“Patriot” and Sir Leonard's Visit

Tar Patriot of Saturday was ia a peevish querulous humor. The cause of his petulence was the fact that the Liberal-Conserviatives bad shown some degree ef wisdom in fixing the day for the visit of Sir Leonard Tilley’ They very judiciously chose the 18th, the day set apart for the Highland Gathering—a Provincial aud a Civic Holiday, This, the Patriot admits to be wel done, and still be finds fault. He fears that the Liberal-Conservatives will take credit to themselves for drawing together the large crowd which is likely to be present on that day. He complains of the difli- culty there will be in clistinguishiog those who have come to town to particmate in the Gathering and those~ who have come to listen to Sir Leonard. He is ina sea of troubles, and the complications and blanders he sees imminent are heart-rend- No doubt he says Couservative Editors will boast, after the meeting, of

We are glad to lecro that the Liberal Conservative Committee are making ample arrangements for the visit of Sir Samuel Leonard Tilley, the Hon. Mr. Caron, and other eminent Canadian poli- ticians who are expected to arrive in this city next Wednesday by train from Summerside. The Skating Rink is being fitted up for Thursday evening’s mass meeting in grand style. James FE. Brown, Esq., C, E., than whom no better man could be selected, has the supervisiou of seating and preparing the Rink for the meeting. The Torchlight Procession from the Railway Station to the Rankin House, will doubt ess be a brilliant turn out. Sir Leouard and his friends will meet with an enthusiastic reception, and be listened to on Thursday evening, by one of the largest and most intelligent audience, that ever assembled in this

Severar persons having asked, how far back the Asylum investigation is to go, we have made enquiries, and have the authority of the Commissioners 1u

While the Editor of the Patriot forecasts thus, may we ask him if he reckons all who were present in the Rink, whea Blake & Co. spoke, Free Traders? Can he tell how many were there through sheer curiosity, aud how many through pure love of Free Trade principles? The meeting was a fairly full one, and we were glad to see The curious were, we suppose, Satisfied, aud the Free Trader reu@ered more steadfast. But the man who would say that every voter in the Rink would, at next election, vote for Free Trade, would be a very rash man indeed. Now

Sir Leonard Tilley comes, and there cannot be the slightest doubt but that many whom neither the Caledonian

Gathering nor Sir Leonard Tilley could singly draw from their homes will not be able to resist the conjoint attractions of both, but will attend both and feel pleased. We thiok that the arguments in favor of the present Protection policy of the Dominion sbould be as widely koown as possible, and no better expon- ent of the policy is to be found than Sir Leonard.

In conclusion, we think the Patriot has from his standpoiat cof view, made a grea: mistake in calling attention to the exrestlent day’s e.;0yment which is offer- ed to the farmers and their sons on Thorsday next. He las advertised it, aud giveu his oppouents credit for wis- dom and foresight, jor both of which thiogs we offer our contemporary our thanks. Our only regret is that we can- not conscientiously reciprocate on_ his political frieuds the compliment of wis- dom which he bestews on ours.

Wuen Sir Leonard A. P. Caron, at the r eral-Conservative Assi visit this Province, it was necessary that the fact should be communicated to the suporters of the Libveral-Conservative party.

Mr. S. W. Crabbe, Secretary of the Liberal-Conservative Association, at once issued circulars to its members, askiug them to attend a meeting at Char- lottetown, to make arrangements for the reception of the distinguished visitors..

Sut Mr. Crabbe did noi deem it prop- er, as secretary of the Associa- tion, to summon members. of Parliament, and, therefore, Senator Carvell . was requested to write to his fellow members of Parliament re- garding the matter. He accordingly wrote to the Hon. Senators Montgomery aod Howlan, Messrs. A. C. McDonald, E. B. Muttart and Elward Hackett. The Hon. Mr. Howlan republished his pote in an obscure city paper, with what he considers appropricte remarks.

A despatch of the 8th from Chamanz Chouki to the ‘* Times” says the Ameer’s deputy’ governor of Candahar was pre- paring to defend that city when the e« vernor fled to Cabal on the 27th of July. ‘The soldiers then mutinied and prevented the deputy governor from leaving. On the arrival of Ayoob Khau’s lieutenant the deputy governor took refuge ina sacred shrine. Three days later, when Ayoob Khan reached Candahar, the deputy governor was in- duced to leave the sanctuary, but on being taken before Ayoob Khan was severely beaten and thrown from the Dunbar hall to the pavement belew, having an arm and a leg broken. This was done ou account of the indignity he had offered to the corpse of a Khan The Daranis are flocking into Candahar in erewds to salute Aycob Khan, alter whose arrival a salute of a hundred guns was fired, and the city was illuminated for three nights. On reaching Khelati- ghilzai the Ameer’s general found re-in- forcements from Cabul, and he according- ly halted there. “There is a lagging in provisions. Ifthe Ameer is able to hold Cabul, having a considerable number of troops from Turkestan, his cause is by no means hopeless The retention of the Khe'a'-i-ghilzai will give him the means of confining the struggle to the Candahar territory ; aad if he comes down himself with 6000 good troops Ayoob Khan wil! have hard work to retain his recent con- quest. If the Ameer should win, he could easily drive Ayoob Khan acress the frontier into Persia, but if he loses a battle at Khelat-i-ghilzei he wil! never be able to maintain himself at Cabul, and will have no resource but to fly to Turkestan, ;

Mr, Gladstone proposes, as chancellor of the exchequer, to extinguish £60,000,- 000 of the British public debt by a pro- cess that looks very much like financial legerdemain. The permanent charge for the accouut of the national debt is, or will soon be, £28,920,000. There are terminable annuities held by the national debt commissioners in lieu of perpetual stock cancelled, amounting to $3,617,- 845. Mr. Gladstone proposes iu the first place, to substitute fer twe millions of pounds sterling of this amount its equivalent value interminable annuities expiring in 1906, having, there, twenty-five years ofrun. This equivalent is found to be, consols being at par,an annuity ot $459,- 760, which being subtracted from the two millions, leaves an annual sum of $1,540,240, and it is with the aid of this sum that the chancellor of the exchequer proposes to get rid of sixty millions ster- ling of capital. This second process is thus explained :

An annuity of £3,428 ,604 will pay of principal and interest of £60,000,000 of debt in twenty-five years. If sixty mil- lious of debt be cancelled there will be a saving of £1,800,000 each year in inter- est. Consequently the net increase of expenditure caused by replacing perpetual stock by an annuity, is but £1,628,604, with £1.540.240 on hand. Mr. Glad- stone has therefore to find but £38,364 more than he now has to

accomplish his object, and he can find it in the new sinking fund established by Sir Stafford North-

The national debt commissioners will provide the Chancel- lor of the Exchequer with twenty mil- lions of the sixty millions required, and Mr. Gladstone asks Parliament to permit him to draw forty millions more from the stock standing in the name of the chancery paymaster.

It will be seen that the result of this finauciering is to cancel sixty million | pounds sterling of debt at once, and not | to increase by a single penny the amount | raised or expended by the government. At first blush that looks a little like the | wonders which the fiat-money people | hereabouts promise to perform. But | in reality the government first saves | money by converting amunities about to expire into long annuities, and then using

the economized surplus to create long annuities in lieu of perpetual steck, In the second process the government will spend £3,428,604 where 1t now spends £1,800,000 each year, the difference of £1,628,204 heing an annual application at compound interest towards the principal. In fact, in twenty-five years the actuar pay- ments would be #£40,705,100, and the in- toreet will be sufficient to make the aniount up to sixty millions. The plan is highly ingenions, and is certain to be successful, For obvious reasons it would be neither sracticable por aseful in this country.— Boston Advertiser.

Srr,—I am ashamed to say that till within the last twe weeks Charlottetown—indeed Prince Kdward Island in general—was te me an unknown Jand of hearsay and misty ideas, of possibilities and facilities, The Gulf Ports steamers were an ogre in the shape of com. fortless quarters and unstable footing, where fogs aud sea sickness combined to make a martyr of the luckless- wight whe innocently sought a ‘‘sea voyage’ ina nutshell, without crossing the Atlantic. Il feel bound to con- fess my ‘‘sin of ignorance” after having been enlightened by a charming experience, in company with a party of friends from Ontario. We arranged for a round trip on the ‘‘ Miramichi,” with a step-off of a fori- night between. Fine weather, pleasant com- pany, a Well-mapaged and comfortabe steamer, with obliging officers, glimpses of remarkable and picturesque scenery, and a general sense of well-being contri- buted to dispel our part of the il- lusion. Then we dropped inte the tirst place where we heard there was good bathing to be had, in order to save every one of our fourteen days for that lgudabie purpose, aud were equally happy, the genial tempera- ture of the water, and the safety of the shore iendering bathing a luxury. Besides this there are delightful drives through a rich and truitful country with endless picturesque snatches of scenery worthy the painter’s brush, and fishing to satiafy the most voracious lover offthe sport, including ced,mackerel, haddock, lobsters, trout, and | knew not what besides In different parts of the Island which we have wot been able to visit, we hear of large stretches of beach—twenty miles in one case— where the saud ‘s beaten into a hardened floor by the surf which rolls grandly in from the open sea, and sheltered coves and bays in- aummerable fer these who prefer them. As a member of the ‘‘ Exploration Fund Cemmit- tee,” of London, England, the Doetor has accses te the latest results to the explorations of that seciety, and has quite reeestly re- ceived contributions from that source to his already large and interesting stock of illus- trations. have seldom seen finer photo- graphic representations than he has at com. mand for this purpese, nor co I think there are any like them te be had in this eountry. Exceedingly inter- esting was the presentation of plain proefs of the existence of the Masenic mea- sures, symbols, &c., in connection with the Temple at Jerusalem, which ought to delight the heart of a Free Mason, and these proofs are becoming more manifest as the excava- tions proceed. Doubtiess there is no man in Canada better prepared to impart infermation on this deeply interesting topie than the Decter. I must say that I have seldom spent two hours mere delightfully and proktably than in listening while the Doctor was setting before us the wonderful details of correspondence between facts now being elicited, aud the records ef the Bible, enforcing the histories of the Saered Beok and almost making one stand still with the sense of awe, as before anew revelation. The Doc tor’s friends will be greatly rejoiced to see him in such improved health, fer which the Islanders will, no doubt, take much of the credit. Birewn Ur.—The schooner ** Gertie,” be- longing to Lockport, N. S., while lying at anchor on Bank Quero, was blown up on Sun- day last, abovt five o’clock in the afternoon, The explosion was caused by sparks sup- posed to have fallen from the Steward’s pipe into a mug containing powder and wich sat near a keg of powder. Several plinks were blown from the bows, the feremast shattered, and hawsers and other heavy material thrown from the deck. Some ef the crew who were on deck were thrown a dis tance of twenty feet. Fortunately none of the crew, except two, were injured severely, one of whom, the cook, M. Fitzgerald, of Liverpool, is not expected to recover. The vessel capsized in about five minutes. The erew were brought to Port Matoun by an Am- erican vessel.
