Tonight's Opening Ceremony

The friendly relations already existing be- ween Camida's two island Provinces will be en- ianced as a result of the acceptance by Premier imallwood of the invitation to open the Big Fair in Charlottetown this evening. The Newfound- land Premier is a very popular speaker, and his participation in tonight's activities is looked for- ward to with much interest and appreciation- The chief drawing card during the week, of course, will be the magnificent horse racing pro- gramme. The fastest trotters and pacers from all aver the Maritimes will be on the track, and in addition there will be spectacular feats and vaudeville performances in keeping with the high standard set in previous years. As noted on Sat- urday, competition is also keen in the various livestock classes, and much interest is being taken in the revival of the handicrafts and other exhibits sponsofed by the Women's institutes. One of the most valued features of Old Home Week is the opportunity given for family reunions and for meeting old friends and acquaintances of other years.

Spontaneous Combustion

Outbreaks of barn fires due to spontaneous combustion of hay-believed to be the cause of the outbreak at St. Dunstan's—occur during a short perirzl of time between the start of the haying season and mid-August, perhaps a little later in exceptional cases. The burning of barns from this cause is a common occurrence and a cause of loss running into millions every year.

Spontaneous combustion fires of this kind have certain characteristic features. The chem- ical action starts deep down in the bottom of the mow. There the temperature slowly rises until the spreading heat comes in contact with air. Then there is often a slight explosion and a rush of flame. Seldom is a barn on fire from spontaneous combustion saved from destruction —tha fire is usually over in short order.

Dominion-Provincial Relations

- A plea for more cooperation in the relation-

bship between Federal and Provincial Govern- ments was made last week in an add-ress by the Hon. L. B. Pearson, Secretary of State for Exter- nal Affairs. Speaking at the annual conference of the Canadian Institute on Public Affairs at Lake Couchiching, Mr. Pearson said that over the years, the Canadian people have made it clea-r that they will never give authority in fed- eral affairs to men who advocate a limitation or restriction of the powers which properly belong to the Federal Government. They have made it

yggually clear that they will not choose a Provin- cial Government which wishes to give away Pro- vincial rights, or permit this to happen.

It would, in Mr. Pearson's view, be helpful if the Federal and Provincial Governments could be given an opportunity to join in some declaration which would assist in clearing the air on this controversial subject. He sees no reason why Canadians should quarrel with themselves or amongst themselves as to which of these agencies of government should serve their needs in particular cases. if there is overlapping, or if it is not quite clear where responsibility lies, it should not be difficult to work out a satisfact- ory arrangement to meet any special circum- stances. Tha valuable technique of the Domin- ion-Provincial Conference, for example, has been and can be used for this purpose.

Mr. Pearson's example is not altogether a happy one, inasmuch as recent Dominion-Provin- cial Conferences have not always ended on a happy note. Nevertheless, he is correct in saying that arrangements of this kind have been cust- omary since Confederation, and a surprising va- riety of techniques and procedures for coopera- tion between Federal and Provincial Governments has been devised.

M-r. Pearson maintains that quite apart from the special problem of relations between French and English speaking people in Canada, the size and complexity of Canada justify our present system of government. lf the Provinces are to play their proper role within this system, they must continue to have real and effective re- sponsiblity for the important spheres of govern- ment which have been assigned to them. They must continue to attract capable men to theflip" legislatures. Equally, the Federal Government rnust be capable of giving leadership and assaih- ing responsibility in matters of national concern. Like doctors and some other professionals who consider it unethical to advertise, lawyers have their own ways of obtaining publicity. Occasion- ally their methods are successful as they are cir- cumspect but, at the best, their elaborate sub- stitutes for printed propaganda are unsatisfact- ory. They lack the essentials of effective adver- tising, which include continuity, theme and ‘rea- son why' copy. Members of the District of Co- lumbia Bar Association realize this. They have discovered that the advertising of banks, ac- countants and real estate brokers is bringing these operators business that rightly should go to lawyers. The Association has accordingly set aside $5,000 for an institutional campaign to ac- quaint the public with the ethics and services of the legal profession.

B. Mc- Lane, Canadian trade commissioner to New Zealand, said in an interview' recently. t". Sir Walter Scott, Scottish novelist, poet, and man of letters, born this date l77I. His first literary work consisted of translating Goethe, Burger, and other German poets, and collecting Scottish ballads (Minstrelsy of the Scottish Border). The Lay of the Last Minstrel published in i805, was followed by Lady of the Lake, Rake- by, Lord of the Isles, which placed Scott in the first rank of narrative poets. Finding his place in popular favour threatened by Byron, Scott next turned to prose, producing the Waverley Novels, the most remarkable series in Scottish litera- ture. ln i825 the failure of his printers and publishers, involved Scott as a partner in debt amounting to over $600,000, most of which he paid off before his death (through overwork) in .1832:
