ambassador Alan G. Kirk and Prime Minister Stalin almost cer- tainly can be dismissed as shad- ow-baxing. The second will be the one to watch.

This is Lrue for two reasons: First, preliminary official reports here bear out dispatches from Moscow that Kirk's visit to thc Kremlin was just a “courtesy call." Second, diplomats and government Officials, like other people, usually prefer to get acquainted before they start doing business.

Ordinarily, ihcrefore, the first round o1 calls by any new am- bassador is likely to be concerned with vague generalities or small talk just as are the first visits oi new neighbors. ‘The purposeful visit to borrow a cup of sugar or complain about the children's con- duct comes later.

Kirk went to the Kremlin Mon- day night. Previously he had call-- ed on Soviet. President Shvernik and he had told the Foreign 0f- fice that he would be glad to see Stalin some time. So eventually Stalin sent. word to come on aver.

One such hint contained in an intervlew helped clear the way for enciirg the Berlin blockade. Stalin. in answering a. reporter's ques- tions, failed to mention one of the conditions 10; settlement \Vl‘lICI'I he had previously specified; this was spotted in Washington and inquiry about the omission led to the dickering which broke the blockade.

eign policy toward Russia rests. according to its directors, in that field cf uncertainty. On the one hand it is necessary, in the State Department's view. to keep up a strong front in the cold war by sending costly aid to Europe, for example. yet. also according to this view the United States must be ready any time to make or to re- ceive proposals for improving Russian-American relations. It was that kind of thinking which led in Kirk's selection as ambassador. The Slate Department decided that the man to succeed retiring Ambassador Walter Bed- eil Smith should be able to do his job with extreme patience. 1-0 follow instructions accurately, to observe objectively and to negot- iate with great skill, if negotiations became possible.

I-Ie had to be an able man, in the judgment of the President and Secretary of State. yet one who could be trusted, as Smith had been trusted, to wait and wait and wait for a break that might. never come.

As a former Admiral and as an Ambassador to Belgium, Kirk was hand-picked for the job as a man who would follow Washington's instructions rather than try to de- velop his own and end the cold war sirigie-nandedly.

But Kirk's detailed report oi the chat with Stalin will be read through a magnifying glass for any possible clues to future Russian policy. should a. possibly signific- ant hint appear Kirk might be sent back to the Kremlin in ex- plore it further.

Should e110 reason for an Amer- ican move now appear he might wait months. even years, for the Soviets to take some step that could lead to a second Kremlin visit. It. probably will not be that long, however.

State Department exports have felt since the Paris Big-Pour for- eign ministers meeting last spring that Russian policy was ln a state of balance which would be chang- ed by what the United States and Western Europe do about Western European recovery and rearma- ment.

Mr. Cranston, retired newspa- per man of Midland, not far from where Brulc lived with the I-Iur- ons. picked rm apt title for his book - "Etienne Brule. Immortal Scoundrel" (Ryerson). Bruie, who adopted the loose moral practices of the Indians. served Champlain and the curly missionary priests well as an explorer and an inter- preter. But in 1629 he betrayed Champlain by helping the English Admiral Kirkc take Quebec. And his reckless living made difficult the work of the Jesuit Fathers who sought. to Christianize the Hurons.

The written record of Bru1e’s iife is sketchy and Mr. Crenstorvs book reflects the lack of informa- tion. However, the author has done a irorkmaniike job of weaving the recorded facts into the background of the timcs in which Bruie lived - and died, probably a victim of torture by the Hurons.

Native copper was found there by later explorers who set up a smelter near Sauit Ste. Marie to treat the ore. A huge piece of native copper found there in later years is on display in the Royal Ontario Museum.

However. that is beside the point. It is fascinating to read. against the perspective of the early history or French Canada. the story of this young Frenchman whom Champlain sent to live am- ong the Indians as part of a cam- paign to learn more of their lan- guage and their ways - and also to win their business in the lucra- tive fur trade.

Brule probably reached Lake Huron in 1810 and in later years he visited Lake Ontario (at the present site of Toronto), Lake Erie, Lake Superior and possibly Lake Michigan as well. I-Ie became an expert linguist and the Jesuit Re- lations - the written record left by the Jesuit missionary priests- tells of his valuable work as an interpreter.

MrxCranston accepts the theory that Bruie met his death in 1685 by mrture at the hands of the I-lurcns. Some authorities lay his death at the door of his compat- riots, the French.

Former publisher of the Midland Free Press and a former editor of the Toronto Star Weekly, Mr. Cranston is the second Ontario newspaper man to dig into the scanty accounts of Brule's life. The first was James W. Curran. who was born at Oriiiia on the fringe of the Huron country and later published the Sault Ste. Marie Star. Mr. Curran w-role a pamphlet on Bruie in the early 1000s and In later years wrote several articles for his newspaper - one of them developed the theory that Brule may have dis- covered the St. Mary's River a-nd Lake Superior as early as 161i or i012 -- six years or so earlier than is generally believed.

The phrase is John Ruskms and occurs in his Time and Tide. He has been called the prophet of sincerity. Some years ago ff rcad of what the author called “light fingered gentry." One of the ten commandments deals with steal- ing. According to the daily Press II. would seem that we need to reassert the claims of the Hebrew dewlvxue. We have the stealing of cars, house-breaking. robbery; but just as we have the unseen taxation, hidden taxes, so we have “polite robbery.“ It is of this that Ruskin writes. This is a sentence out of the book referred to: “Latvs should be directed to the preven- tion of all kinds of thieving; but chiefly of the occult and polite methods of it; and, of ail occult methods, chiefly, the making and selling of bad goods." He says that the man who is courageous en- ough to break into a man's house may become a hero of song‘? but. the seller of bad goods, the one who uses false weights and meas- ures, or adulterates his wares, is a criminal and should be sent out of the country.
