temperance writers endeavor to prove that there is more liquor drunk now than pre- vious to the introduction of the Scott Act. Now, these men are merely writing bosh and nonsense, and are, 1 believe, working in the interest of the rumsellers. That the Seett Act has crippled the liquor traftic to a great extent cannot be denied by any person who will give the matter the least consideration. I admit that as yet it has not been as successful in stamping out the accursed traflic, as many people expected it would be. But it is the people, and not the Act, that is to blame for this; for the Act, if enforced, would stamp out every disreputable den in the country, How is it that it does not doit? There are many reasons, a few of which I will give. In tho first place, we all know that the rowdy element everywhere go hand in hand with shanty keepers. In the second place a

. |great number of respectable people show a

great deal of sympathy for them, and it is this sympathy which enables them in a great measure to defy the Scott Act. We read of Jesse James, the notorious mur- derer and outlaw, and wonder how it was possible for him to roam the Western States for years in defiance of the United States law officers, but we may now cease wondering at it, for it was the same insane sympathy which we show the man who daily breaks an Act of Parliament which has been declared constitutional by the hightest authority in the kingdom, that enabled James to scoff .at the law of his country. I will now give athird and last reason, and one which is, in my opinion, the most fatal of ail to the Act, that is the treatment accorded the Inspectors, who are appointed by the Government or by the Dominion Alliance. Instead of our people considering it as they most certainly should-—a noble and Christian work—they consider it a degredation; and while the poor Inspectors are hooted and threatened with bodily injury by rowdies—who are capable of committing any act of violence, if their masters (the rumsellers) will give them a free drink now and again—in one place, they are in the next met by the sneers and .contempt of a large number of people who consider themselves respect- able. These are a few and only a few of the reasons why the Scott Act is not doing the work that was expected of it. Now comes the ‘‘fair trial racket.” We almost daily read that ‘‘the Scott Act has been given a fair trial and has proved a failure, a legal abortion, &c.” All this sounds very plausible, but it lacks the essential element. I defy any one of these writers to name one village town or township on this Island where the Act received a fair trial that it has not done good in. I for one know several places where it has done great good, and where, if it had been given a fair show, it would have stamped the liquor traffic out of existence. If the people of this Island really want to see the traflic in strong drink receive its death blow, they must show no sympathy to those who retail alcoholic poison; let them treat the Inspector as their friend, as he really is, and assist him by every means in their power in the philanthropic work which he has in hand. Fathers in particular should not be backward in giving a few dollars to assist in enforcing the law. It will be money well invested. A few dollars so spent may contribute in no small degree to save some of them (fathers) from the sorrow and humiliation of witnessing the pecu- niary, physical and moral destruction of their sons.

In conclusion I would ask all law-abiding people to give the Act a fair trial—what up to this time it never has received—.and if they do so, it will in a year or so have triumphed over all difficulties, it will have wiped out the miserable dens which, even yet, thrive in some localities, and we shall then enjoy one of the greatest blessings under heaven—temperance.

Seven Englishmen were killed by the earthquake on the Island of Iechiia. It has been ascertained that Miss Vanallen, men- tioned among those injured by the disaster, is a resident of San Francisco.

Mr. W. C, Van Horne, general. manager of the Canadian Pacific railway, says that the line will be completed to Calgary this week, and that the summit of the ky mountains will be reached some time in November. The whole line will be oom- pleted within two years.

Some people assert that they will believe only what they can see. What is clearly demoustrable they will accept, but nothing else. These very people, however, believe with all their might that they have brains, and yet they never saw them, and other folks at any rate have no evidence that they possess them.

Speaking of Sir John Macdonald the New York Hera/d says:—‘‘Few men have shown greater aptitude for the management of men in a political capacity than the present Prime Minister of the Dominion of Canada. During a long public eareer and amid many political storms and tempests he has been the foremost man in Canada.

Centuries upon centuries ago, while yet the world was in its ‘‘salad days,” the true relation between man and woman was recognized. These two quaint lines ecn- tain the history of domestic life from the beginning, and they are not likely to be proven false by the future :--

No English fortunes have ever been accu- mulated by individuals in England equal to those of Stewart and Vanderbilt. The largest personalty was that of Mr. Brassey, the great railroad contractor, $30,000,000. The next largest was that of Mr. Morrison, dry goods, $20,000,000, with real estate equal to some $2,500,000 more. The Duke of Westminster's realty can fall little short of $100,000,000, but his father only left $4,000,000 personalty, and this includes a famous collection of pictures.

The London Standard’s correspondent at Hong Kong says the success of the recent sortie of the French in Tonquin was due to the fact that half of the garrison was secretly conveyed in junks.

There were 887 deaths from cholera in Egypt last week, including 273 at Cairo, where three deaths occurred among the British troops. Twelve English doctors have arrived at Alexandria, en route to Cairo.

British Columbia is experiencing the ad- vantages of the protective tariff. In Vic- toria an extensive iron works with a capital of $300,000 has been opened. A variety of other industries have been entered into, and now a suyar refinery is projected.

The telegraphers’ strike will form the subject of an mvestigation at the hands of the United States Senate committee on education and labor, which is to resume its session in New York, and will devote its attention to an inquiry into the relations between capital and labor,
