the debt on Sept 30th was

A decrease of neariy two millions and a half dollars in the first three months of the current fiscal year is a pretty sure indica- tion that the increase in the debt shewn last year is not permanent, but that before the 30th June next the net debt will pro- bably return to the normal figure of about $236,000,000, near which it has stood for the past four years.

The Markets.
Tuere has been in the past week an active demand for potatoes, which are being shipped to the Weat Indies, Newfoundland and Halifax and to Boston and other ports in the United States. The price in this city is 25 to 26 cents per bushel. In Sum- merside and some of the vut ports a cent or two more has been given. Oats coatinue to be dull at 34 cents, The prospect for a rise abroad has not yet brightened. A considerable part of tha oats purchased are for the neighboring provinces. The price in Halifax is 42 to 45 cents, in Montreal 33 to 334 cents. Further west the market is lower and weaker. The Toronto quotation is 28 to 284 cents, the Chicago quotation, 29}. ‘There has been an advance in pork. Io Montreal Canadian short cut mess sells at $17 to $17.50 per bbl, and Western mess at $15.65 to $1150. In Halifax, P. E. Island mess is quoted at $15; thin mess, $13 58, and prime mess, $11 50, Hay is firm in Charlottetown at $10 to $11 per ton. Eygs sell at 15 to 14 cents per dozen. Notwithstanding the lateness of the season about 19 tons were shipped by the Fastnet yesterday to be transhipped at Halifax for the British market.

Anew stamp isto be issued in Great Britain of the value of tourpence haifpepny —nine cents—to be available for all postal, telegraphic and revenue purposes. It will be the first stamp issued of this value, and its issu snce 1s called for by the new features of telegraph and parcel-post business.
Colorado has had a three days’ snow storm; the rafiroads are blocked, the trains stalled, and telegraphic commun'cation cut off. Jtis no wonder the unfortunate fat mers of the United States are fiseing from a country of such climatic rigor to the fer- tile fields and serene skies of the happy- Cana‘ian West.
That the DeBoucherville Ministry in Quebec is doing everything pussible to economize expenditure and improve condition of affsirs there can be no Che reduction in the estimates this year over the sums expended last year are follows :

LETTERS TO THE EDITOR.

Sir,—After nine years’ residence in Manitoba, | have removed to Rit Portage, a town of about two thousand inhabitants situated in the western part of Oatario, at the foot of the Like of the Woods, 133 miles east of Winnipeg. Though the dis tance is not great, the dissimla-ity is as great as can well be imagined, from the fertile grassy and aimost level piains, with searcely a bush or shrub bt: be seen, to scenery of the wildest description, abound ing with deep rock-bound lakes studded with islands ec vered in most cases with pine, spruce ard other evergreens. This lake has well been named Lake of the Woods, for the voyageur may sail south more than one hundred miles into the woods, and the wooded Islands are so plen- tiful that it is not an unusual thing for the stranger io be lost asin a labyrinth. The waters are deep and clear and the home of innumerable fish of excellent quality, such as whitefish, bass, pickerel, pike, musk- alonge and sturgeon. Tons of these fish are sh:pped in refrizerator cars to Chicago every week during the seasun. P. R, is easy of access. The town is hghted by electricity, and a char tered company is just now utilizing one of the falls where the lake pours part of its waters into Winnipeg River to drive my- chinery not only light the town, but also to propel cars on a street railway. Gold bear- ing quartz, more or less rich, abounds and one or two mines have been opened and re- duction works have been built and operat- ed here in town to some extent, but it is claimed that through mismanagement these mines have not yielded as good re- turns as they are capable of doing. A num- ber of capitalists have recently been explor- ing and some changes have been made that seem '0 indicate increased activity in min- ing.
We have no farming here, a few gardens among the rocks is all, but where any soil can be found it wel] repays cultivation. Tomatoes can be ripened, and cucumbers and pumpkins brought to perfection in the open, as we know nothing of summer frosts, the great body of water about us keeping the temperature steady. This is preeminently the land of blueb:rries, tons of which are shipped to the prairies during their season. Raspberries also are abun- dant, and now the bog cranberry can be bought at the door from the Indians at 60 cents per pail. The muskegs east of this abounding withthem But I miss that splendid bird of the plains, the prairie chicken. Yet Iam told that they some- times follow the wheat loaded trains along the track and gatherup the grains that sift out as the cars go on farther east thao this.
I was glad to hear from friend Colwill of old friends on the Island, and whether or not I may ever set foot on its sea girt shores, I shall never forget the friends of other years.
