trained in western tactics. The leaders were mostly old men. Their rifles were the ordinary kind Seven kinds of

breechloa lers were collected on the field after the battle. The Japanese numbered 15,000 and the Chinese 8,000.

On Nov. 22 the western forts were seized without hindrance. The Chinese, under General Lung, attacked Talien

Wan on the 2Ist, but it is believed that they were repulsed.

In marching Chinese coolies aided the Japanese, The new arrivala from the Japanese transports, which included the last of the reserves, and the receipt of quantities of provisions, render Port Arthur strongest fortress. It cost China 15,000,000 taels to fortify the place. Cencerning the future, it will be useless for the Japanese to attack Wei-Hai-Wei.

If peace is refused the next movement will probably be near Shanhi-Kwan, and thence on Pekin. It is no longer a war tor Corean reforms only.

_ e+ere A STRANGE STORY.

The New York Press publishes a very -trange story. It gives as its authority Dr. Forbes Winslow, -the well known in- <anity expert, and it is to the effect that «Jack the Ripper” was a London physi- cian, and that be is now confined in an in- sane asylum. The story inthe Prese is circumstantially told. Dr. Winslow is re- ported to have a letter sent him by “Jack the Ripper.” One day a lady, wife of another doctor, called upon him and after some circumlocution, expressed her fear that her hushand had gone insane and was “The Ripper.” She recognized the hand- writing shown her by Dz. Winslow. The slashings of the unfortunate victims could, it is stated, only have been done by a phy- sician. Dr. Winslow is reported as say- ing:—

“Impressed with what she told me, and recognizing in it the verification of the theory I had arrived at, I went to see her husband, and after a number of interviews I became satisfied the lady’a suspicions were well founded. Upon every other subject the man was thoroughly sane, but upon this he was totally irresponsible. He was possessed by a congenital insanity,and the appetite for blood to be satisfied in this manner was growing upon him, Not only would this growth influence him to more frequent victims, but to an increased num- ber of victims at the same time, and had he been permitted to remain at large it would have been only a comparatively short time before two or three murders would have been committed by him where only one had been committed betore.

“After satisfying myself that the man was responsible for these crimes, I took steps to have him placed in an asylum, where he could do no more mischief. He was examined by competent physicians and found to be mentally unbalanced, and then was placed in an asylum, where he now remaine,

A story like this can scarcely escape general attention, and if it is true or falee will soon be known. The statement is alleged to be made public to set at reet a report that “Jack the Ripper” has lately appeared at Denver.

THE FACT AS TO STOVES.

Dear Sin,—The Guardian seems to wish to make a point out of nothing. It appears that certain American stoves cau be imported and aduty of 274 per cent. paid, and still be sold as cheap as the Canadian article.

To those who know the facts such a statement appears extremely etupid. It ir a fact thatthe foundries of Hamilton, Ont., now lead all America in the manufacturing of atoves, both in quality and in construc tion. It isa fact that the prices of the Hamilton stove are at least 25 per cent. lower than the cost of any first-class American make, a difference sbout equal tothe duty charged on the American article. This is proved by the fact that we have sold in this Province alone during the past tnree years over three hundred ef the Jewel stoves.

it is also a fact that a great many lines of hardware are aow manufactured in Canada and sold at such a price as to shut out the American article, even without the aid of the protective duty, and that in most cases the American lines now im- ported are of some old-fashioned construc- tion, or of an inferior quality, and, there- fore, ot a low valuation, thus entitling them to a low rate of duty.

It is also a fact that the hardware trade of Canada has been revolutionized during the past ten years to such an extent that 75 per cent of the hardware that was im ported ten years ago is now manufactured in Canada.

It is well known that the ground water in this city, in addition to all other sources of pollation, is now con- taminated by the sink wells which are so generally used, and which discharge im- pure organic mettera directly into that water. To allow wells so certainly pollut- ed to be used is simply to set a trap for the ignorant and unwary. When will the genera] public Jearn that through the use of such impure water typhoid fever anc many other diseases are covtracted ? “Drinking dirt” ie, if anything, more dan- gerous than “eating dirt.” No intelligent wan having the shghtest regard for his own health and that of his family would use the milk of cows drinking the water of any well in Charlottetown. By whose authority is this outrage’on decency and the public health permitted,which not only me paces the health of those immediately u-ing such well water, but of the community at large? Surely the Board of Health will lose no time in ordering that every well in town shal) be closed to both man and beast, and enfurcing such an enactment, if necessary, under fines and penalties.

Four of the prisoners who escaped from the penitentiary at different t-mes this fali and were recaptured were tried yester- day. Robert Horne got two additional vears. His term would have been up in February next. Oliver Jones got two years for escaping, and two years more for breaking into George W. Chandier’s house at Dorchester, after escaping, and another two years for entering Henry R. Emerson’s house. Jones hails from St. John, and was in originally for three yeers, He has now nine years to serve. William Boutilleier was sentenced to five years altogether, two for escaping, two more fot entering one house, and one year for entering another. William J»hn- son (colored) got two years for escaping, and five years more for breaking into three different houses before being recap- tured, or seven years in aJl. He had but fourteen months to serve when he escaped.

A Village Tragedy.

Montreal, Nov. 29.

While the marriage ceremony of H. Perrier, of this city, and Miss Taylor, ef St. Polycarpe, was being celebrated at the latter place yesterday, the village church bell commenced to tell for the death of Mrs. Lalonde, whose death was caused by grief for wrong sustained by her daughter Georgina Lulonde, at the hands of the bridegroom. Miss Lalonde became in- gane.

Refineries Shut Down.

New York, Nov. 29. The Sun sare that orders have been is- sued from the headquarters of the Ameri- can Sugar ‘Refinery to shut down all refineries of the company in Boston, New York, Philadelphia, and other cities. Fifty thousand operatives will be affected.
