The “Patriot"—A False Witness.

The Patriot is informing the people con cerning the finances of Canada. An idea of the reliability of the information tt affords may be formed from the fact that it includes the $15,000,000 to be borrowed in England by the C. P. R., among the ex penditures of the Goverament. The truth is, as the Patriot very well knows, that the

paid off its last loan to the last dollar long before it was due, and which, the other day, reported a net profit on the past years transactions of $253,855 Moreover, the Government has taken ample security against the eventuality of the f sil- ure, on the part of the C P’. a. to pay the interest and fully redeem their bonds It has taken a mortgage on all the unsold lands of the Company—some fourteen millions nine hundred and thirty-four thousand

west. We quote the articles of agree- ment ‘* It shall be a condition of the said mort

gage that the net proceeds of the sales of the said lands shall, from time to time, be paid over tothe Government, and the company may, at its Option, also pay over other moneys to the Government, the whole to constitute a fund to be set apart and held by the Govern- ment exclusively fur the purpose of satisfying

the principal of the ssid bonds.

5. On the money thus set apart, which is not to exceed an amount sufficient to redeem the outstanding bonds of the said issue, the company shall pay to the Government hall- yearly, on the first day of the months of June and Jannary in each year, interest at the same rate as that carried hy the said bonds, namely, three and one-half per centum per annum, the same to be applied towards satisfying interest, as it shall mature on the said bonds. But if the com- pany should at any time make default in the payment of any interest which may become due on any of the said bonds, then if so required by the Government, the company shall thereafter pay over to the Government all inte:est which they may collect, under uncom- pleted sales, upon the price of lands sold as well as the principal realized from the sales thereof, and the Government shall allow on the amount of such payments interest at the said rate, and shall apply al) of such addi- tional payments and the interest thereon, as well as allinterest accrued on the said princi- pal fund, towards satisfaction of -the interest on the said bond.

6. As s.on as the aggregate amount of the said fund in the hands of the Government shall equal the principal of all bonds of the said issue then outstanding, then the com- pany may pay into the said fund alsofa sum sufficient to cover the interest, if any, up to that time, and thereupon the said mortgage shall be discharged and the Government shail assume and pay all interest which shall thereafter become due on the said bonds as well as the principal of said bands at maturity, and the company shall be thereafter forever freed from any liability in respect to such principal or interest nothing herein contained to be construed as making the Government liable at any time to pay any part of the principal of the said bonds except in so far as the company shall have provided it with a fund for that purpose in the manner hereinbefore specified.

7. The Minister of the Interior for the time being, or such other minister as the Govern- ment shall name, shall be one of the trustees under the said mortgage, and the appointment of any trustee or trustees shall be subject to the approval of the Government.

Further, it is agreed that every dollar of the loan shall be expended in the improve- ment of the lines of railway now in opera- tion, and so inure to the advantage of the Schedule A.

To try to make the people believe that the $15,000,000 so to be borrowed by the Canada Pacific Railway under the euarantee of the Government is a Government ex- penditure of the present year, is to cut- Ananias Ananias.

—Why will the Opposition persist in the misrepresentation that our lumber trade and other ‘‘natural industries " are hamp- ered by having the cost of their supplies increased by whah they call taxation / The facts are against those critics, as they would see if they did not willfully close their eyes tothe truth. Mr. Perly, the well-known lumberman, told the House of Commons that members of his own firm and others had feared that under the N. P. they would have to pay increased prices, but, as he said: ‘* What was the fact ? The articles of clothing and the vast amount of goods that enter into shanty supplics were never ad- vanced in price, and to-day we can get them cheaper than ever we could get them before.” This tallies with the eX pression of all practical men; yet to run down Can- ada, its domestic enemies persist in stating that prices have been increased, because they choose to adopt the theory that unpaid Customs duties are taxation.

Canadian Art.

Lorp LANSpowNe delivered an excellent speech at the opening of the Exhibition of the Royal Canadian Academy. Among other things, he said that he was glad to be able to express his deliberate opinion that there has been a very steady and _percepti- ble progress in the general etandard of merit at which the contributors to Canadian art exhibitions have been able to arrive ; wud that he felt no doubt that we are justi- fied in looking forward to the time when Canada will have a school of art of its own characteristic of the country, and drawing its inspiration not from external sources, but from the life and natural features, s0 varied and so attractive, of the Dominion itself. ‘ation of Toronto has risen in five years from 95,000 to 150,000, and that its assess- ible value has increased from $65,000,000 to $100,000,000, he said: ‘* That is one kind of greatness, but in order to achieve true greatness a city which aspires to play a part in the fortunes of our race stands in need of more than this, and 1 wish to urge upon you as strongly as I can that the Royal Canadian Academy should be placed in a position to do something towards the accomplishment of this end by stimulating the study of an art which more than any cther has helped to ennoble and _ refine the life of nations.”

The other day a steamship with 800 immigrants destived for the West arrived it Montreal at half-past six in the morning. Breakfast was served on board, the new- comers were landed, their baggage inspect- ed, and by half-past one they were on board a Canadian Pacific special bound for their new homes. This is expeditious, and no doubt the immigrant likes despatch and perfection of arrangement.

—Hon. Mr. Abbot has introduced into the senate a bill to amend tie Dominion Lands Act. Its object is to authorize the appointment of a board to administer the sum of $60,000 for the purpose of assisting crofter immigration to Manitoba or the North-west. The board will consist of three or four persons representing probably the Imperial and Canadian Governments and the private individuals who have initi, ated the scheme. It is understood his pro- posed immigration venture will, at the out- set, take the form of an experiment, a few families only being brought out to see how the scheme works. In the event of its suc- ceeding, a larger number of families will be assisted to Canada.

The M. A. Starr.

Tue steamer M. A. Starr arrived from Halifax via intermediate ports about half- past nine last evening. Capt Ferguson re- ports meeting an immense quantity of heavy ice between Cape George and Baytield, and having the steamer’s timbers scraped from stem tostern therewith. The steamer lay to in the ice for seven hours, and it after- wards took her about three hours to work out, having to put back some seven or eight miles and come round by Port Hvod. The captain also reports a large quantity of ice between Pictou and Wood Islands.

During the winter the Starr has, as has already been intimated in these columns, been thoroughly overhauled and renovated, and is now ready for a good summer’s work. Mr. Harry Fishwick is the purser this sea- son instead of Mr. Sterling, but the other officers are all at their usual posts,

The cargo this trip was made up chiefly of exhilarating fluids as fullows: 1 cask liquor, 1 half barrel ‘* merchandise”; 1 barrel ‘‘ merchandise”; 4 half hogsheads beer ; 4 hogsheads and 2 barrels beer; 2 hogsheads aud 1 barrel beer ; 1 keg ale ; 2 cases whiskey; 2 kegs ale; 2 hogsheads hop beer; 1 half hogshead hop beer ; 20 hogsheads hop beer ; 21 half hogsheads hop beer; 20 barrels bottled hop beer; 10 hogs- heads bottled hop beer; 5 half hogsheads bottled hop beer; 18 barrels bottled ale. There were no passengers for this port.

The steamer is now being loaded with potatoes, oats, pork, canned meats, ete., and will sail on return this evening. We wish the Starr and all connected with her a pleasant and prosperous season.

Experimental Farm Work.

Every one, we are told by the Gazette's Ottawa correspondent, is ina state of activity at the Central Experimental Farm of the Dominien} Government. Seeding is proceeding rapidly, about fifty acres having already been sown. One hundred acres for more is expected to be sown the present week. Tree planting is also being pushed vigorously along, including avenue, forest, trees and other economic trees and shrubs. The orchard in connection with the farm includes a collection of apple trees number- ing 903, consisting of 297 varieties, of which i74 are from Russia and other parts of nerthern Europe, Of these trees 216 were planted out in the orchard last autumn to test the relative merits of fall as compared with spring planting. Crab apples number 26 trees of 12 varities, chiefly of American origin. Of plumbs there are 197 trees of 72 varieties, 32 of which are from Russia and other parts of northern Europe; cherries 155 trees of 71 varieties, 54 from Russia and northern Europe; peaches, 11 varieties ; apricots, 4 varieties, 2 Chinese and 2 European ; ‘grapes, 891 vines of 127 varieties ; currants; 865 bushes of 20 varieties ; gooseberries, 3,650 plants, straw- berries 90 named varieties and about 50 unnamed seedlings, 20,900 plants in all.

2 Railway Extension.

Winnipeg papers of all shades of opinion just now bear evidence to an anxiety that exists in the province for an extension of the Canadian Pacific branches in various direc- tions. The cessation of the monopoly clause has been productive of a considerable number of applications for charters, but there is ap- parently a lack of popular belief in the ability of the promoters to carry out their schemes. The Red River Valley Line will be com- pleted ; the contractors are sure of their pay for it, as the whole province may be taxed to provide the funds. But outside of that the hope of the settlers is in getting ‘*the iron heel of monopoly more firmly fixed on their necks,” as the suffering Grit editors were wont to callit, and it is the Canadian Pacific they look to for the pro- vision ,of transportation facilities, And by the way, grinding under the aforementioned heel seems to have been a healthy process, for, as the Winnipeg Sux says, speaking of the redistribution bill; ‘‘The population and controlling influences are no longer overwhelm- ing in the east but have been scattered over the west, northwest and southwest. Winni- peg alone has shown very marvellous pro- gress among the settlements in the east, but, despite her progress, it is evident that the in- fluence of the east must decrease, while that of the other portions of the province must continually increase.” The population, by this is scattered just where the assailed rail- road had most branches, and where its blighting influences should have been most vena

Debates of a lively nature frequently take place in the U.S. Senate. On Thursday last there was one. It ended in this wise :

Mr. Ingalls—Did not the soldiers of In- diana threaten to hang the ‘senator with a bell rope on a train, after he made that Lincoln dog speech !

Mr. Voorhees—-the senator is a great liar when he intimates such a thing—great liar and a dirty dog. It never occurred, never in the world. That is all the answer I have, and | pass it back to the scoundrel behind the senator who is instigating these lies. (This was made in reference to representa- tive Johnston, of Indiana, who was sgated at a desk directly in the rear of Mr. Ingall’s)

Mr. Ingalis—There is a very reputable gentleman in the chamber, a citizen of In- diana, who informs me that the signers of that certificate are entirely reputable inhab- itants of Indiana, and that he knows fifty people who heard the senator.

Mr. Voorhees Tell him I say he is an infamous’ scoundrel and liar. Tell him | say so.

Euphemisms.

Srr,—-I have read with much pleasure the different productions under the heading ‘* Varia,” as they appear from time to time in THe EXAMINER.

The euphemisms for death were most interesting. May I be allowed to suggest that your correspondent publish thoge which he says he has, although he does not know the authority. Perhaps some of your correspondents may. I have pre- served much of what ‘** Varia” has written, in my scrap-book, and [ should like very much to add to the list of eupemisms he has already given.
