The programme and terms of reference of the Royal Coumiissiou on Dontinion-Proviticial Relations has been published officially. 'l'he hearings, which open at Winnipeg on Nov. 21), will take the CUIIHIIISSIOII to the Maritime pro- vincial capitals during the first three weeks 1n February. The final sitting, it is announced, is planned for Ottawa begiutiirtg June 1 at whivn "all goverunieuts will be represented.”

lt would be helpful to have a clearer defini- tio11 as to the meaning of this phrase. Does 1t include 1111111icipal as well as Dominion and pro- vincial goveriunents? One would assume that it docs. but an examination of the programme as tiutliued by the Commission chairman raises some doubt on this point. The Commission, we read, will gather information from four sources: from the federal and provincial governments; from "recognized public organizations” interest- ed in some phase of tl1e investigation; from a staff 11f experts conducting privat: investiga- tions and stitdies for the Commission; and from "eouipctettt witnesses it might call to appear be- fore it." Municipal governments, as such, are igu zed.

Again we read: “Dominion and provincial governments have been asked to assist in com- pilation of federal, provincial and municipal data on a iutiform basis for this study, which will include investigation of overlapping ser- vices and _iurisdictions, provincial subsidies and grants. and govcrnriient debts."
