We have heard much of late from political sages as @ the unwisdom of| a war of tariffs; but in this instance the | new Canadian retaliation tariff, which was | so triumphantly carried at the last elections, appears already to have had its effect on the | Government of the United States, and they | are anxious to come to some sort of terms in regard to their own duties. The violently |
, . e ee protectionist theories recently advanced in | the United States are being very much toned | down, and we now apparently have their;provided by Mr.
Governinent pleading with ours to use their | influence with the Canadians to induce them to modify their tariff. A new phase of the reciprocity agitation would thusseem to have arisen. Lord Beaconsfield in the House of Lords said we had nothing to offer. The Yankees have, however, quickly given their answer to this statement of offering in return | for certain concessions which they ask us to make an alteration of their own tariff.
Not ouly are there certain diplomatic ne- gotiations in progress between Mr. Evarts, the Secretary of State at Washingtan, and Lord Salisbury, but I have reason to be/i2ve there have been certain unofficial negotia- tions enterec into between the wire-pullers of the political parties of the States and our own political leaders. A distinguished American recently paid us a visit in a very quiet way, but he stayed less than the usual time with us. He was indeed away out of London before many who are always accustomed to see him were even aware that he was here. He has probably,by this time, landed at New York and reported to the United States Government, as well as to the leaders of the Republican party, the chances which are before them of coming to a better understanding with England, while I happen to know that seme promi- nent free-traders have a very openly-ex- pressed hope of securing a large acquisition vf support in the United States before long. At all events, you may expect to hear shortly of an alteration in regard to the protectionist tariffs of America, and the policy of some ef the countries with whom we have influence in regard to the United States.”

New Brunswick Sugar Refinery.
he St. John ‘‘Sun” reports: ‘‘ Ata meeting of the provisional Directors of the New Brunswick Sugar Refining Company, held yesterday, Mr. James Robinson, of the firm of James Robinson & Co., was ap- pointed Secretary pro tem. The charter was read and discussed and the Secretary was instructed to open subscriptions for stock and take the necessary action for the organization of said Company, according to the Act of Incorperation. It is the in- tention of the Company to regulate the issue of Stock so as te embrace both local and other co-operation. Steps have already been taken to fully test the prac- ticability of the undertaking, and there is encouragement to believe that adequate expital may be secured. ‘The establishment of a refinery would really give St. John the control of the West India market. Next year St. John will be nearer to Ontario and the West of Canada by some four hundred miles than Halifax, as the Megantic Rail- road will be completed and opened early next spring or summer, there being only about sixty-eight miles to finish. The capital authorized by the charter is $1,000, - 000, but it is proposed to issue only $500,- 000.at present. Should the New Brunswick Refinery be established, as contemplated, St. John may expect to consume its own refined sigar before snow flies.

Lieut. Carey.
London **Truth,” which has the merit of being always fearlessly true to its name, according to its light, thus apologizes for Lieutenant Carey : ‘‘Our regret for the un- timely death of the brave French lad must not lead us to view the conduct of Lieut, Carey in any exceptional manner. A re- connoitring party found itself suddenly surrounded by an overwhelming force of Zulus. A zeneral rush was made to get away, and this was, | believe, strictly in accord- ance with the usage of war. Unfortunately the Prince and two troopers did not get away. They were killed. We are all sorry for them anc for their relations, but that one of the victims of war happened to be the late Prince Imperial should make no differ- ence in our feelings towards Lieut. Carey. Had three troopers been slain and the Prince linperial been saved would Lieut. Carey have been brought before a court- martial and then sent home to England under arrest! No. And if not, the en- tire proceeding 13 an unjustifiable ene.”

ARRIVAL AT MONCTON.
This morning at 8 o’clock His Exceilency the Governor General and Her Royal High- ness the Princess Louise reached Moncton, by special train, and remained one hour. The party were received there by the Local Government. After breakfast—which was Sangster—an address from the French Canadians was presented by M. Girouard, M, P. This ceremony took place at 8.45. and soon after the party left tor St. John. The town was nicely decorated. There was an immense and enthusiastic crown around the Railway Station, but heavy rain marred the demon- stration.

Under this heading in the St. John, N. B., ‘‘ Telegraph,” of yesterday, we read, among other interesting notes, of the rapid progress that has been made for a grand and right-loyal creetir~ to the Vice-Regal party, the following :—
THE ILLUMINATIONS. __Theilluminating spirit is growing rap- idly and extending widely. Rivalry and loyalty have joined hands, and the display promises to bo brilliant and universal. Those who were averse to the illumination, when it was first proposed, and those who were lukewarm, are now eagerly canvassing methods and materials for making a glare that will surprise their neighbors. Candles, Chinese lanterns, tissue paper patterns, and transparencies of a more expensive character, are in demand on all sides. Windows have been washed, and many other preparations made fer rendering the effect more pleasing. Some will hang Chinese lanterns outside the win- dows instead of placing lights within on the ground, that this method is safe and requires no watching or attendance. Others willilluminate the windows and hang the lanterns between them. Some will set up boughs or small trees in front of their windows and decorate them with colored lights. Some run largely to bunting, and will festoon the fronts of their buildings with red, white and blue drapery. Mottoes will form the chief feature in the docorations of many buildings. Tenants in many com- mercial blocks have combined for the pur- pose of securing uniformity, while in other blocks every tenant will illuminate and adorn to suit his own fancy. Several very
